Subject:           List of MET/AIM-related issues addressed in March 2008

        The following issues were addressed:

MET-RELATED ISSUES


1.      COORDINATION WITH STATES, REGIONAL OFFICES
        AND PCI (IMPLEMENTATION ISSUES)

                   a) A routine, follow-up letter related to the MIDANPIRG Conclusion 10/71 calling for
                      convening a SADIS seminar sent to the SADIS Provider State;

                   b) confirmation of the classification of Melilla in the global MET database (encompass-
                      ing FASID Tables MET 1A and 2A) prompted by comments received from Benoit;

                   c) initiation of coordination with Nohora concerning the CAR/SAM MET/ATS/AIS
                      Coordination seminar to be held in Colombia in November 2008;

                   d) advice from the Canadian authorities indicating that the use of incorrect data-type
                      designators for 12-hour TAF expected to be addressed by the end of April;

                   e) the global MET database updated as far as non-AOP aerodromes in Mexico are
                      concerned, based on information provided by Nohora;

                   f) comments on the draft EUR ANP sent to Dimitar concerning the desirability of
                      aligning the wording of the MET part of the EUR ANP to ANPs for other regions;

                   g) support given to Nohora’s suggestion to seek endorsement by the GREPECAS to
                      align the names of the aerodromes in the AOP Tables and the Location Indicators
                      (Doc 7910); oversights in information provided by States in Doc 7910 cannot be
                      manually corrected in the database environment;

                   h) in response to a query by Nohora, it was confirmed that, in the database environment,
                      the update of AOP Tables and the requirements in FASID Tables MET 1A will
                      continue to be the responsibility of PIRGs and regional offices;

           i)   the agenda for the SIGMET workshop to be held in Dakar in May was coordinated
                with Benoit. An item related to implementation issues was added;

           j)   a Power-Point presentation prepared by Dimitar on the IFFAS/CAEMSA Project for
                the aeronautical MET services in the South Pacific, to be used during the ICAO/EU
                Meeting in April 2008, was received;

           k) Bangkok Office informed about the progress of the work of the WMO CBS ET on
              XML which is now expected to be completed only towards the end of 2009;

           l)   all ROs informed about the discontinuation of the issuance of paper copies of OPSG
                reports;

           m) Dimitar pointed out the omission of the deletion of “SKC” in some parts of the
              Sixteenth Edition of Annex 3; and

           n) coordination was undertaken with Dimitar with regard to the proposal for amendment
              of the ICAO MID Air Navigation Plan (Doc 9708) Volume II, FASID (Serial No:
              MID FASID 08-02_SL.pdf).


2.    ANC, COORDINATION WITH ANB SECTIONS, ATB,
      TCB AND SOA

           a) Draft An-WP related to the WAFSOPSG/4 Meeting completed at the Section.


3.    COORDINATION WITH WMO

           a) The role of the ad-hoc working group of the METWSG was clarified with Herbert.


4.    COORDINATION WITH IATA

           a) The venue of the forthcoming MET TF Meeting was confirmed to be Oklahoma;
              none from the MET/AIM Section would attend; however, assistance would be
              provided through conference calls, in particular as far as the issued addressed by the
              WAFSOPSG and METWSG are concerned.


5.    STUDY GROUPS AND OPERATIONS GROUPS

5.1   SADISOPSG

           a) All the expected working papers (except for two), the Management report and a
              number of IPs were received from the SADIS Provider State and the SADISOPSG
              task teams;

           b) three working papers received from IATA concerning OPMET data. Amendments to
              FASID Tables MET 1A not to be considered by the SADISOPSG; they would have
              to be processed through METSGs and PIRGs; and

          c) In response to a request by Egypt, an additional invitation letter to the
             SADISOPSG/13 Meeting was sent to the Egyptian SADISOPSG Member.

5.2   WAFSOPSG

          a) Membership of New Zealand at the WAFSOPSG changed at their request; and

          b) comments from IFALPA concerning the WAFSOPSG/4 report received, after the
             formal consideration of the agenda item concerned was not be included in the final
             report for procedural reasons; the IFALPA Member was advised accordingly.

5.3   AMOFSG

          a) Two study notes related to “action items” received from Hong Kong, China and
             Canada.

