1.   PHILOSOPHY AND REGULATORY REQUIRMENTS:

1.1. Supervisor and commander expectations. Providing timely, high quality and accurate feedback,
     evaluations and decorations is an integral part of being a supervisor. How well these vital functions
     are managed within a unit is a strong reflection on the commander. Commanders are personally
     responsible for ensuring that all their unit members receive appropriate feedback from their
     supervisor and that all evaluations, PRF submissions, decorations and PCS/separation/retirement
     paperwork is submitted to the region as described in this OI. Commanders are advised to coordinate
     with your host base well in advance to receive OPR/EPR shells, DECOR 6s, etc. in a timely manner.
     Failure to receive products from the host base is not an acceptable justification for late submissions.

1.2. Commander mentoring. Commanders are responsible for ensuring that all military members have
     an appropriate knowledge level of the Air Force’s system for feedback, evaluations, promotions,
     decorations and PCS/separations/retirements.

1.3. Enlisted Supervisors. Due to the small size of detachments and the limited number of enlisted
     personnel, it is highly recommended only Senior NCOs, if assigned, rate on other enlisted personnel.
     Due to the interchangeability of duties by the NCOs, the close proximity in which they work, and
     potential for differing expectations/standards of performance, placing each NCO under a different
     supervisor is strongly discouraged.

     1.5. Use of .edu accounts for submitting FOUO and Privacy Act information. Detachments will
          utilize their Maxwell AFB accounts for submitting all official paperwork. Educational accounts
          (.edu) are not authorized for transmitting FOUO and/or Privacy Act information.

     1.6. Use of WINGS for routing EPRs, OPRs, and decorations. Web Intensive New Gain System
          (WINGS) is the primary means of submitting evaluations and decorations to the Region. All military
          members in every detachment must have a WINGS account. The latest WINGS Users Guide is
          located on the Holm Center’s restricted website https://hq.afoats.af.mil/.

     2.   INITIAL SUBMISSION REQUIREMENTS FOR ALL EPRs AND OPRs

     2.1. Closeout minus 21 days. The NER will conduct a quality review on all EPRs and OPRs. The
          Region superintendent conducts a “first sergeant” review on all EPRs. Commanders will submit the
          following items to the Region NLT 21 days prior to the closeout date (to maintain NER tracking for
          evals, items a through f will be sent via WINGS to Ms. Melisa Clark (clarkm)):

          Cadre Evals:

          a.     EPR/OPR shell

          b.     Draft EPR/OPR with all info complete to include suggested bullets if NER endorsement is
                 required.

          c.     AMS SURF (current within 60 days of closeout)

          d. PFA results (official printout current through the end of evaluation closeout date)

          e.    Last three signed evaluations

          f. Completed applicable Northeast Region Evaluation Checklist (refer to Attachments 3/4 and 5)

          g. Commander note for MSgt EPRs and all OPRs (sent directly to the region commander’s email
             account)

          CC Evals:

          a. OPR Shell

          b. AMS SURF (current within 60 days of closeout)

          c. PFA results (official printout current through the end of evaluation closeout date)

          d. AF FORM 707 will all blocks completed except rater and additional rater comments

          e. Accomplishments for period of OPR. Commanders are not allowed to write their own
             evaluations. Due to our geographic separation, it is imperative commanders provide the NER
             commander with comprehensive inputs with enough info that good cause, effect, impact bullets
             can be developed. The goal of every CC should be to provide         enough       detail    the
             NER/CC does not have to call and clarify information.

     2.2. Late Submissions. Any evaluation that is submitted after the 21 day suspense requires a letter from
          the Detachment Commander to the Region Commander explaining why the document was submitted
          late. This letter should be included as an attachment in the WINGS routing line.

     2.3. Region’s editing policy. The Region staff will review every EPR/OPR and make minor
          administrative/editorial changes. Substantive changes will be returned for reaccomplishment.
          Unless otherwise noted, detachment commanders do not need to resubmit TSgt and below
          evaluations for a second review.

     2.4. Closeout minus 5 days. The Region staff will ensure the EPR/OPR is returned to the rater for final
          signature/processing NLT 5 days before the closeout date.

     3.            SIGNATURE AND MILPDS/CMS PROCESS

     3.1. Closeout date. NER raters/additional raters will accomplish all required electronic signatures on or
          immediately after the closeout date.

          a.    TSgt and below EPRs should then be signed by the ratee (see Paragraph 3.2 below).

          b.     MSgt EPRs and all OPRs should be sent to the Region via WINGS to Ms. Melisa Clark
               (clarkm). The Region commander will sign the EPRs/OPRs and forward them to HQ via WINGS
               ASAP.

