CLASS TITLE: FINANCE MANAGER

BASIC FUNCTION:

        Under the direction of the Director-Support Services, plan, organize, control and direct
the finance division operations including payroll, purchasing, accounts payable, budgetary and
financial reporting and utility accounting, billing and collection; assure accounting activities
comply with generally accepted accounting principles and with the State of Washington's
budgeting accounting and reporting system; support the activities of City departments through
provision of services and information.

REPRESENTATIVE DUTIES:

       Plan, organize, schedule and direct work activities and assign personnel to perform work
       and projects in the Facility Maintenance Division of Support Services. E

       Supervise and evaluate the performance of at least two full-time assigned staff; interview
       and select new and promoted employees; recommend transfers, reassignment,
       termination and disciplinary actions of assigned employees; plan, coordinate and arrange
       for appropriate training for subordinates. E

       Plan, organize, control and direct the finance division operations including payroll,
       purchasing, accounts payable, budgetary and financial reporting and utility accounting,
       billing and collection and various special funds. E

       Prepare various reports and statements of financial condition. E

       Develop and maintain an effective customer service program for external and internal
       City customers, providing information and services as requested and required. E

       Supervise and evaluate the performance of assigned staff; interview and select employees
       and recommend transfers, reassignment, termination and disciplinary actions; plan,
       coordinate and arrange for appropriate training of subordinates. E

       Serve as an effective member of the Support Services Department management team,
       participating in long and short range planning and special projects as necessary. E

       Prepare the finance division budget; control and monitor expenses within budget. E

       Monitor and supervise the accumulation of costs and records in appropriate journals,
       ledgers and accounts. E

       Maintain the accounting system by interpreting, supplementing and revising the system

      and by interpreting governmental accounting compliance standards. E

      Research customer accounts and other accounting issues.

      Act as an intermediary in resolving customer disputes and complaints.

      Assist in the development of new budget management techniques.

      Supervise, direct and assist in the preparation of the Comprehensive Annual Financial
      Report.

      Provide accounting-related information to State and local auditors.

      Perform related duties as assigned.

KNOWLEDGE AND ABILITIES:

      KNOWLEDGE OF:
      Applicable State and federal laws including Washington government codes and federal
      income tax withholding regulations.
      Accounting related information to State and local auditors.
      Utility billing system.
      Advanced professional-level accounting, data processing concepts and methods and
      budgetary principles and practices.
      Investment and treasury functions and activities.
      Principles of proactive customer services.
      Interdepartmental structure and functions.
      Record-keeping techniques.
      Research methods and report writing techniques.
      Policies and objectives of assigned program and activities.
      Interpersonal skills using tact, patience and courtesy.

      Budget preparation and control.
      Generally accepted accounting principles.

      ABILITY TO:
      Interpret federal and Washington state government codes and federal income tax
      withholding regulations.
      Perform advanced-level accounting duties including budgetary principles and practices.
      Maintain fiscal accurate and easily accessible records.
      Perform mathematical calculations accurately.
      Compile and verify data and prepare reports.
      Train, supervise and evaluate personnel.
      Communicate effectively both orally and in writing.
      Establish and maintain cooperative and effective working relationships with others.

       Read, interpret, apply and explain rules, regulations, policies and procedures.
       Work courteously and tactfully with customers and employees.

EDUCATION AND EXPERIENCE:

Required: Any combination equivalent to bachelor's degree in business administration,
accounting, finance or closely related field; and five years increasingly responsible financial
accounting experience in municipal government including at least two years in a supervisory
capacity.

Preferred: Masters degree in business administration, accounting, finance or closely related
field; CPA or demonstrated progress in acquiring a CPA; five years experience in a supervisory
capacity; Eden Financial software experience.

WORKING CONDITIONS:

       ENVIRONMENT:
       Office environment.

       PHYSICAL ABILITIES:
       Speaking to make presentations regarding financial reports; seeing to prepare financial
statements; sitting for extended periods of time.
