45 ACCEPTANCE OF APOLOGIES FOR ABSENCE
Apologies for absence were received and accepted from Councillors D Fiennes-Gregory
and J Bloor.
46 DECLARATIONS OF INTEREST
There were no declarations of interests.
47 PRESENTATION BY 2CO ENERGY
Jane Paxman, Louise Smith and Sarah Ryan representing 2CO Energy gave a
presentation on the company’s proposals for the proposed power station. This company
has taken over the project from Powerfuel who are no longer able to fund the project.
The project will be managed primarily by Hargreaves, who have expertise in mining
operations. Jane stated that the basic plan for the power station had not changed. It is
anticipated that the plant will have a 25 year life. It was accepted that some 2000 people
would be employed during the construction process, but it was hoped that a type of ‘park
and ride’ system would be in operation to reduce the traffic flow. It is intended that the
project will start in Summer 2013, subject to funding and there will be three-year
construction period. Members raised the question of the link road and were told that it
was not part of this project.

48 JAMIE MCDONNELL
Councillor M Glynn requested the Town Council to acknowledge the achievements of
local lad, Jamie McDonnell who had recently become the British, Commonwealth and
European bantamweight boxing champion.
Resolved: that the Clerk invites Jamie to attend a Town Council meeting and contacts
Doncaster MBC with regard to this issue.
49 MATTERS RAISED BY MEMBERS OF THE PUBLIC
Four members of the public attended the meeting and the following items were raised:
a Station Road Recreation Ground - Horses
Bill Morrison, Centre Manger, East Doncaster Development Trust, stated that his
organisation was inundated with complaints about horses/caravans on the above
recreation ground and asked what the Town Council’s long term strategy is to prevent
this happening. Members stated that several measures had already been taken and the
Town Council were considering other options.
b Local Development Framework – Proposed Policy 13 (Gypsies and Travellers)
A member of the public made a comprehensive statement of the reasons for her
objecting to Doncaster MBC’s decision to implement Policy 13, against Government
policy and asked for the Town Council’s support for her objections.
50 POLICE/PCSO REPORT
No Police Officers or PCSOs attended the meeting. The Clerk, however, had forwarded
to Members two emails he had received from PCSO Pete Gilliland and Inspector S
Adams, giving crime statistics and details of the latest PACT meeting priorities, which
are The Crescent, Dunscroft and New Park, Stainforth.

52 MATTERS ARISING FROM THE MINUTES
a Councillors’ Surgery
Further to Minute No. 35b, no members of the public had attended the surgery and
therefore no matters were raised.
Resolved: that the next Councillors’ Surgery is held on Saturday 8 October 2011 with
Councillors T Gibbs and J Brown in attendance.
b Station Road Recreation Ground
Further to Minute No. 35f, the Clerk reported that a site meeting had taken place, in
August, with Doncaster MBC to discuss security at the above recreation ground and
Abbey Playing Field. Several suggestions had been made for improvements at both
sites, which the Town Council will be discussing at a later date. Members also discussed
the procedure for dealing with requests from outside bodies to use Town Council
facilities, following the recent use of Station Road Recreation Ground by Doncaster
c York Road Recreation Ground - New Access Gate
Further to Minute No. 41i, the Clerk reported that this matter was still ongoing but he
had established with Rights of Way, Doncaster MBC that it was possible to change the
line of the public footpath should it be necessary.
d Council Offices – Structural Survey
Further to Minute No. 41j, the Clerk reported that a local builder had inspected the
stonework and had been informed that it appeared to be sound. The Clerk had, therefore,
taken no further action.

