                                    NOTICE TO BIDDERS
        The City of Stillwater will receive sealed bids in the Department of Finance at the Municipal
Building, 723 South Lewis, P. O. Box 1449, Stillwater, OK, 74074 for:

                                       Police Ballistic Vests
       Two copies of the bid proposal shall be submitted to the Deputy City Clerk in the Finance
Department on or before July 12, 1999 by 3:00 o’clock p.m. at which time the bids will be opened in the
City Commission Conference. The outside of the bid envelope should be identified by a label with the
items being bid (“Police Ballistic Vests”), the date and time of the bid opening and the bid number “003-
1999/2000”.

       Any bids received by the Deputy City Clerk more than ninety-six (96) hours (excluding
Saturday’s, Sunday’s and holidays) before time set for bid opening shall not be considered and shall be
returned unopened to the submitter of the bid.

       The bid will be referred to staff for evaluation and recommendation to the City Commission. The
City Commission may award the contract to the “lowest and best responsible bidder” submitting a bid.
The successful bidder will be contacted when the bid is accepted. However, the City Commission
reserves the right to reject all bids.

        The documents describing the requirements for this request for bids may be examined in the
Stillwater Police Department, 723 South Lewis, Stillwater, Oklahoma during regular business hours.
Copies of these documents may be obtained at the same location. Questions regarding the request for

      BID SPECIFICATIONS FOR BULLET RESISTANT CONCEALABLE BODY ARMOR

                                           (BALLISTIC VEST)

MINIMUM REQUIREMENTS:                          The requirements in this specifications describe the
minimum acceptable standards for concealable body armor for use by police officers with the Stillwater
Police Department. The intent is to purchase state of the are concealable body armor with optimum
protection and wearability. All bidders shall adhere strictly to these specifications. Compliance,
warranties, and/or deviations from this set of specifications are to be noted. A complete explanation of
all deviations is to be furnished in a separate document submitted with the bid package. The
explanation shall note how the item offered differs from the published specifications and justify how the
proposed deviation is to the advantage of the Stillwater Police Department.

MANUFACTURER PREFERENCE:                     The Stillwater Police Department established a team to
review the department needs. Based on their research, a recommendation was made for Second
Chance brand, Monarch model, threat level II vests. The above vest will be considered above all other
competitors. This is because the safety of the Officer depends on their wearing the vest. The Officer’s
trust in the product’s performance and the comfort of the individual wearer of ballistic vest often
determine whether the vest will be worn.

GENERAL QUALITY REQUIREMENTS: All materials are to be clean, brand new and free of any
defects. All workmanship is to be of first quality. No defect that might affect performance, wearability, or
durability of the vest will be tolerated. The Stillwater Police Department shall have the sole right to
determine if this and all other requirements have been met.

BALLISTIC PROPERTIES:                    The vest shall meet or exceed the National Institute of Justice Treat
Level “II” (level two). The vest must also meet and/or exceed the “V-50 performance level” correlating
with the N.I.J. certification test. The V-50 certification test is the MIL-STD-662c. The male and female
vest must also have separately been certified to meet or exceed NIJ-STD-0101.03 for multiple hit
protection from threat level II ballistic threats.

BALLISTIC PANELS:                     Each ballistic panel must be soft, flexible and readily conformable
to the body. It must be stitched together in such a way that it remains extremely flexible. To prevent
unnecessary stiffness, no quilt, diamond, or box stitching through the entire panel will be allowed. Each
of the panels shall be permanently covered with a moisture-vapor breathable, waterproof material
weighing no more than 4 oz/ yd such as Gore-Tex Comfort Cool ™ ballistic pad cover. Said covering
must also prevent body oils, fuels, cosmetics, insect repellents and food substances from contaminating
the ballistic panel and or compromising the water-proof properties of the cover. Laboratory tests results
must be included for documentation of this specification if not using Gore-Tex Comfort Cool ™.

TWO BALLISTIC VEST CARRIERS:                 Each vest shall be supplied with two (2) six point adjustable
carriers. Each Carrier is to be made from 3.2 oz/sq.yd CoolMax ™ woven fabric or another material
with equivalent or better moisture-wicking properties. Each carrier must have two armor plate pockets
so the wearer has the option of wearing either a 5” x 8” or a 7” x 10.5” armor plate. One carrier shall be
dark navy and the other shall be white.

