                                     ORDER

        Shri Debapriya Das has preferred a complaint to the Commission vide his
letter dated 15.06.2009 received in the office of the Commission on 27.07.2009.

       From the complaint along with its enclosures, it appears that Shri Das
submitted one RTI application to the State Public Information Officer, office of the
Registrar of Firms, Societies and Non Trading Corporations, West Bengal on
19.02.2009 received in the said office on 03.03.2009, wherein he wanted to know
the registered address, name and designation of the members of the governing body
/ board of directors of a society named The Sisters of the Cross of Chavanod,
Kolkata Province.

       The State Public Information Officer vide his Memo No. S/533 dated
24.03.2009, i.e. within the stipulated time informed him that since the present
system for keeping records in his office is on the basis of registration number, they
were unable to provide information without knowing the registration number of the
society.

       Being aggrieved, Shri Das has preferred the present complaint.

       The Commission observes that the system of record keeping in the said
Public Authority is such that one cannot find out the particulars of a society without
the registration number. Thus, inability on the part of the State Public Information
Officer to furnish information is due to reason beyond his control.

       But at the same time, in this age of tremendous progress in information
technology, the Public Authority should endeavour to come out of its archaic
system of record keeping. This is also the dictum of the RTI Act which entails that
every Public Authority shall maintain all its records duly cataloged and indexed in a
manner and the form which facilitates the RTI Act, 2005 and ensure that all records
that are appropriate to be computerized are, within a reasonable time, computerized
as per Section 4(1)(a) of the Act.

        The Commission therefore invoking the powers conferred on it u/s
19(8)(a)(iv) orders that the Public Authority in the office of Registrar of Firms,
Societies and Non Trading Corporations, West Bengal shall within a reasonable
time computerize the records to facilitated disclosure of information which is right
of a citizen of India.
