RFP Reference: FAR clauses 52.230-2 (Cost Accounting Standards)
and 52.230-3 (Disclosure and Consistency of Cost Accounting
Practices) are included in Section I of the RFP. FAR Part
30.201(b) states that 52.230-3 should be included when, “the
contract amount is over $650,000 but less than $50 million, and
the offeror certifies it is eligible for and elects to use
modified CAS coverage…”
Question: Since it is estimated that the contract will be valued
greater than $50M will the Government delete FAR 52.230-3 clause
Response: Yes, the Government will delete FAR 52.230-3 from the

RFP Reference: The FAR clause 52.227-15 appears in Section K.
The prescription for the clause says that this clause should
only be present when FAR clause 52.227-14 is included in the
contract. 52.227-14 is not included in the solicitation.
Additionally, the FAR 27.409 states that “Generally, a contract
should contain only one data rights clause.” DFARS clauses
252.227-7013, 252.227-7014, 252.227-7017 and 252.227-7025 are
included in the solicitation and require the Offeror to the same
information required in 52.227-15.
Question: Since FAR clause 52.227-14 is not in the solicitation,
can the Government delete 52.227-15 from the solicitation?
Response: The Government will not amend the solicitation. FAR
52.227-15 is not a part of this solicitation. The offeror
should note that the only reference to FAR 52.227-15 is part of
another standard FAR clause –- FAR 52.204-8 (ANNUAL
REPRESENTATIONS AND CERTIFICATIONS (MAY 2011)). The offeror
should further note that FAR 52.227-15 is listed among those
annual representations and certifications that shall be checked
by the contracting officer if appropriate. (viii) FAR 52.227-15
is not checked. The appropriate DFARS clauses are included in

RFP Reference: The RFP Questions and Answers Volume II document
posted to the Federal Business Opportunuties website contained
an answer labeled C095. Within the answer, the Government
stated Offerors are allowed to deviate from the proscribed hours
in Attachment J-19 so long as any deviation is fully supported
with detailed basis of estimate information.
Section L, 2.0 states that the offeror must sign a letter
declaring that its offer “is made without qualification or
exception to any terms and conditions appearing in the

RFP Reference: The solicitation contains two Government Property
clauses – 52.245-1 and its (ALT I). FAR Part 45 proscribes that
52.245-1 should be included in “all cost-reimbursement, time-
and-material, and labor-hour type solicitations and contracts.”
FAR Part 45 further states that “The contracting officer shall
use the clause with its Alternate I in contracts other than
those identified in FAR 45.104(a). The types of contracts
listed in FAR 45.104(a) are:
(1) Cost-reimbursement contracts.
(2) Time-and-material contracts.
(3) Labor-hour contracts.
(4) Fixed-price contracts awarded on the basis of submission of
cost or pricing data.
Question: Based on the applicable FAR proscriptions, will the
Government delete FAR 52.245-1 (ALT I)?
Response: Yes, the Government will delete FAR 52.245-1 (Alt I)
from the solicitation.

RFP Reference: The clause DFARS 252.243-7001 Pricing of Contract
Modification is incorporated in Section I of the RFP. DFARS
243.205-70 provides the following guidance for this clause:
243.205-70 Pricing of contract modifications.
Use the clause at 252.243-7001, Pricing of Contract
Modifications, in solicitations and contracts when anticipating
and using a fixed price type contract.
Question: Does this clause only apply to the FFP CLIN? If yes,
can the Government annotate this clause as applying only to CLIN
0010? If no, can this clause be deleted?
Response: The Government will delete DFARS 252.243-7001 from the

RFP Reference: Section B, Pages 13-17
Question: Section B - Supplies or Services and Prices. Is there
a specific split or phasing of the fixed $30M value for
Incidental Materials / ODCs under CLIN 0006? Section B requires
us to separately price the SubCLINs.
Response: The Government will apportion the $30M across each
year as required at contract award. Offerors may suggest an
apportionment that it believes best supports its proposal.