     3.2. Ratee signature. IAW MPFM 07-45, ratees are required to review and sign their EPR/OPR before
          it is entered into their permanent record. This occurs after the EPR/OPR has been signed by every
          applicable rater. Supervisors should review the EPR/OPR with the ratee before they sign it. This
          review focuses on the technical accuracy of the report and should be used as a feedback opportunity
          (see guidance in MPFM 07-45). *Overall rating should be no surprise to ratee

     4.            FINAL SUBMISSION REQUIRMENTS TO REGION FOR ALL EVALUATIONS

     4.1. Closeout Plus 30 Days. Detachments will send the following items in one email to
          afrotc.ner@wpafb.af.mil, attention Ms. Mel Clark, NLT 30 days after the closeout date. This applies
          to all EPRs/OPRs. The AF requires this data to be entered into MILPDS and CMS by the 30th day
          after the closeout of the EPR/OPR. Detachment commanders should coordinate with the NER if
          your unit will not comply with the 30-day standard. Note: Detachments are reminded to update
          the evaluation date in MILPDS prior to uploading into CMS.

          a. The date the evaluation was posted in MILPDS and CMS case number.

          b. A copy of the final, signed evaluation.

          c. Commanders/supervisors (whoever initiated the WINGS record) will enter the date the EPR/OPR
             was put into MILPDS into the WINGS record using the pull down calendar. This will close out
             the WINGS record.

     5.            DECORATION SUBMISSION REQUIRMENTS

     5.1. Timing of decoration submissions. Decorations will be submitted electronically to the Region via
          WINGS to Ms. Melisa Clark (clarkm) according to the following timeline standards: (Decorations
          will not be signed NET 30 days prior to presentation date)

          a.     LOMs – 114 days before the desired presentation date (Region’s suspense to HQ is 100 days
               before the desired presentation date).

          b.     MSMs – 60 days before the desired presentation date (Region’s suspense to HQ is 45 days
               before the desired presentation date). Note: IAW AF policy, retirement MSMs closeout at the
               Region level. For consistency, these decorations are also due to the Region 60 days before the
               desired presentation date.

          c.    AFCM and AFAM – 45 days prior to presentation date (these decorations close out at the
               Region).

          d.     Decorations will be signed NET 30 days prior to presentation date, so submissions earlier than
               the timelines indicated above are discouraged.

     5.2. Decoration package requirements. Items a through g will be sent to the Region via WINGS to
          Ms. Melisa Clark (clarkm).

          a.    PDF of completed and signed DECOR 6

          b.    Decoration narrative (use the applicable decoration template found on the Region’s website in
                the “Detachment Tool Kit”) -- Note: Commanders are not allowed to write their own
                decorations. However, due to our geographically separation it is imperative that commanders
                provide the NER commander with comprehensive inputs. These inputs may be submitted as
                typed notes. Or, if you prefer, commanders may submit your inputs as a decoration narrative.

          c.    PFA results (current through PTDY/terminal leave start dates)

          d.    AMS SURF (current within 60 days of presentation date)

          e.    Last three signed evaluations

          f.    Retirement order and certificate request (if applicable)

     6.            PRF SUBMISSION REQUIRMENTS

     6.1. Annual PRF submissions. PRF guidance will be sent from NER HQ as required.

     6.2 Narrative-only PRFs. Narrative-only PRF’s are required when an officer’s next PCS assignment is
         in-residence developmental education or an AFIT program. Narrative-only PRF’s must be
         completed regardless of whether an officer is within a promotion zone. These PRFs are due to the
         Region, along with the officer’s final OPR, 75-days prior to the officer’s PCS date. Even if an OPR

            is not required, the PRF is still due 75 days prior to the member’s PCS date. Reference AFI 36-
            2406, para 8.1.5.6, for additional guidance.

     7.           REGION         REQUIRMENTS           FOR      HIRING,      PCS,    SEPARATIONS,          AND
            RETIREMENTS

     7.1. Initial hiring. Detachment commanders will send an email to afrotc.ner@wpafb.af.mil, attention
          NER/CC, when new inbound members are formally approved by the university and AFPC. This
          note should contain a brief description of the member including such items as their name, AFSC,
          current duty station, arrival date (including AIS date, if known), etc.

            a.   NCOs – These assignments are worked directly by AFPC. Commanders should involve the
                 Region superintendent for out-of-the-ordinary NCO assignment issues.

            b.   Instructors – Detachment commanders coordinate directly with AFPC regarding acceptance of
                 prospective instructors. The Region normally does not get involved with this hiring process.
                 Commanders should carefully review all candidates to ensure that they are truly qualified. It is
                 better to have a vacancy for a period of time than it is to hire the wrong person who is not
                 appropriate for your unit.

            c.   Commanders – These positions are approved by HQ AFROTC (with the school’s concurrence).
                 The Region normally does not get involved with this process.

