What’s the IYSS and why do
we need it?
Youth Matters: Next Steps (2006)
• Four key challenges:
• How to engage more young people in positive activities and empower then to
shape the services they receive
(Empowering Young People: Things to do and Places to go)
• How to encourage more young people to volunteer and become involved in
their communities
(Young People as Citizens: Making a Contribution)
• How to provide better information, advice and guidance to young people to help
them make informed choices about their lives
(Supporting Choices: Information, Advice and Guidance)
• How to provide better and more personalised intensive support for each young
person who has serious problems or gets into trouble
(All Young People Achieving: Reforming Targeted Support)
What’s the Youth Offer and
why do we need it?
• IYSS statement about the services and support young people aged 8-25
years can expect to be available to them
• Delivered directly to 13-19 year olds with some services and support for 8-
13 year olds and up to 25 year olds where necessary and appropriate
• The standard young people should expect from the services and support
• Takes the key challenges and responses (delivery strands) presented by
Youth Matters and the demographics and needs of the Staffordshire youth
population and presents an Offer that will ensure opportunities to meet the
Staffordshire IYSS core purpose:
To put Staffordshire’s young people on the road to success
by enhancing and transforming their life chances
The Staffordshire Youth Offer
• Staffordshire is taking a ‘learning’, ‘living’ and ‘lifestyle’ themed approach
in its Youth Offer.
• The themes bring together the Youth Matters challenges and responses
and encompass the Every Child Matters (ECM) outcomes. The standard
young people should expect from the services and support
The Staffordshire Youth Offer
• Staffordshire is taking a tiered approach to building the Youth Offer with
regard to detail about service and support provision and delivery.
• The Staffordshire Youth Offer is a Framework upon which to build at
District and Borough level.
• This will ensure that services and support offered to young people will truly
reflect and respond to the demographics and needs of young people at a
local level.
• District Children’s Trust Boards (DTBs) will be tasked with developing
District and Borough Youth Offers including the planning for delivery - the
model by which the Offer will be met.

Delivery
• A District or Borough Youth Offer and delivery model should reflect the
locality populations and needs of young people and their families (JSNA,
C&LP Data Profiles, locally generated data).
• DTBs will also have to consider issues of accessibility and young people’s
preferences when determining the content of the Offer (BMG survey of
Young People, local consultation).
• In addition to developing the Youth Offer and delivery model, the DTBs will
be required to consider performance management of service and support
delivery.
• DTBs will be supported in the development process by the IYSS Project
Manager which will ensure consistency across the eight Staffordshire
Districts and Boroughs.
Youth Offer Planning &
Delivery – practical steps
• DTB receive Youth Offer documentation and consider approach to
planning, i.e. sub-group of DTB, Youth Offer Development Group, etc.
• Liaise with Ali Spender to agree level and type of support required.
• Group meets and agrees membership and TORs
• Comprehensive audit of current service and support provision for young
people – this will identify gaps and good practice.
• Produce and publish the District or Borough service and support
entitlement for young people which outlines the standards service users
should expect.
Youth Offer Planning &
Delivery – practical steps
• Produce and publish the available District and Borough service and
support provision for young people which clearly indicates when, where
and how provision can be accessed.
• Consult with the Shadow District Trust Board throughout the development
of the District Youth Offer and appropriately incorporate consultation
findings into the Youth Offer.
• Make recommendation to the District Trust Board for future District or
Borough Youth Offer governance and operational management.
