Subrecipient Vendors (SRVs)
A vendor that receives ARRA funds from a
subrecipient. For example:
Human Services (PR)
$
Arapahoe County (SR)
$
ABC Childcare Service Co (SRV)

Subrecipient Vendor information:
Name
DUNS or nine-digit zip code

How is the SRV information
collected and reported?
Agencies and IHEs have two options:
1. Create an ARRA SRV record directly in CMS
2. Use the state website to record the
information which automatically creates a
SRV record in CMS

Using the website
Note: A Subrecipient must be entered into CMS prior to
using the website to add or edit vendors
Go to: https://cosrweb.state.co.us
Anyone can access this website. Therefore, agencies
can either enter the data themselves or require their
subrecipients to enter the data.
Enter the Subrecipient DUNS and subaward number
(both are in the SR record in CMS)
Once you are in the system, there is a grid that displays
all vendors for that Subrecipient. The vendor information
can be updated by clicking the “edit” button on the vendor
row. 5
Using the website - Continued
To add a new vendor, click the show button next to the
“Add Subrecipient Vendor.” After the desired fields are
completed click save. The new vendor will be added to
the grid and CMS.
When the SRV record is add to CMS, it will pull
information from the SR record including the department
name, agency codes for both the Prime and Internal
Recipients, and award type
Once logged in you can change to a different subaward
number for the same Subrecipient by selecting from the
list of award numbers in the drop down above the vendor
grid

Reminder
Reporting is cumulative. Therefore, you will
never delete a subrecipient vendor record unless
the record was entered in error or the
subrecipient’s DUNS or subaward number
changes.
Changes. If you make changes to an SR record
please remember to update the SRV record.
Changes include: the federal or subaward
numbers, dept name, agency codes for the Prime
or Internal Recipient, or award type.