SPINE AND STERNUM PROTECTION:                   Each threat level II vest must have an additional 4 inch wide
vertical “soft core” protective strip incorporated into the center and middle of each vest panel. Each strip
must contain four (4) layers of 840 Denier, 31 x 31, 6.8 oz/sq.yd Kevlar 129 or Twaron CT Microfilament.

STANDARD ARMOR PLATES:                          Each vest shall come with two armor plates. This shall
include the “Monarch ™ Armor Pac” soft armor panel. The soft armor panel shall be the appropriate
size (either 5” x 8” or 7” x 10.5”) to match the size of the vest and the wearer. The soft armor panel shall
have full threat level II protection. Bidders shall also bid a K-30 lightweight armor panel. The K-30 plate
shall be made from .125” steel and double wrapped with aramid fabric to resist ricochet and spall. When
worn with the vest it shall be capable of stopping .30 Cal. Carbines. The K-30 plates shall be the same
size as the soft armor panel.

OPTIONAL UNI-SEX TEE SHIRT:               Bidder shall provide prices for net or mesh uni-sex tee shirts
to be worn under the body armor. These tee shirts shall be made from Dupont CoolMax ™ net material.

OPTIONAL SHIRT TAILS:                      Bidder shall provide prices for optional shirt tails to be
included during manufacture. The individual wearer of each ballistic vest may request shirt tails to be
installed on the vest made for them.

LABELS:                                         Each ballistic panel shall have a label that contains the
manufacturer’s name, threat level. Size, model, lot, individual serial numbers, manufacture date, strike
face, instructions for care, certification of compliance, and required warnings on vest limitations.

SIZING AND FIT:                                Each vest must fit to the individual wearer’s satisfaction.
Bidder shall provide alterations or replacement without charge until the wearer is satisfied. This includes
initial fit of male and female vest. The wearer must request this alteration within two (2) weeks of initial
delivery and shall not mark on the vest in any way. To ensure fit, bidder must be prepared to conduct a
site visit to the Stillwater Police Department of up to eight (8) hours duration to personally measure those
sworn Officers for whom the vest will be ordered. It is preferred that the bidder bring actual vest for
sizing and not “sizing vest” or mock ups. At the wearer’s discretion, the front and rear ballistic panels
may overlap or have up to four (4) inches gap between them. The vest shall not be less than one (1)
inch above or more than three (3) inches above the wearer’s belt. In all cases, the wearer shall
determine what constitutes a satisfactory fit.

ADDITIONAL CARRIERS:                 The bidder shall provide prices for replacement carriers for existing
vests and armor inserts. Each of the replacement carriers shall be six point adjustable carriers. Each
Carrier is to be made from 3.2 oz/sq.yd CoolMax ™ woven fabric or another material with equivalent or
better moisture-wicking properties. Each carrier must have two armor plate pockets so the wearer has
the option of wearing either a 5” x 8” or a 7” x 10.5” armor plate. The carriers shall be either dark navy or
white at the option of the purchaser and wearer. These replacement carriers shall fit Second Chance
Monarch ballistic vests previously purchased by the Stillwater Police Department.


WARRANTY:                              Assuming normal use and lack of abuse, field ballistic performance
to threat level II must be warranted for five (5) years from date of delivery. Outer carriers must be
guaranteed against defects in workmanship for eighteen months from date of delivery.

DELIVERY:                                  Each vest must be packaged individually in a protective plastic bag
in a cardboard box. The box shall be marked with the name of the wearer that the vest was measured
for and cut to fit. Initial delivery of all vests ordered shall be accomplished within sixty (60) calendar days
including week ends and holidays from the date the order is sent via facsimile to the successful bidder.

QUANTITY:                               The Stillwater Police Department intends to purchase
approximately 12 (9 male vests and 3 female vests) of the standard Monarch ™ vest with Monarch ™
Armor Pac and K-30 inserts. The Stillwater Police may also purchase a like number of the uni-sex tee
shirts. The quantity of shirt tails is unknown. Additional vest may be added to the initial order. The
Stillwater Police Department shall have the option to place subsequent orders for vests and carriers at
the bid price, regardless of the quantity of vest ordered in the later order.

DURATION OF CONTRACT:               The prices bid shall remain in effect for both purchaser and bidder
until December 31, 2000. Both parties may agree to declare the contract null and void by written mutual
consent.

LIABILITY INSURANCE:                   The manufacturer and bidder shall have no less than
$3,000,000.00 in product liability insurance together.
