					        This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in
accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures.
This announcement constitutes the only solicitation; a written solicitation will not be issued.
PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The RFQ number
is M67854-11-Q-1025. This RFQ documents and incorporates provisions and clauses in effect
through Federal Acquisition Circular (FAC) 2005-16. It is the contractor’s responsibility to be
familiar with the applicable clauses and provisions. The clauses may be accessed in full text at

     This is a one-time purchase. The contract period will extend until final payment is received
by the awardee. The place of performance shall be determined by the location of the awardee.
The NAICS code is 333314 and the Small Business Size Standard is 100 employees.

     The Marine Corps Systems Command, Infantry Weapons Systems, PM Optics Systems,
Quantico, VA, will consider all quotes from responsible sources capable of providing the
following brand name equipment items:

     (Line Item 001): Unit of issue is each. Quantity: 22; Part Number: SS201; Description:
Selector Lock Ring Tool, Mfr. Leupold & Stevens; with delivery of one each within 60 days of
order and the remaining quantity within 120 days of order

     (Line Item 002): Unit of issue is each. Quantity: 22; Part Number: SS147; Description:
Focus Ring Tool, Mfr. Leupold & Stevens: with delivery of one each within 60 days of order
and the remaining quantity within 120 days of order

     (Line Item 003): Unit of issue is each. Quantity: 22; Part Number: SS135; Description:
Tripod Nut Install Tool, Mfr. Leupold & Stevens; with delivery of one each within 60 days of
order and the remaining quantity within 120 days of order

     (Line Item 004): Unit of issue is each. Quantity: 22; Part Number: SS126; Description:
Objective Install Tool, Mfr. Leupold & Stevens; with delivery of one each within 60 days of
order and the remaining quantity within 120 days of order

     Responsibility and Inspection: unless otherwise specified in the order, the supplier is
responsible for the performance of all inspection requirements and quality control. The following
FAR provisions and clauses are applicable to this procurement: 52.212-1, Instruction to Offerors-
Commercial items; 52.212-3, Offeror Representations and Certifications- Commercial Items;
52.212-4, Contract Terms and Conditions- Commercial Items; and 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive Orders- Commercial Items. Quoters are
reminded to include a completed copy of 52.212-3 with quotes. All clauses shall be incorporated
by reference in the order.

     Additional contract terms and conditions applicable to this procurement are: 252.212-7000,
Offeror Representations and Certifications- Commercial Items and 252.212-7001, Contract
Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to
Defense Acquisitions of Commercial Items.

          Oral communications are not acceptable in response to this notice. The Government
intends to set aside this requirement to a small business. All responsible small business sources
may submit a quote which shall be considered by the agency. 52.212-2, Evaluation- Commercial
Items is applicable to this procurement. Each proposal will be evaluated on the following; Price
and Technical Acceptability. Technical Acceptability will be more important than Price.
Technical Acceptability will be determined by the quoter’s ability to provide and deliver the
required brand name equipment items listed above. Award will be made to the responsible
quoter submitting the low price, technically acceptable (LPTA) quote. All quoters shall identify
at least three (3) contracts performed within the last three (3) years from the release date of this
RFQ, or currently in performance, that are similar in nature to this requirement. For the Past
Performance information, the quoter shall provide a contract number, description of the
equipment provided, point of contact, period of performance and dollar amount of each award.
Past Performance will not be used as an evaluation factor; however, it will be used in
determining a quoter's responsibility.

      Central Contractor Registration (CCR) is required. Quoters must be registered in the CCR
database to be considered for award. Registration is free and can be completed on-line at
http://www.ccr.gov/ <http://www.ccr.gov/> .

     All quotes shall include price(s), associated commercial warranty information for the
product(s), CCR/ORCA information, FOB Destination, company point of contact’s name, email
address and phone number, GSA contract number if applicable, proposed delivery schedule and
business size. Each response must clearly indicate the capability of the quoter to meet all
specifications and requirements.

     The anticipated award date is 23 March 2011. Delivery and acceptance of item(s) shall be
within 120 days of award at the following address:

     Page limit for quote is 5 pages. Pages beyond 5 will not be considered by the Government.
Quotes shall be prepared using “Arial” or “Times New Roman” 12-point font style on 8 ½ x 11
inch white paper with not less than 1” margins. Tables and illustrations may use a reduced font
style, not less than 8 points. All material submitted may be single-spaced. Offeror(s) shall
ensure that each page provides identification of the submitting quoter, the RFQ number, and
page number in the header or footer.

     Quoters shall submit their quotes via email. Email all quote documents to the following
email address: lawrence.hubbard@usmc.mil. Insert into the subject line of the quote email the
following text: ‘Response to RFQ M67854-11-Q-1025: (company name here)’.
This RFQ will close at 1600, EST, on 16 March 2011.
