Blueprint for Learning is currently taking applications for their National Certificate in Business (First Line
Management) Level 4, which starts in March 2011.


Beginning your leadership and management journey

The National Certificate in Business (First Line Management) Level 4 is a six month programme identified as
the career foundation for first line managers across the health and social service sectors. The National
Certificate at Blueprint provides you with the opportunity to learn new skills, make new connections and
progress your career.

A key aspect of the National Certificate in Business (First Line Management) Level 4 is the opportunity to
develop extensive networks across the sector. As future leaders in the mental health, addictions and social

including consumer groups, culturally based services, vocational services and community and inpatient
services.


Partnership with Tai Poutini Polytechnic
After considerable research and discussion the National Certificate in Business (First Line Management)
Level 4 offered by Tai Poutini Polytechnic was seen as the programme that was most aligned to Blueprint’s
philosophy of “living the learning”.

Tai Poutini Polytechnic’s programme philosophy is based around providing “thoughtful leadership” and a
toolbox approach to enable first line managers to have the communication, interpersonal skills as well as
the technical competence to provide effective leadership. The programme is also an excellent fit for an
industry where staff burnout and retention are critical issues and the need for pragmatic and situational
driven approach to learning and assessment is imperative.

We were also attracted by the flexibility of the model, the openness of Tai Poutini Polytechnic to work with
us and support our staff as required. Blueprint also strongly believes in working in collaboration with

Introduction to Blueprint
Blueprint is a national Private Training Establishment (PTE) that is NZQA accredited and ISO 9001
registered.

Blueprint for Learning is New Zealand’s leading provider of inspirational learning and development for the
health and social service sectors, contracting for both government and non-government providers. In
addition to education and training, Blueprint is also recognised as a hub of health and social service sector
expertise, a provider of leadership programmes and workshops, undertaking workforce research and
evaluation projects for a range of organisations and agencies.

Blueprint history
Blueprint for Learning was established in 1999 to meet demand for training with the introduction of the
first specific qualification for mental health support workers; The National Certificate in Mental Health
(Mental Health Support Work) Level 4. For non-government organisations, this qualification presented a
significant challenge and at the same time, inspired the development of an innovative new training
service.

Originally established under Pathways Trust to meet the needs of its staff, Blueprint soon became a
separate entity in response to the unexpected level of demand for high quality mental health and
addictions education.

                        environments enabling them to become more effective organizers, team-leaders,
                        supervisors and managers.

Course Information

Who is eligible to apply?

Applicants must be over 18 years of age and work or plan to work in a team leader or management role in
the mental health, addictions or disability field.


Course Duration

The course will be delivered over a maximum period of six months on a part- time basis.

The programme will comprise of four two day block courses each followed by individual on-site or phone
coaching and mentoring. Each block course will be a minimum of three weeks and a maximum of six weeks
apart and participants will have a further two months from the last course to complete all outstanding
assessment requirements. The set dates of the programme are outlined on page 16 of this pack.

The programme will be delivered over a minimum 20 weeks of and a maximum of 33 weeks.
The course will comprise of 72 tutor contract hours and 346 tutor directed hours of learner learning and
assessment. With the block courses and coaching and mentoring excluded this equates to 8.6 hours of
tutor directed learning per week. Given the applied focus of the programme and the fact that much of it is
focused on the participants’ application of knowledge and skills learnt in the workplace this will not be an
onerous workload for participants.

This programme may lead on to further qualifications in the Business field such as the National Diploma in
Business (Level 5) [Ref: 0783], Blueprint’s Executive Leadership programmes (Level 7) or other qualifications
in business administration, small business management, or Māori business and management.


Course Delivery
The programme is delivered as four two day training blocks which are a minimum of three weeks and a
maximum of six weeks apart.

Between each block course each learner receives a one-to-one tutoring/mentoring session based in their
place of work. This assists learners to further contextualise training by the tutor working with individual
learners in the workplace and assisting them to apply the learning in their workplace environment.

The programme uses a wide range of delivery techniques to fit the diverse range of learning styles within
each group. Tutors will actively encourage all learners to participate in block course activities and use a
range of individual and group based training techniques to meet both the individual and group needs of
learners. These include tutor lectures, group discussions, individual and group presentations, simulations
and role plays, case studies and other activity based exercises.

For each module participants will receive a learner learning resource to guide their development of
knowledge and the application of the skills and knowledge from the block courses to their work
environment. They will also receive an assessment pack for each module and will clearly be able to identify
the assignments, projects and tasks required to meet the assessment requirements for each unit standard.

Course Attendance
Learners are expected to attend all timetabled block courses unless negotiated with the tutor. Learners
who cannot attend a class are asked to let their tutor know by phone or email as early as possible. The
tutor may be able to provide them with course handouts ahead of time and additional course work that will
reduce the impact on their learning due to missing that block course.

Blueprint for Learning believes learners need to take responsibility for their own learning. In cases where
attendance is not perfect, it is the responsibility of the learner to ensure that they acquire any information
that may have been given out in their absence.
This may be programme content, programme structure, course handouts. Please contact your tutor in the
first instance for assistance with this.


Course Assessments
Assessment is a continuous process throughout the course, with no final exams. You will encounter many
different assessment methods and assessment types during the course.

Examples of assessment that may be used are:

The assessment used is:

            Competency based – where you are deemed competent in meeting the performance criteria
             of the unit standard.

Some assessments may be held in course time, and some are exercises to be completed outside course
time. Learners will be given a clear description of each assessment. Instructions will also be given on the
format of the work required. Assessment answers must conform to the stated format.



Group Assessment
Some courses can involve a considerable amount of group work. In such courses, additional guidelines for
group work will be given. Any such guidelines will be clearly described.

