• Thai constitution 1997 act 59
      “Individual has a right to be informed
  and explained by government agencies
  prior to any initial phase of any project
  /program which may attribute to harmful
  environment or deteriorate quality of life.
  Individual is also allowed to express his
  opinion by method which is stated by law.”
    3. Introduction of TOR
   Kaw Noi dam project is a royal project
purposed in 1982. EIA study was done in
1992 and was reported in 1996. The
project could not start due to the country
economic crisis (1997). His Majesty the
King repeated his speech, about Kaw Noi
dam, again in 2002. Early 2003, the
cabinet approved the project.
     3. Introduction of TOR
    Since EIA was done more than 10 years
ago and health aspect in the EIA study was
very little. According to new Thai constitution
above. It is, obviously, necessary to propose
HIA study for Kaw Noi dam project in order
to explore the possible health impacts and
their prevention measures.

4.   Analyze data and present suggestion
5.   Submit full paper report
