Re:   In the Matter of the Nebraska Public Service Commission, on its own motion, to investigate
      the audit requirements related to the Nebraska Universal Service Fund (Application No.
      NUSF-33/PI-68)

Dear Mr. Pursley,

On November 26, 2002, the Nebraska Public Service Commission ("Commission") initiated the
above referenced proceeding to investigate audit requirements related to the Nebraska Universal
Service Fund ("NUSF"). ALLTEL Nebraska, Inc. ("ALLTEL") filed comments in this
proceeding and participated in the workshop on March 11, 2003. Thereafter, on March 25, 2003,
the Commission issued Progression Order No. 1 and found that several NUSF issues merited
further investigation. Pursuant to further discussions among the parties, the Commission issued
its Progression Order No. 2, requesting that interested parties file written comments on the current
proposals including Attachment A to the Order.

As a general statement, ALLTEL supports the Commission's proposals set forth in Progression
Order No. 2 and suggests only one revision to Attachment A. Currently, page 3 of Attachment A,
Number 8, reads, "We are forwarding all supporting documentation obtained during under the
procedures listed above to the Commission." ALLTEL suggests that this sentence be amended to
read, "We are forwarding all supporting documentation obtained in connection with the
procedures listed above to the Commission."

ALLTEL appreciates the opportunity to comment on this matter and hopes that the Commission
will take this suggested change into consideration.