Fee information
Course fees
The fees for the National Certificate in Business (First Line Management), Level 4, are GST inclusive.

There is a standard course fee rate, however discounted rates are available under certain conditions.
Please discuss with the Blueprint administrator if you think you may be eligible for one of our discounted
rates. Course fee rates are as follows:

Course fees cover the NZQA unit standard credit fees, NZQA Certification fees and class materials.



Fee payment
Fees will be invoiced when the learner accepts their offer of place on the course. Fees paid to Blueprint will
be paid into a learner fee protection account held by the Public Trust. Blueprint will provide enrolled
learners with an application form to set up their account with Public Trust.
This arrangement is free to learners.

Full fee payment must be made by the first day of course commencement. Unpaid fees can result in
Blueprint withdrawing learners from the programme.

Withdrawal from course and fee protection
For withdrawals within the first ten working days of the programme

Course fees will be invoiced when Blueprint receives the learner’s Acceptance of Place form.

Learners who withdraw within the first ten working days from first class day will be refunded their fees
minus 10 percent of the total fee or $500 (whichever is less).

Learners who withdraw, or are withdrawn, after the first ten working days from first class day are only
granted refunds in exceptional circumstances at the discretion of the CEO. Any refund will be a partial
amount of the total.



In the event of course closure

In the extremely unlikely event of a course closure, Blueprint NZ Ltd (trading as Blueprint for Learning)
would cover refunds from a trust fund held by the Public Trust. Refunds will be calculated on a pro-rata
basis depending on how much of the course has been completed, less the allowed administration fee and
also less 15 percent of the remainder of the tuition fee if the course closure happens after the tenth
working day.

Learners have a choice of transferring their unused fees to another provider or obtaining a refund if the
course closes or Blueprint itself closes. Blueprint staff will assist where possible with this process.

Refunds would be paid from the Public Trust to the original payee or alternative provider.



Prior Learning
Recognition of prior learning (RPL) is the acknowledgement of skills and knowledge you may have gained
through work experience, life experience, or formal/informal training. RPL compares the evidence of your
accumulated learning experiences/qualifications with the learning outcomes of a particular programme, or
section of a programme. Learners who wish to apply for RPL for any part of this programme should do so
at the time of enrolment.




Quality commission
Blueprint for Learning is a voluntary member of the Quality Commission Scheme, which investigates
complaints and disputes with a training provider.

The scheme was set up by the New Zealand Association of Private Education Providers (NZAPEP) but the
Quality Commission itself is independent. It consists of five members: a chair, a consumer representative,
a member representative and two members appointed by the NZAPEP Executive.

The Quality Commission provides a free complaints resolution service for learners enrolled with
participating education providers. The scheme is free to learners because it is fully funded from fees paid
by participating providers.

The Quality Commission’s service is available to learners who have been through Blueprint’s internal
complaints process but are still not satisfied. Learners can also go to the Quality Commission if a dispute
is deadlocked after two months. Learners also have the right to complain to the New Zealand
Qualifications Authority (NZQA).

Education and other Government agencies for statistical and registration purposes.

     To qualify as a domestic student, and so be entitled to the Government tuition subsidy, you must be a citizen of New Zealand
     (including students from the Cook Islands, Tokelau, or Niue who have New Zealand citizenship) or a permanent resident of New
     Zealand or a citizen or permanent resident of Australia residing in New Zealand. You must provide evidence of citizenship or
     permanent residency and to do so you must produce one of the following:
          Birth certificate with place of birth stated as New Zealand, Cook Islands, Tokelau, or Niue.

     Privacy – Blueprint for Learning collects and stores information from this form to comply with the requirements of the Ministry of
     Education (student statistical returns), New Zealand Qualifications Authority (Record of Learning registration and Unit Standard
     outcomes), Tertiary Education Commission (funding returns, monitoring), Industry Training Organisations (funding and academic
     outcomes), Ministry of Social Development (confirmation of enrolment and academic outcomes), Inland Revenue Department
     (student loan interest rebate), and agencies who support particular students through scholarships and prizes, payment of fees or other
     awards (if you are a recipient of one of these awards). The information is also used to select students for qualifications, to manage
     internal administrative processes, for internal reporting, and to measure the relevance of Blueprint’s qualifications. Information about
     students may be supplied to, and sought from, other educational institutions for the purpose of verifying academic records.
     In addition, when required by statute, Blueprint releases information to Government agencies such as the New Zealand Police,
     Department of Justice, Ministry of Social Development, and the Accident Compensation Corporation (ACC).

     governing the release of information, as set out in the Privacy Act 1993 and the Post-compulsory Unique Identifier Code of Practice.

     NB: The Privacy Act came into force on 1 July 1993 with the stated aim of protecting the privacy of natural persons. It requires the
     Blueprint to collect, hold, handle, use and disclose personal information in accordance with the twelve information privacy principles
     in the Act which can be viewed on the Privacy Commissioner’s web site.
     Entry Profile - Blueprint wishes to provide relevant and effective training. We collect information from students to help us do this. At
     the time of enrolment we collect information about what you were doing prior to enrolment. This is your “entry profile”. Later we will
     collect feedback from you on what you think of our organisation and your experience of studying with us and, after you have finished
     your studies, we will collect information on your employment and further training.
     Fees – In signing this enrolment form you undertake to pay all fees as they become due, and to meet any late fees and collection
     charges associated with debt recovery. Blueprint’s policy on withdrawal and refund of fees may be obtained from the regional
     Administrator.
     Rules – In signing this enrolment form you undertake to comply with the published rules and policies of
     Blueprint with regard to attendance, withdrawal, academic progress, standard of dress, health and safety, and
     behaviour.
