We are pleased to announce the appointment of Harlan Sands as Associate Vice President for Research and
Executive Director of the new Applied Research Center (ARC), scheduled to inaugurate operations on
October 28th, 2005.
In his role as Associate Vice President for Research, Harlan will have responsibility for developing,
fostering, and advancing the concept of multi-disciplinary, collaborative applied research both within the FIU
community and in partnership with other institutions, national research laboratories, and the private sector.
In his new post as head of FIU's largest externally funded applied research enterprise, Harlan will be in
charge of overseeing delivery of over $17 million in ongoing applied research grants and contracts in areas of
energy, environment, and military technologies, and leading a staff of 120 scientists, service professionals,
and students. Mr. Sands' responsibilities will include developing and implementing a long-range strategic
plan for a partnership-based research enterprise that will build upon FIU's legacy of applied research
excellence and top-quality performance.
For the past two years, Harlan has successfully led the transformation of research administration and strategy
at both the Hemispheric Center for Environmental Technology and the Center for Energy and Technology of
Harlan's previous experience includes serving as Associate Dean for Budget and Operations in the College of
Health and Urban Affairs, as a lecturer in the Criminal Justice Department, and as a lead criminal defense
attorney. Admitted to practice law in Florida and Pennsylvania, he has been an active member of both the
Florida and Pennsylvania Bar for the past 8 years. He also served for ten years as a Lieutenant Commander
in the US Navy, where his tours included service as Regional Director of a National Naval Intelligence
Program, Special Assistant to the Director of Naval Intelligence for Technology in Washington, D.C., White
House Presidential Aide for both the Bush I and Clinton administrations, and Operations Officer for
Electronic Warfare on the USS Guam (LPH-9). He was awarded two Navy Commendation Medals for
exceptional service during Operation Desert Storm, and a Coast Guard Meritorious Unit Commendation for
the Space Shuttle Challenger recovery in 1986.
Mr. Sands holds a Bachelor of Science in Economics from the Wharton School of Business at the University
of Pennsylvania, a Masters in Business Administration from George Washington University, and a Juris
Doctorate from George Mason University.