Further to Minute No. 8 and because of the number of prospective tenants, it was

57 FINANCIAL REPORT
The Clerk had circulated a financial report based on actuals to 31 August 2011 and had
highlighted the major variances. He also identified underspends, which could be
transferred to the ‘contingency pot’. Members felt that a Budget Sub-Committee should
be held some time in December.
Resolved: that the report is accepted and that the identified underspends are transferred
to the ‘contingency pot’. Further resolved: that the date of the Budget Sub-Committee
is agreed at the October Policy & Resources Committee.
a Local Development Framework – Proposed Policy 13 (Gypsies and Travellers)
Further to the matter raised by a member of the general public (see above), the Clerk had
received an email from a local resident outlining her objections to the implementation by
Doncaster MBC of Policy 13 (Gypsies and Travellers) of the Local Development
a Resolved: that the Town Council supports the objections to the proposed Policy 13 and
letters are sent to the elected Mayor and the Assistant Director of Planning. Further
resolved: that a request is made for the matter to be raised at the next meeting of the
b Abbey Playing Field - Update
Further to Minute No. 7 (Allotment Committee – 22 August 2011, the Clerk informed
Members that Doncaster MBC is progressing with the scheme. He had received an email
from the North Area Neighbourhood Supervisor enquiring whether the Town Council
required the car park on the above playing field to be white lined. The cost will be £250
which can be funded from the under spend.
Resolved: that the Town Council agree to the white lining of the car park.
c “Spider Alley” Hatfield
Further to Minute No. 23j, the Clerk had received a letter from Public Rights of Way,
Doncaster MBC stating that they had received a further claim to have the above recorded
as a right of way. The claim is under review by the Assistant Director of the
Environment, following which, a decision will be made on whether or not to make an

d Dunscroft Neighbourhood Alliance
The Clerk had received details of a Neighbourhood Alliance project taking place in
Dunscroft from 19 September to 7 October 2011. The project will tackle issues that the
public have identified. A letter had been received from the Community Activities &
Engagement Officer, Doncaster MBC, giving details of a meeting to be held on Thursday
15 September 2011 at Kinsbourne Green Community Centre, Dunscroft, commencing at
5 p.m. The letter invited the Town Council to send a representative to the meeting.
Resolved: that Councillor M Glynn attends the meeting on behalf of the Town Council
and reports back to the next Town Council meeting.
e “Budding for Sustainable Food” Initiative
The Clerk had received a letter from St Leger Homes, inviting the Town Council to take
part in the above initiative by identifying plots of land that could be used by locals to
create their own gardening areas i.e. grass verges or small green areas.
Resolved: that the letter is noted.
f Dr Waters Garden – Memorial Tablets
In the absence of Councillor Fiennes-Gregory who raised the issue, the matter was

The Clerk had received details of the AGM of the above organisation, which is to be held
in East Keswick Village Hall on 29 October 2011. Nominations were also invited to
become a Trustee to the RAY board.
Resolved: that Councillor Mrs P Knight attends the AGM, but the Town Council does
not nominate anyone as Trustee.
h South Yorkshire Pension Fund – 2011 Employers’ Forum
The Clerk had received details of the above event, which is to be held on Tuesday 4
October 2011 commencing at 8.45 a.m.
Resolved: that the letter is noted.
i Newsletter – Delivery
The Clerk reported that he had received several complaints from residents regarding the
non-delivery of the Town Council newsletter to their address. It was felt that as the
newsletter was due out next week, the current deliverer should be used (although he
should be made aware that the current service received was not acceptable).

October 2011, commencing at 6 p.m.
l Thorne & Hatfield Moors
The Clerk had been advised that Volume 8 of the Thorne & Hatfield Moors Papers had

m Doncaster Core Strategy and the Barnsley, Doncaster & Rotherham Joint Waste
The Clerk had received a letter from the Head of Economic and Planning Policy,
Doncaster MBC stating that the above two strategies had been submitted to the Secretary
of State for formal consideration. All of the submission documents for each strategy can
be viewed on Doncaster Council’s website.
Resolved: that the letter is noted.
n Temporary Restriction of Through Traffic – Mosscroft Lane, Hatfield
The Clerk had been notified that the above restriction will be in force from 12 September
until 23 September 2011.

available on the Doncaster MBC website.
