     DATE: 3rd JUNE 2012
TUESDAY WAS MAY'S HOTTEST DAY SO FAR

Even as parts of central, east and north India reeled under
intense heat wave with certain areas recording
temperature between 46-47 degrees, Ahmedabad
recorded 42.4 degrees on Tuesday, so far the hottest day
in May. However, it is near normal as conventionally the
normal temperature at this time of the month is around 42
degrees. There has not been a single heat wave that swept
through the state this May. The highest number of heat
waves braved by Ahmedabad was in year 2010 when 19
heat waves burnt the city one after another. 2010 was
also the year when over 50 people died when the sun breathed fire burning at 46.8 degrees.
Director of Indian Meteorology Department (IMD) Gujarat said that the state has been spared a
heat wave because the winds have primarily remained westerly this time. "Westerly winds do
not allow extreme dryness and allow the region to remain moist. On the other hands, northerly,
north-westerly winds which are currently blowing through the central India are dry winds which
bring along heat waves", said Ray. In 2012, the temperature has remained steady between 41-
42 degrees. Only three times, including on Tuesday, has the temperature risen a few notches
above 42 degrees at 42.4 degrees!

HEAT WAVE TO PERSIST IN KUTCH, SAURASHTRA

Heat wave will continue to rage in Saurashtra and Kutch with
temperature hovering between 40 and 42 degrees Celsius till
Thursday, the state meteorological department officials said on
Monday. The Met officials predicted the rise in humidity by June 1
and winds blowing at a speed of 20 to 30 km per hour. "The
weather conditions in the next week will be precursor to pre-monsoon activities," a Met
department official said. Meanwhile, Rajkot city recorded maximum temperature at 40 degrees
Celsius, while Porbandar registered 33.6 degrees Celsius of maximum temperature.

    STRIKE COST GUJARAT RS1,600 CRORE

To avenge hike in petrol prices that burned holes in
people’s pockets, National Democratic Alliance (NDA)
and Leftist parties’ ‘Bharat Bandh’ on Thursday left
Gujarat with even a bigger hole in its coffer with loss
of business of around Rs1,600 crore on one day.
However, bandh was total and received good
response. Big markets and businesses along with
retail industry came to a halt on Thursday, while
business establishments such as factories, retail outlets, workshops and malls remained closed
resulting in business loss. State government’s income from value added tax (VAT) stands at
around Rs36,000 crore per annum, roughly comes down to Rs115 crore per working day. It
takes to taxable turnover of the state to some Rs900 crore. Moreover, non-taxable turnover is
also expected to be a little lower than taxable turnover, so it can be said that Gujarat lost
business worth Rs1,600 crore in a day, said sources in business circle of Ahmedabad. However,
traders also termed it as a notional loss and not actual. Even Ahmedabad Stock Exchange was
also forced to close down, but for a while. On the other hand, malls also remained closed mainly
to avoid untoward incidents.
SURAT COMES TO A STANDSTILL FOR BANDH

Bandh call by BJP and other political parties on Thursday received tremendous response in
Surat. Besides shops, textile and diamond sectors also joined in the bandh. City bus service and
auto-rickshaws also remained off the road the whole day. Except few shops selling essential
items, most shop-keepers didn’t even open their shops on Thursday. Malls and shopping
complexes at posh Ghod-dod road and Piplod area also remained closed during the day. BJP
activists who were out in streets since 10 am, had very little to do. Streets wore a deserted look
as people mostly preferred to stay in-doors. Public offices were open and work went in routine
way. However, with city buses and auto-rickshaws not plying, problems multiplied for office
goers. Police were deployed at various points to prevent any unwanted situation. Few BJP
workers halted trains during protest at Udhna railway station. Almost 50,000 shops at different
textile markets remained closed, while Mini Hira Bazaar and Hira Bazaar also remained closed.
Some diamond polishing units also remained closed, to prevent any unwanted situation.

A’BAD OPTS FOR BRTS POST FUEL PRICE HIKE

The hike in petrol price as revived the fortunes of BRTS. Ahmedabad Janmarg Ltd’s decision to
increase fares of Bus Rapid Transit System seemed to have backfired as there was steady
decline in number of passengers since the hike was introduced in January this year. But last
week’s steep hike of Rs7/50 per litre of petrol has Amdavadis scampering to BRTS again. The
swanky urban transport system, over the weekend, gained 5,000 to 7,000 passengers daily,
which increased to about 15,000 on Monday. From Friday to Sunday, BRTS witnessed an
increase of about 5,000 to 7,000 passengers daily. This figure rose to 15,000 on Monday with
total of 1.25 lakh commuters taking BRTS on the day.

MUNDANE AFTERNOONS NOW LIVELY FOR WOMEN

After setting up an exclusive-to-women garden near SG Highway, AMC is mulling handicrafts
and cookery workshops at the green space to help the fairer sex utilise their spare time in the
afternoon. They want to develop the garden with several women-centric activities and are
mulling a number of proposals. When implemented, AMC hopes to attract women in large
numbers to the garden to participate in these activities. The civic body plans to erect a 25,000
sq mt shed in the garden premises for these activities, and AMC has invited NGOs to execute the
plan and will provide the necessary infrastructure – the large shed, electricity and electrical
fittings, furniture and the works. The proposal will take a few months to become operational.
AMC on Governor Dr Kamala’s request had set up a women’s park near SG Highway. Only
women are allowed in the garden from 12 noon to 5 pm.
‘11% OF NEW INTERNET USERS’ DEVICES IN GUJ INFECTED’

