IMPLEMENTING RULES AND REGULATIONS (IRR)
IN THE CONDUCT OF
THE SEARCH FOR AMBASSADORS OF GOODWILL 2011
This yearly pageant is undoubtedly one of the highlights of the non-academic affairs of a
federation year. Traditionally, it is held to showcase the talents, beauties and intelligence of JPIAns
across the region. It also serves as an avenue for the Local Chapters to compete and exhibit only
their best. For that reason, their preparations are definitely meticulous.
IRR 1.0 OBJECTIVES
IRR 1.1 To recognize the beauties, talents and intelligences of JPIAns;
IRR 1.2 To appreciate the richness of Filipino beauty and intelligence;
IRR 1.3 To develop the creativity not only the candidates but also the people who will
help them in the meticulous preparation for this event;
IRR 1.4 To enhance the camaraderie of the members of Local Chapters; and,
IRR 1.5 To serve as an avenue for acquaintance of students from all over the region.
IRR 2.0 GENERAL GUIDELINES
IRR 2.1 The candidates must be bona fide members of NFJPIA for the Federation Year
IRR 2.2 They must be of good moral character and must not have undergone any
disciplinary actions or have been involved in any crime;
IRR 2.3 They must not have any failing grade in any academic subject in college; and,
IRR 2.4 Male candidates must be at least 5’5 inches in height and for female candidates
must be at least 5’2 inches in height.
IRR 3.0 REQUIREMENTS
IRR 3.1 Soft and hard copies of duly accomplished application form to be provided by the
Regional Vice President for Non-Academics.

IRR 3.2 Photocopy of current school Registration/Identification Card.
IRR 3.3 Soft and hard copies of Certification from the University/College Registrar that
the candidate is of good moral character.

IRR 3.4 Soft and hard copies of Certified True Copy of grades from 1st Year to present
and his/her enrolment prior to the 1st semester of SY 2011-2012.

IRR 3.5 Hard copy of the recommendation letter signed by the Local Chapter President
IRR 3.6 Soft and hard copies of three (3) recent 4R photos (close-up, half body and
whole body) in formal wear per candidate.
(The submitted photos will be posted in the official Facebook fan page of RFJPIA
for the people’s choice award.)
IRR 4.0 CONFIRMATION AND SUBMISSION OF REQUIREMENTS
IRR 4.1 The deadline for confirmation of participation must be on or before August 13,
2011 (Saturday) through a text message to the Regional Vice President for Non-
Academics only. A confirmation through other regional officers is invalid.
IRR 4.2 All softcopy requirements must be submitted on or before August 24, 2011
(Wednesday) through email at email@example.com.
IRR 4.3 All soft copy files must have a filename in the following format: AOG 2011-Mr.
/Ms. Local Chapter-File Name.

