MARYLAND OFFICE OF THE PUBLIC DEFENDER
GRADE 24/SALARY RANGE: $68,692 - $100,249
TEMPORARY SALARY REDUCTION RANGE: $66,975 - $97,743
This position is located at the Administrative Headquarters of the Office of the Public Defender, 6
Saint Paul Street, Suite 1400, Baltimore, Maryland. This position will begin on June 30, 2010.
Must be an attorney, in active good standing, with the Maryland State Bar;
Five (5) years experience (cumulative) in (1) litigating felony criminal trials, (2) litigating criminal
appeals and/or (3) general civil litigation;
Exceptional writing and analytical skills; and
Ability to strategize and problem solve.
Engaged in the practice of law for ten (10) years;
Seven (7) years of experience litigating criminal trials or criminal appeals.
The General Counsel reports directly to the Public Defender and serves as the chief legal officer and
final legal authority on all matters arising within or referred to the OPD. The General Counsel consults
regularly with the Public Defender and is responsible for oversight of all OPD activities to assure that OPD
operations are lawfully conducted. General Counsel duties include:
Interpretation of Maryland statutes and regulations;
Provide legal advice and counsel to the Public Defender, Senior Leadership team and other public
defender staff within the agency;
Ensure all OPD activities are conducted in accordance with the Constitution, Statutes and
Oversee all legal services performed within OPD, including determining the adherence by staff to
appropriate professional standards;
Represent the OPD on legal, ethical, administrative and public policy matters;
Serve as a liaison to other departments, agencies and the courts;
Ensure that OPD leadership is informed of significant developments in the law and important judicial
or administrative decisions; and
Perform such other duties as the Public Defender may prescribe.
The General Counsel is a full time State employee who serves at the pleasure of the Public
Defender (Maryland Code, Criminal Procedure Article, Section 16-203(d)). The General Counsel cannot
engage in the private practice of law while in this position.
