A. The purpose of this amendment is to provide:
1) Changes to para. 2, Submittal Requirement of PWS;
2) Answers questions submitted by 10 February 2010 cut-off.
B. The para. 2 of Submittal Requirement, Addendum to FAR 52.212-1 has been changed as follows:
"2. A listing of proposed Key Personnel who already possess a U.S. Secret clearance or have the ability to attain the
clearance prior to contract award."
"2. A listing of proposed Key Personnel who already possess a U.S. TOP Secret SCI clearance or have the ability to
attain the clearance prior to contract award".

QUESTIONS AND ANSWERS
Question 1 : Is there an incumbent? If so, who?
Answer: The current contractor on the existing contract is Electronic Warfare Associates Information and
Infrastructure Technologies (EWA IIT).
Question 2 : What GIS products are you working with, at present?
1) Some of the systems or processing and reporting programs that are utilized by this work within the AGI area
are: Remote View Electronic Light Table (ELT) or SOCET GXP ELT, the Imagery Exploitation Support system
(IESS) or the National Exploitation System (NES), Advanced Geospatial Intelligence ToolKit (AGI-TK),
Environment for Visualizing Images (ENVI), DataMaster (DM), Web-based Access Retrieval Portal (WARP), the
Dynamic Image Viewer Application (DIVA), and the Advanced Geospatial-Intelligence and Measurement and
Signatures Intelligence Reporting and Dissemination Server (AMRDS).
2) Some of the systems or processing and reporting programs that are utilized by this work within the MASINT
area are: National MASINT Requirements System (NMRS), Matlab, Matseis, Google Earth, Transitional OPIR
Requirements System (TORS), COLISEUM, , FalconView, Arc Geographic Information Systems (ArcGIS), and
RemoteView desktop for Windows.
Question 3 : What additional talent do you think this solicitation will require other than GIS developers and
Answer: This solicitation if primary of Intelligence Analysis with backgrounds in the collection, processing, and
reporting of AGI and MASINT collection data against specified targets in support of USFK and National Agency
Intelligence Requirements. The solicitation documentation provides information concerning Performance
Requirements and Standards which provides information on the types of personnel that would perform this
Question 4 : What is the scope of this project?
Answer: To provide technical, operational, processing, exploitation, dissemination, logistic, programmatic,
training, administrative, and management support for AGI/MASINT operations
Question 5 : What is your existing architecture? What kind of servers, applications, network is currently there?
Answer: This element utilizes existing Department of Defense and Intelligence networks such as NIPRNET,
SIPRNET, and JWICS with connectivity to classified storage and specialized processing servers. The applications

utilized for this operation are provided within the solicitation documentation as well as within the response to
question 2 above
Question 6 : How many people are working on these systems?
Answer: The current number of contractor under the existing contract include 4 AGI Analyst, 2 MASINT Analyst,
and 1 IT/Logistical Support person. This contract makes up only a part of this office which also includes
Government and Military Intelligence Analyst.
Question 7 : Is this competition Full and Open or is this an 8a Competitive competition?
Answer: This is full and open competition.
Question 8 : Can any of the work be done on contractor site?
Answer: No, the work must be performed on the government site due to security measures and requirements.
Question 9 : What level clearance do you anticipate?
Answer: Contractor personnel will working at the government site will have to have a TS/SCI clearance and be US
Question 10 : The file uploaded to AFSI appears to be a Draft solicitation (no section L or M).
Answer: This is not a draft. This is a formal solicitation using SF1449.
Question 11 : What is the size (FTEs or # hours) of this contract work?
Answer: The PWS documentation that was uploaded indicates what the work entails and the CLINs provide the
number of hours.
Question 12 : Does this represent work which was previously a task order on the INSCOM OMNIBUS-II contract
Answer: No, the current contract for which this solicitation is a follow-on for is GS35F0665J /
Question 13 : Clarify the governments position for paid relocation, transportation cost of family members, POV,
household goods (HHG), LQA and reimbursement for DODDS tuition for school aged family members.
Answer: The offerors need to estimate and include all expenses in the labor clins not only labor rates but also any
expenses such as LQA, DoD schools tuition and etc. in each labor clin.
The Contractor will be paid by the labor hourly rates in the labor clins.
Question 14 : If so, are all the incumbent employees from the local area or sent from the U.S.?
Answer: The incumbent employees are all U.S. Citizens and hold U.S. TS/SCI clearances. They work at the
501st MI BDE government controlled facility at Camp Humphreys, ROK in performance of the current contract.
They all have approved USFK 700-19 paperwork and were hired from the U.S. to my knowledge or from other
contractors currently within Korea but originally from the U.S.
Question 15 : Is there a draft SOW available for review?
Answer: The solicitation documentation that was posted includes the PWS for this solicitation.
Question 16 : Can you please provide a list of firms who currently support your office?
1) Electronic Warfare Associates Information and Infrastructure Technologies (EWA IIT) working on the current
contract for which this is a follow-on solicitation.
2) L3 Comm working on data collection but not under this solicitation.
3) ManTech working on Maintenance and logistical support under a different contract.
Only the EWA IIT company is currently providing support to the existing contract and this solicitation is a
follow-on to that contract.

Question 17 : Are there any required licenses or permits required by the offeror in order to provide the required
services within the ROK?
Answer: The contract would have to be SOFA Designated under USFK Reg 700-19
Question 18 : Will personnel assigned to this contract have access to military provided quarters, BX, commissary,
Answer: Personnel assigned to this contract will not have quarters provided by the military, but will have access to
BX, Commissary, etc as stated in the solicitation under the SOFA Clause or within USFK Reg 700-19 for approved
contractor personnel. As to the "military provided quarters", again quarters will not be provided on base to house
contractors or their families.
Question 19 : The Summary of Services does not identify separate Contract Line Item Numbers (CLINs) for Other
Direct Costs (ODCs) for items such as U.S. State Department Allowances associated with the assigned personnel.
Should these items be included in the CLINs for each specific support area (AGI, MASINT and IT)?
Question 20 : Reference Instructions to Offerors, p. 69, paragraph 5 ( c ) of the RFP. Could the Government please
clarify the type of license or certificates that are required for this effort?
Answer: We are asking any certificates/licenses for the requirement if you have.
Question 21 : Is there any chance that the proposal due date can be pushed out by a week or so? The weather on
the east coast is delaying the response from some of our personnel.
Answer: No. Bid closing date/time is 17 February 2010, 1300hrs.