IRR 4.4 The subject title must be in the following format: AOG 2011-Local Chapter
Example: AOG 2011-University of the Philippines
IRR 4.5 Local Chapters will receive verification from the Regional Vice President for
Non-Academics confirming that their confirmation of participation and softcopy
requirements was received.
IRR 4.6 All hardcopy requirements placed inside a long brown envelope must be
submitted to the Regional Vice President for Non-Academics on the 1st day of
the convention during registration.
IRR 4.7 A separate brown envelope must be provided for each candidate. One for male
candidate and one for female.
IRR 4.8 All brown envelopes must be captioned at the top left portion the candidate’s
name and his/her local chapter.
IRR 5.0 GENERAL MECHANICS
IRR 5.1 Each Local Chapter can send one (1) male and one (1) female candidate.
IRR 5.2 The candidate must be supported by the aforementioned requirements.
IRR 5.3 The candidates will undergo two (2) portions; the Qualifying Round (1st and 2nd
night) and the Final Round.
IRR 5.4 During the qualifying round, candidates will be judged on their beauty, character
and the way they answer casual questions coming from the hosts.
IRR 5.5 During the announcement of the top 3, the finalists’ scores will all be back to 0%.
They will be judged according to their intelligence as they go through the
Question and Answer portion. In this final round, intelligence is tested being a
component of beauty.
IRR 5.6 The decision made by the panel of judges shall be final and irrevocable.
IRR 5.7 The candidates must acknowledge that upon joining the pageant, the candidates
submit themselves to whatever decision the panel of judges may concur based
on the criteria and rules set herein by the Organizer.
IRR 6.0 QUALIFYING ROUND (1ST NIGHT: Theme Night)
IRR 6.1 Statement shirt
a) The text on the shirt will be provided by the candidates themselves.
b) The statement must be purely environmental relevant to the theme on the
c) The statement must be printed at the front portion of the shirt. The back
portion must have no prints.
d) Only colors green and blue must be used upon printing of shirts.
e) All printed shirts will be checked by the Regional Vice President for Non-
Academics during the grand rehearsal on the day before the 1st day of the
f) This statement shirt will be used during the candidates’ production
g) This statement shirt will be pared by black shorts both for male and female
h) The candidates are allowed to add accessories during their production
except for head dresses.
IRR 6.2 Recycled Wear
a) This attire is basically composed of recyclable materials like papers,
plastic, cans, etc.
b) The candidates are allowed to make their own or rent their recycled wear.
IRR 6.3 Casual Interview
a) The candidate will pick a number and will deliver his/her answer
describing the symbol/essence of the subject of the photo.
b) The candidate’s answer must be delivered at a maximum of 45 seconds.
A delivery that exceeds the allotted time is subject to a two-point
deduction per judge on the total scores for the casual interview.
c) The official timekeeper will ring a bell once indicating that the candidate
already delivered his/her answer for 30 seconds.
d) Once the official timekeeper rings the bell twice, thus, the candidate
should stop answering because he/she already reached the allotted 45
seconds to answer the casual interview.

IRR 11.0 SPECIAL AWARDS
IRR 11.1 All special awards have no bearing in the proclamation of the Top 3 Finalists.
IRR 11.2 Candidates who will win any special awards will receive a sash, plus a photo for
Mr. and Ms. Photogenic or goodies from the sponsor’s awards.
IRR 11.3 These are the following special awards:
a) Sponsors’ award – the winner of this award will be the choice of the
sponsor and not with the panel of judges.
b) Mr. and Ms. Photogenic
c) Mr. and Ms. Congeniality – given to the candidates garnering the highest
IRR 12.0 MINOR AWARDS
IRR 12.1 Candidates who will win any minor awards will receive a sash.
IRR 12.2 These are the following minor awards:
a) Mr. and Ms. Conversationalist – for both male and female categories, this
award will be given to the candidates who garnered the highest average in
the casual interview.
b) Best in Statement Shirt – for both male and female categories, this award
will be given to the candidates who garnered the highest average in the
Statement Shirt competition.
c) Best in Recycled Fashion Attire – for both male and female categories,
this award will be given to the candidates who garnered the highest
average in the recycled fashion wear competition.
d) Best in Resort Wear – for both male and female categories, this award will
be given to the candidates who garnered the highest average in the resort
e) Best in Short Formal Attire – for both male and female categories, this
award will be given to the candidates who garnered the highest average in
the short formal wear competition.
f) People’s Choice Award – for both male and female categories, this award
will be given to the candidates who garnered the highest in both facebook
likes and actual cash collection.
IRR 13.0 MAJOR AWARDS
IRR 13.1 For both male and female categories, 1st and 2nd runners-up will receive a sash
and a plaque.
IRR 13.2 For both male and female categories, the 2011 Ambassadors of Goodwill of
Region X and CARAGA will receive a sash, a plaque and a crown. They are also
privileged to represent the region in the Search for Mr. and Ms. NFJPIA
Ambassadors of Goodwill 2012.
IRR 13.3 These are the following major awards:
a) Mr. and Ms. Ambassadors of Goodwill 2011 – 2nd Runners-up
b) Mr. and Ms. Ambassadors of Goodwill 2011 – 1st Runners-up
