County Commissioners –William Doherty, Mary J. LeClair, Lance Lambros

The Commissioners observed a Moment of Silence followed by the
Pledge of Allegiance.


    ACTIONS TAKEN BY THE BOARD OF COUNTY COMMISSIONERS – October 18, 2006

The Commissioners examined and approved the following warrants
and payroll: $1,140,173.25, $678,845.21

The Commissioners took the following actions:
1) Executed their Minutes of October 11, 2006.

2) Executed a HOME Investments Partnership Program Loan Agreement
   between Barnstable County acting by and through the Cape Cod
   Commission and Phyllis L. Harootunian in the amount of $10,000
   for homeowner repair.

3) Executed an Agreement between Barnstable County acting by and
   through the Cape Cod Commission and the Town of Eastham to
   provide Ponds and Lakes Stewardship funds for water sample
   analysis for the period of October 16, 2006 through June 30,
   2007.

4) Executed an Agreement between Barnstable County acting by and
   through the Cape Cod Commission and the Town of Yarmouth to
   utilize funds in the amount of $59,800 to develop a village
   center concept for Route 28.

5) Executed an Agreement between Barnstable County acting by and
   through the Cape Cod Commission and Lower Cape Cod Community
   Development   Corporation   to   provide   affordable  housing
   Technical Assistance Program funds in the amount of $5,000 for
   the period of October 18, 2006 through June 30, 2007.

6) Executed an Agreement between Barnstable County acting by and
   through the Cape Cod Commission and Habitat for Humanity of
   Cape Cod to provide affordable housing Technical Assistance
   Program funds in the amount of $3,000 for the period of
   October 18, 2006 through June 30, 2007.

7) Executed an Agreement between Barnstable County acting by and
   through the Cape Cod Commission and the Town of Chatham to
   provide affordable housing Technical Assistance Program funds
   in the amount of $3,500 for the period of October 18, 2006
   through June 30, 2007.

 8) VOTED: To authorize the County Treasurer to prepay Stop & Shop
    in the amount of $200 for the purchase of gift cards for the
    Cape Cod Cooperative Extension to purchase items for a child
    nutrition course.

 9) Executed a Service Agreement between Barnstable County acting
    by and through the Sheriff’s Office and Cape.com for internet
    connection services in the amount of a one-time installation
    fee of $1,000 and then $650 per month effective September 27,
    2006 for 12 months.

10) Executed a Standard Contract between Barnstable County acting
    by and through the Department of Health and Environment and
    the Commonwealth of Massachusetts to receive a grant in the
    amount of $3,500 for the deployment and maintenance of mass
    decontamination units for the period of October 15, 2006
    through October 14, 2007.

11) Executed a Grant Agreement between Barnstable County and the
    Town of Yarmouth in the amount of $3,275 for the Aids Support
    Group of Cape Cod for the period of July 1, 2006 through June
    30, 2006.

12) VOTED: To authorize the County Treasurer to prepay the
    Steamship Authority in the amount of $75 for the room rental
    fee for the Cape Cod Commission retreat on November 6, 2006.

13) VOTED: To authorize the County Treasurer to prepay the Town of
    Barnstable, Building Department, in the amount of $100 for the
    application fee needed for the addition to the Children’s
    Cove.

14) VOTED: To approve the establishment of a new fund for the
    9/30/06=-9/29/07 Women Achieving Vital Empowerment Grant.

15) Upon the recommendation of the Chief Procurement Officer,
    VOTED: to award the invitation for Bids for Surplus Office
    Supplies to the following for their low bids:

Commissioners received notice that Janet A. Sisson, Land Court
Recording Clerk has received a promotion to Administrative
Coordinator and salary increase to $47,351.72.
