The June 13, 2006 regular meeting of the Newfane Board of Education               CALL TO ORDER
was held in the High School Library. The meeting was called to order by
President Farley at 7:00 p.m. followed by the Pledge of Allegiance.

Gary Pogorzelski congratulated Hadassa Bachellor for being named              Wal*Mart “Teacher of
Wal*Mart’s “Teacher of the Year”. Mrs. Bachellor received a $1,000            the Year” Recognition
grant for the school and a $100 gift card to buy supplies for her            Hadassa Bachellor, MS
classroom. Mrs. Bachellor was nominated by Mrs. Donna Pieszala.

Middle Schools students, Austin Fusco and Pascal Bechtel, were               Niagara County Juvenile
recognized for being the recent recipients of the “Do The Right Thing”             Justice Task Force
award. Instructional Associate, Denise Noble, nominated Austin and              “Do The Right Thing”
Technology teacher, Matt Matyjas, nominated Pascal Bechtel. The other                 Award Winners

Doug Ames presented the NYS Public High School Athletic Association’s        NYS Public High School
Section VI All-WNY Good Sports Team Award to Nancy Phillips for the             Athletic Association
Newfane Swim Team. Shannon Strong was the individual team recipient.                      Section VI
Mr. Ames also noted that coach, Jim Conley, and the Newfane Varsity           All-WNY Good Sports
Baseball Team were the recipients of the Section VI “Always A Winner”                  Team Award
award. Jim Conley also won the Section VI 2005-06 Coaches
Sportsmanship Award.

of Building and Grounds, Director of Curriculum, Instruction, and
Assessment, and the Director of Special Education. Athletic Director,
Jean Passuite, recognized Molly Coakley, Jason Fischer, Brianna Steel,
and Joe Keleher for their recent accomplishments at the 2006 NY State
Track & Field Meet held on June 9th & 10th.

SUBJECT:        PUBLIC PARTICIPATION AT MEETINGS OF THE BOARD OF                                   First Reading
                EDUCATION

The Board of Education recognizes and values the importance of maintaining an open
line of communication with the community. An open line of communication should
result in a positive relationship between the Board and the community.

The Board of Education is required to meet on a regular basis in order to do its
business, and meet its statutory obligations. The Board of Education is required to
conduct its business in public in compliance with the New York State Open Meetings
Law. The meeting of the Board of Education is therefore a meeting in public, but not a
meeting of the public. In certain circumstances, in compliance with statute, the Board
of Education is required to have public hearings in which the public is invited to
participate in certain parts of the meeting according to prescribed guidelines.

Persons interested in being placed on the official Board of Education agenda for the
purpose of presenting to the Board of Education on a school related matter, that is of
interest to the Board of Education as the District’s policy making body, should submit a
written request to the District Clerk at least seven (7) days prior to the scheduled
meeting. Said request should contain the name and address of the person or group
seeking to address the Board, and a brief statement of the subject to be covered or the
issue to be addressed. The President of the Board of Education shall have the
discretion to limit the time for each presentation as needs dictate. Any group that
desires to address the Board of Education is required to designate one representative or
spokesperson. No other person in the group will be recognized to address the Board of
Education, except as otherwise determined by the Board President.

In order to provide the public with the opportunity to be active participants with the
Board of Education, there shall be two (2) scheduled periods on each Board agenda for
public remarks and/or comments. The first session will be for public remarks and/or
comments regarding items on the meeting agenda. The second session will be at the
end of the Board meeting, prior to a called executive session, or after an executive
session if so called by the President of the Board of Education. The second session
shall be for general public comments and shall not be restricted to agenda items per se.

Public remarks and/or comments should be directed through the President of the Board
of Education. Only speakers recognized by the President of the Board shall be allowed
to speak. The Board President, Board members, and/or the Superintendent of Schools
may or may not respond to comments or questions presented by the public.

Personal attacks by anyone addressing the Board of Education are unacceptable.
Persistence in any such remark by an individual shall terminate that person’s privilege to
address the Board of Education.

Individual remarks and/or comments shall be restricted to three (3) minutes each. The
President of the Board shall maintain the right and privilege of restricting individual time
allocations.

The total time for public remarks and/or comments shall not exceed fifteen (15)
minutes.

MOVE, that upon the recommendation of the Superintendent of Schools,        Wal*Mart’s “Teacher of
the Board of Education accept a $1,000 grant for the school and a $100          the Year” Program
gift card from Wal*Mart, and further that Mrs. Bachellor be and is                  2006-6.13.12C
authorized to purchase additional classroom supplies up to $1,000 from
code 2110-450-60-4426.

MOVE, that upon the recommendation of the Superintendent of Schools,           Aristocrat Pear Tree
the Board of Education receive a donation of an Aristocrat pear tree from           2006-6.13.12D
Pamela Bochnewetch and friends in memory of Terry Bochnewetch, and
that the Superintendent of Schools, or his designee, be and is authorized
to plant and nurture the tree on school property.

MOVE, that the 10x12 foot “building shed” constructed by the technology            Excess Property
students during the 2005-06 school year be and is declared excess                Building Shed, HS
property, and further that the Superintendent of Schools be and is
authorized to sell said shed at auction to the highest bidder, provided
that it is sold in “as is condition”.

MOVE, that upon the recommendation of the Audit Committee that the                Audit Services –
Superintendent of Schools be and is authorized to enter into a              Lumsden & McCormick, LLP
professional performance agreement with the accounting firm of
Lumsden & McCormick, LLP for the period of July 1, 2005 to June 30,
2010, at the following quoted annual rates: 2006 – $15,200; 2007 -
$15,590; 2008 - $16,020; 2009 - $16,020; and 2010 - $16,610.