5.4   METLINKSG

          Nil.

5.5   METWSG

          a) Comments were sent to New Zealand regarding the WS, VA and TC posters being
             developed by New Zealand with the advice of WMO, Hong Kong Observatory,
             Australia and ICAO.

5.6   IAVWOPSG

          a) Washington VAAC reported that its advisories are now fully compliant with Annex 3
             provisions;

          b) coordination was undertaken with London VAAC with regard to its participation at
             the ConvEx-3 Exercise (2008) being organized by IAEA and expected to be held in
             July 2008;

          c) final details were coordinated with London and Montreal VAACs of a template being
             developed pursuant to IAVWOPSG Conclusion 3/28; and

          d) coordination was undertaken with Andrew Tupper (Darwin VAAC) with regard to
             the follow-up of IAVWOPSG Conclusion 3/10;

AIM-RELATED ISSUES


1.   COORDINATION WITH STATES, REGIONAL OFFICES
     AND PCI (IMPLEMENTATION ISSUES)


     a) Coordination was undertaken with the WACAF office to support the AFI Region Seminar on
        Electronic Terrain and Obstacle Data held in Casablanca Morocco from 1 to 3 April 2008;

     b) comments on the limited possibilities to relocate a significant point identified by a five-letter
        name-code were provided to EUR for Ireland;

     c) advice on allocation of five-letter name codes for:

         1) procedure design in China; and

         2) route design by US Military in UK and Portugal; and

     d) comments to EUROCONTROL about the creation of a five-letter name-code collocated with
        the site of radio navigation aid also identified by a three-letter code.


2.   ANC, COORDINATION WITH ANB SECTIONS, ATB,
     TCB AND SOA


     a) The ANC considered AN-WP/8309 on 20 March. The paper discussed the evolution of
        requirements for the global transition from Aeronautical Information Services (AIS) to
        Aeronautical Information Management (AIM) and proposed a work programme to enable that
        transition. The ANC supported the proposed work programme and agreed that a new study
        group, to be known as the Aeronautical Information Services-Aeronautical Information
        Management Study Group (AIS-AIMSG), be established to assist the Secretariat with the
        development of:

         1) a global strategy/roadmap for the transition from AIS to AIM to be delivered in draft by
            December 2008;

         2) SARPs and guidance material, expected by 2010, related to the provision of a standard
            aeronautical information conceptual model and standard aeronautical information
            exchange model to enable the global exchange of data in digital format; and

         3) other SARPs, guidance and training material necessary to support AIM implementation.

         It also agreed that the Aeronautical Information and Charts Study Group (AISMAPSG) and
         Aeronautical Data Modelling Study Group (ADMSG), which had been inactive for many
         years, be disbanded;

     b) commented to AIG about the Safety Issue Reporting Form related to non application of the
        standard of uniqueness of five-letter name-codes used for the designation of significant points
        not linked to the site of a radio-navigation aid; and

       c) supported CNS/AIRS in the deployment of a central database for the allocation of unique
          five-letter name-codes for the designation of significant points and for the allocation of
          unique ATS Route designators.


3.     AIM RELATED MEETINGS

       a)   Aeronautical Information Harmonisation Working Group (AIHWG) Meeting, 3 to 7
            March 2008;

            An Aeronautical Information Harmonisation Working Group (AIHWG) meeting was hosted
            by ICAO from 3 to 7 March. This group is tasked with the harmonisation of aeronautical data
            definitions and related data attributes which are to form the basis for global conceptual and
            data exchange models.


        b) Aeronautical Information Exchange Model (AIXM) Users Conference, 18 to 20 March 2008;

            An ICAO presentation addressing international data exchange standardisation was given by
            C/AINF at the Aeronautical Information Exchange Model (AIXM) Users Conference in
            Washington, DC, USA on 18 March. Details of the Conference and the ICAO presentation
            are available at:

        c) Worldwide Symposium on Enabling the Net-Centric Information Environment, 2 to 4 June
           2008;

             1)    produced and coordinated the announcement campaign for participants and sponsors,
                   150 participants are expected;

             2)     updated the website with information about the symposium and on-line registration
                   (http://www.icao.int/netcentric); and

             3)    list of speakers and moderators under development.
