Goal – 1:     Develop and recommend policy to the Under Secretary of Defense for Acquisition,
Technology and Logistics


Objectives:
        Publish revised DOD 4150.7-M, Volume 1 (FIFRA).
        Publish revised DOD 4150.7-M, Volume 2 (non-FIFRA).
        Publish revised DoD 4150.7-M, Volume 3 (Training)
        Conduct a review of cholinesterase testing and take action as necessary.



Goal – 2:      Coordinate pest management activities in the DoD
Improve DoD pesticide use reporting and archiving. (Specifically from pest control contractors as pest
management services are increasingly turned over from government/uniformed military to civilian
contractors both CONUS and during contingency operations)


Objectives:
        Continue to pursue standardized contingency vector surveillance and pesticide usage recording.
        Communicate with the Environmental Protection Agency to correct their use of the term “sand flies”
         on EPA-registered labels.
        Remain in contact with EPA representatives and stay informed on regulatory developments that
         impact pesticide applications as they relate to T&E species. The committee also suggested that we
         collect some representative examples of NEPA and Section 7 ESA consultation documents from
         installations that have created such documents for pesticides and T&E species concerns.
        Continue to evaluate and discuss the impacts of invasive species on mission and conservation
         goals and objectives. The committee decided to keep a priority list of top ten invasive species that
         adverse impact mission capability such as BTS, Cheatgrass, fireants, yellow star thistle, etc.
        Determine the need for developing guidance on managing nuisance wildlife (include federal, state,
         and local regulations, euthanasia, disposal, coordination, etc.)




Goal – 3:    Implement the DoD plan for Certification of Pesticide Applicators and develops
comprehensive training guidance for DoD pest management personnel.


Objectives:
        Establish a way for the services to conduct hands-on equipment
         training to augment the on-line recertification course.
        Design an on-line training course for DOD Pest Management QAE/IPMC Course.
        Stand up CHPPM-PAC as DOD Pest Management Training Center.
        Implement distance learning.
        Update DoD Pest Management certification manuals.




Goal – 4: Coordinate DoD contingency disease vector and pest management with the Joint Staff, the
Combatant Commands and other contingency planning organizations
Develop Service policies on the pre-treatment of permethrin treated uniforms. (Coordinate the human health
risks and benefits of pre-treating stocked uniforms versus trying to treat them as the Soldiers go out the door
in the Army. The Air Force and the Navy have determined that they will treat uniforms on an as-needed
basis.

Objectives:
        Develop a list of Service specific contingency vector control capabilities, TOAs and training to
         facilitate discussion concerning inter-operability.
        Sponsor annual hotwashes/round-table discussions with participation by recently
         deployed entomologists concerning tactics, techniques and procedures.
        Initiate discussions with 3M Company to improve the current formulation of the standard military
         topical repellent.




Goal – 5:        Coordinate and develop requirements for pest management research, development, testing
and evaluations in the DoD
Governmental and Non-governmental support for insect-borne disease control. (Opportunity to learn more
about the President’s Malaria Initiative and determining if there is room within the mission of our
organizations to collaborate with CDC or participate in the Initiative; however, with Operations Tempo at
such a high rate these days, we need to consider - Can we provide the long-term commitment in time and
effort that is needed?)


Objectives:
        Review requirements and status of unmanned aerial vehicles for use by DoD.
        Review the Commercial Item Description and DoD requirements for
          Insect Electrocuting Devices in order to remain within required regulatory standards.
        Conduct activities to determine a risk/benefit analysis of the dangers posed by vector-borne
         diseases vs. risks from pesticides
        Conduct a thorough assessment on insect repellents to measure compliance/user acceptability to
         determine what can be done to improve it.
        Gather data and information on new space/area repellents.
        Need to find or develop pump spray applicators of repellent formulations with good user
         acceptability.
        Develop a new stick formulation of camouflage face paint insect repellent.
        Need to pursue identifying an alternative clothing repellent or a replacement for permethrin
         treatment of clothing, especially against ticks and chiggers.
        Identify capability gaps, proposed solutions and potential funding sources in 4 key areas (Medical
         Entomology, Real Property and Stored Products Arthropds, Vertebrate Pest Management and
         Natural Resources).
        Develop a research proposal on aircraft disinsection.
Goal – 6:      Develop and distribute technical information and guidance on pest management to the

and similar publications.

Objectives:
       Establish an Equipment bulletin board for problems/issues/questions related to pest management
        equipment, to be managed by knowledgeable NECE personnel.
       Review and update Technical Guide 13: Ultra Low Volume Dispersal of Insecticides by Ground
        Equipment.
       Review AFPMB web content/organization to make changes to ensure the AFPMB webpage is as
        user-friendly as possible.
       Write a dengue fever technical guide (as well as other diseases such as Leishmaniasis etc.).
       Write a technical guide on diagnostics during contingency and garrison operations.
       Document the characteristics and actions to be taken for scorpion stings.
       Keep up with County Bulletins for pesticide NSNs regarding re-labeling for endangered species.
       Validate and update information posted on the contingency site of the AFPMB website Update TG
        29, IPM in and Around Buildings, to reflect pest management practices in historic buildings and
        archaeological sites. In addition, pest management in temporary buildings will also be addressed
        in the TG.
       Evaluate and revise pest management contracting guidance to ensure current requirements and
        trends are considered and documented.
       Identification and posting on the AFPMB website of available resources on invasive species and
        links to current quarantine technologies utilized by the United States, European Union, Australia,
        and /or other major regions.
       Provide pesticide storage criteria for deployed theaters of operations
       Review technical guides for stored products pests and MRE storage and MILSTD 904B Guidelines
        for Detection, Evaluation, and Prevention of Pest Infestation of Subsistence.




Goal – 7:       Review and approve any introduction, stockage, and deletion of pest management materiel
(excluding disinfectants and biocides) by the Defense Logistics Agency (DLA) in the DoD supply system.

       Work with the equipment and pesticides committee to ensure field requirements/concerns are
        addressed in a timely manner.
       Find equipment information sources from manufacturers and technical/trade meetings such as the
        National Pest Management Association and the American Mosquito Control Association.
       Peruse and update the LIST of Pest Management Materiel other than pesticides to remove
        antiquated equipment.
       Maintain liaison with EPA on re-registration of pesticides on the AFPMB Standard List.
       Track comments on re-registration of pesticides.
       Reevaluate wood preservative pesticides on AFPMB list.