Internet Security Threat Report, volume 17 published by Symantec Corporation reveals that the
ratio of first time internet users affected by cyber attacks in Ahmedabad, Surat and Vadodara is
alarming. Of the total users, computers of 5% of new users in Surat and 3% each in Ahmedabad
and Vadodara respectively are already reported to have bot infections. A ‘bot’ is a malicious
program specifically designed for the purpose of fraudulent use of a computer. According to
Ghosh, Surat is interestingly at risk of cyber attacks with 5% of the city’s internet users
reporting bot infections on their computers. At the same time, there has been a rise in threats
targeting the Android operating system-based smartphones. Internet Security Threat Report
also shows that advanced targeted attacks are spreading beyond the more commonly assumed
target of large organizations with 50% targeting small and medium organisations in 2011.

NO SIGHT OF MODEL ROADS YET

Though AMC had promised construction of eight model roads by March of this uear, completion
of the same is still awaited. AMC’s standing committee, in a meeting held December 2011, had
promised construction of eight model roads in Ahmedabad for smoother and faster commutes.
These roads, when constructed, would be wider with dedicated pedestrian space and proper
dividers. Citizens, unfortunately, will have to wait for a few more months before they can drive
their vehicles on these ‘special’ roads. The fact that AMC had offered incentives to contractors to
finish construction of model roads by March is worth a mention here and the first of the eight
model roads will only b ready by June, which is way past the deadline.

SURAT TO BE INDIA'S FIRST 'ECO CITY'

The diamond city has taken a step forward to become India's first 'eco city', on the lines of
Singapore. After selecting Surat as one of the three cities in the world for a demonstration
project for "eco city" development, UK-based charity The Ecological Sequestration Trust (TEST)
has decided to spend nearly Rs 50 crore over a period of five years to build a sustainable
development model that will be more environment-friendly. TEST will begin working with its
local partner South Gujarat Chamber of Commerce and Industry (SGby July 1.The funds will be
used in setting up a pilot project of green buildings with reduced heat and minimized water use,
an intelligent transport system, a system to periodically forecast traffic and weather at different
spots on cellphones through global positioning system, road mapping to suggest better routes
for travel by own vehicles, setting up prototypes of recycling of used water and setting up
efficient transport system that reduces road requirements by half.Peter Head, head of TEST said,
"Surat can be the next Singapore in terms of ecology and water management systems."TEST
which has joined hands with a leading consultancy firm TARU will start the planning for creation
of ecologically sustainable mega city by July 1 after working out contractual agreements with
local climate change trust and the city advisory board. The prototype of eco city focuses on
three core sectors - water, energy and food security. These will be worked upon by integrating
land use plan with issues of water supply, sanitation, sewerage and transportation in the master
plan scheduled to be out by 2013.GM Bhat of TARU said, "We want intelligent transport system
in the city. This will club in public transport and para transit like rickshaws and other modes of
travel. If a commuter can have all the information of his destination before leaving, he will not
use private transport." The target is to see that at least 75% population switches on to public
transport in five years .TEST will set up eco-social cartography centre and chalk out land
availability and business plan for the Surat Municipal Corporation in such way that it gets
quality data for developing the model. Local industries in Hazira will also be taken help of in this
plan Surat Urban Development Authority's (SUDA) senior town planner SK Datta said, "The
integration of sanitation, sewerage and other amenities along with land use in the master plan
2013 will change the face of Surat city dramatically." SMC has set a target of reducing its carbon
emission from 3.71 tonne per capita by 35% in three years.

NATIONAL UPDATE :
INDIAN SCIENTISTS IN TEAM THAT SEQUENCED TOMATO GENOME

In what is considered a major step forward in biotechnology research, a group of 300 scientists
from across the world, including India, have sequenced the
genome of tomato. The achievement is expected to lower the
costs and speed up efforts to improve tomato production,
making it better equipped to combat pests and pathogens, and to
tolerate droughts. The work, which has been published in the
latest issue of international science journal Nature, is also
expected to help in efforts to improve the productivity of other
crops. From India, scientists from the National Institute of Plant
Genome Research (NIPGR), the National Research Centre on
Plant Biotechnology under the Indian Agricultural Research
Institute and the Delhi University's South Campus participated in
the programme. Speaking to reporters, director of NIPGR and
coordinator of the Indian effort Akhilesh Kumar Tyagi noted that the research would help
scientists decipher the relationship between the tomato genes and traits, and broaden their
understanding of genetic and environmental factors that interact to determine a crop's health
and viability.

Consortium

The ‘Tomato Genome Consortium' was established after a scientific conference organised in
2003 in the U.S. Its members were drawn from the U.S., the U.K., China, France, Germany, Japan,
Italy, the Netherlands, South Korea, Israel, Spain, Argentina, and Belgium. Tomato belongs to a
family of vegetables called ‘Solanaceae,' which have a lot of global importance as they serve as
sources of food, spices, medicines and ornamentals.

RBI EASES BANKS’ TERM DEPOSIT RESTRICTIONS

The RBI has removed restrictions imposed on banks which earlier prevented lenders from
levying penalty on customers for foreclosure of some term deposits. The RBI said, in a
notification on Monday, banks can formulate their own interest rate policies on foreclosure of
term deposits for better asset-liability management. Earlier, the RBI had said banks cannot
impose penalty on customers by reducing interest rates due on the term deposit provided the
individual reinvest the money in another scheme which is longer than the remaining period of
the original deposit
