   Overarching Goal:

    By 2016, 95% of students at every grade level will read at or above grade level, as measured by standardized testing.

   Component Goal 1: Leadership & Structures

    The district will have a comprehensive literacy plan in place by 2010 to monitor progress on the district goal and establish a
    hierarchy of responsibility for implementation.

   Component Goal 2: Assessment:

    By 2015, the district will establish a comprehensive K-12 literacy assessment system.

   Component Goal 3: Instruction                                       .

    By 2013, the district will implement a written literacy curricula which encompasses all content areas in grades K-12 to drive
    instruction.

   Component Goal 4: Intervention

    By 2016, the district will implement a tiered instructional model that provides interventions and multiple levels of support.