     7.2. Separations and inbound/outbound PCSs. Commanders will keep the Region informed about the
          location status of their unit personnel. That is, commanders should inform the NER commander
          when outbound personnel officially depart and when inbound personnel arrive on station.

     7.3.             In-Processing checklist. New cadre members will complete the In-Processing Checklist
            located on the NER website within 30 days of their arrival on station. Copies of this will be kept on
            file in the member’s PIF where it will be subject to inspection by the SAV team.

     7.4. Retirement approval. Military members request permission to retire electronically through the
          virtual MPF. An email containing an AF Form 1106 (Military Retirement Actions) is automatically
          sent by the virtual MFP to the approval authority. Detachment commanders are authorized to
          approve retirements for all cadre members. The AFROTC/CC is the approval authority for all
          detachment commander retirement requests. Detachment CCs desiring to retire will discuss
          retirement options and timelines with the Region CC before applying for retirement. Detachment
          CCs are expected to fulfill a full CC tour. PTDY and terminal leave start dates are expected to occur
          after arrival of the incoming commander. In cases where this does not happen, PTDY and terminal
          leave requests may be denied by the Region CC to ensure CC continuity/coverage of the detachment.
          Requests for early retirement will generally not be honored. As a courtesy, all detachment
          commanders will inform the Region commander and Holm Center SDP (Ms Sue Kull) of approved
          retirement actions to ensure manning requisitions are updated.

     7.5. Retirement certificate requests – In addition to retirement procedures mandated by your host base,
          all retiring NER members will complete a NER Retirement Worksheet (located on the NER
          website). This worksheet must be completed and submitted to afrotc.ner@wpafb.af.mil, attention
          Ms Mel Clark, NLT 60 days prior to the desired ceremony date. Failure to meet this suspense may
          result in delaying the desired ceremony date because of the lead time necessary to procure the
          retirement certificates.

                                  AFROTC JOB DESCRIPTIONS – (As of 19 May 2011)

     For large units with officer manning exceeding that of the number of positions below, Asst Ops Officer, Asst Ops Flt CC, Asst
     Recruiting Flt CC, etc. should be used. Operations Officer and Asst Operations Officer positions are reserved for FGOs or Maj
     (Selects). Asst Ops Officer position will be filled only after Recruiting Flt CC, Ed Flt CC, and Ops Flt CC positions have been
     filled and will require supervision of at least one other detachment cadre.

     To maintain a consistent standard among all detachments, the number of cadets used in the below job descriptions (e.g. “XX
     highly qualified…”) will be computed on 1 Nov of each year. Detachments will use their enrollment figure from 1 Nov for all
     OPRs, EPRs, & PRFs closing out between 1 Nov of the current year and 31 Oct of the following year. Detachments should use
     WINGS to pull this enrollment figure.

      COMMANDER
     - Commands, leads, directs and manages an AFROTC unit that administers a college-level officer training program
     - Serves as senior Air Force officer at a geographically separated unit--ultimately determines who is commissioned
     - Chairs Department of Aerospace Studies with university status of full professor--manages a unit budget of $??K
     - Instructs a curriculum covering Foundations of the USAF, AF History, Leadership, and National Security Affairs

     OPERATIONS OFFICER
     - Supervises all unit operations, recruiting, and education functions; oversees cadre tng & professional development
     - Leads, recruits, trains, counsels and evaluates XX highly qualified young men & women as prospective AF officers
     - Supervises cadre and all detachment activities; serves as the interim commander in the absence of the commander

                                                   Determine Appropriate Decoration
- Decorations are determined based on performance and level of responsibility (they are not automatic)
   -- They must be based on performance during the rating period
   -- Retirement awards should consider the entire career but must still be based on the period of performance
   -- Unsatisfactory performance (poor fitness, referral evals, NJP, etc.) must be factored into the justification
- AETC decoration guidelines (for meritorious service in responsible position):
   -- AF Achievement Medal (AFAM): lieutenants and airmen
   -- AF Commendation Medal (AFCM): staff or technical sergeants and captains
   -- Meritorious Service Medal (MSM): MSgt's (and above) or Majors (and above)
   -- Legion of Merit (LOM): Colonels who are retiring or group commanders and above (2 yrs TIG & 2 yrs in position)
- Det CCs are responsible for submitting appropriate decoration recommendations for their personnel and must monitor
   the status of decoration packages in WINGS until they are presented and closed out through the personnel systems
