The Board considered the following evidence: Exhibit A - Application for correction of military records Exhibit B - Military Personnel Records (including advisory opinion, if any) FINDINGS: 1. The applicant has exhausted or the Board has waived the requirement for exhaustion of all administrative remedies afforded by existing law or regulations. ABCMR Proceedings (cont) AR2000038334 2. The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show his service in Saudi Arabia in support of Operation Desert Storm. 3. The applicant states, in effect, that item 18 (Remarks) of his DD Form 214 does not show his service in Saudi Arabia. In support of his application he submits a copy of an award certificate for the Army Commendation Medal. 4. The applicant's military records show he enlisted on 3 September 1985 and continued to serve through a series of continuous reenlistments until he was honorably discharged on 19 January 2000 under the provisions of Army Regulation 635-200, chapter 5, for personality disorder. 5. The applicant provided a copy of an award certificate, which shows that he was awarded the Army Commendation Medal on 20 March 1991 for meritorious service while assigned to Company C, 588th Engineer Battalion during Operation Desert Storm. 6. Item 12f (Foreign Service) of the applicant’s DD Form 214 shows the entry “0005 10 14“ [5 years, 10 months and 14 days]. 7. Item 5 (Overseas Service) of the applicant’s DA Form 2-1 (Personnel Qualification Record - Part II) shows the entry “901218 910420 AMEA-SAUDI ARABIA 04 TDY NO” [18 December to 20 April 1991 Africa and Middle East –Saudi Arabia 4 months Temporary Duty/Tour not completed]. 8. Army Regulation 635-5 establishes the standardized policy for preparing and distributing the DD Form 214. In pertinent part, it directs that foreign service performed during the period covered by the DD Form will be entered in item 12f. The regulation also states that the amount of foreign service will be taken from the soldier’s Enlisted Qualification Record or, if necessary, verified from the soldier’s Military Personnel Records Jacket. However, for service in Southwest Asia, Department of the Army issued guidance that service in a temporary duty status in that theater would not be reported as foreign service unless for a period longer than 6 months and that Southwest Asia service would be reported in item 18 (Remarks) of the DD Form 214. CONCLUSIONS: 1. Evidence of record shows the applicant served in Saudi-Arabia in support of Operation Desert Storm for a period of 4 months. Evidence of record also shows that his service in Saudi Arabia is included in item 12f (Foreign Service). Therefore, he is entitled to correction of item 18 (Remarks) of his DD Form 214 to show the entry “SWA SERVICE: 18DEC90-20APR91”. 2 ABCMR Proceedings (cont) AR2000038334 2. In view of the foregoing, the applicant’s records should be corrected as recommended below. RECOMMENDATION: That all of the Department of the Army records related to this case be corrected by showing the entry “SWA SERVICE: 18DEC90-20APR91” in item 18 (Remarks) of his DD Form 214.
