                                   Sitting as the governing board of the Alameda County Fire Department, a dependent

                                   special district, it is recommended that the Board of Directors:


                                   1.	 Approve the addition of 6 full-time equivalent funded Fire dispatch positions

                                       for 2010-11 effective as of April 26, 2011.

                                   2.	 Approve the addition of 4 full-time equivalent funded Fire dispatch positions

                                       for 2011-12 effective as of July 1,2011.

                                   3.	 Approve and authorize an increase of $80,950 to Fire Depm1ment Alameda

                                       County Regional Emergency Center (ACRECC) appropriations in Fund 21651,

                                       Dept 280151 for Fiscal Year 2010-11.


                                  DISCUSSION:

                                  The Alameda County Board of Supervisors, at its June 29, 2010 meeting
                                  awarded 911 emergency ambulance provider contract for Alameda County to
                                  Paramedics Plus. The contract goes into effect November 1, 2011. The
                                  Alameda County Regional Emergency Communications Center (ACRECC)
                                  will be the EMS dispatch center for Paramedics Plus and both Paramedics
                                  Plus and ACFD have agreed in principle to a service agreement between the
                                  two agencies.

                                  The Department is seeking approval for 10 additional full time equivalent
                                  funded positions as a result of the Alameda County's contract with
                                  Paramedics Plus. Currently, there are 22 Fire Dispatchers employed by
                                  ACRECC. The current call volume in the center is approximately 65,000

The Department is seeking approval for 10 additional full-time equivalent
funded positions as a result of the Alameda County's contract with
Paramedics Plus. Currently, there are 22 Fire Dispatchers employed by
ACRECC. The current call volume in the center is approximately 65,000
calls per month with an anticipated increase of an additional 60-65,000 calls
to the center after the November 1 effective date.

The requested positions are:

Additionally, ACFD is committed to giving displaced workers, who are eligible, an
opportunity to compete for the Dispatcher positions.

The agreement between ACRECC and Paramedics Plus is another step for the
ACFD in its commitment to and evolution toward regional fire protection. ACFD is
committed to making this new partnership a success.

The Agreements have been reviewed by the Office of County Counsel and Risk
Management. ACFD will return to the Board of Supervisors to fully execute the
agreement and amendment.

FINANCING:

There is no County General Fund cost associated with the addition of the 10
Dispatcher positions. The increase in appropriation for FY 10-11 will be allocated
among all ACRECC members, and Paramedic Plus will pay 100% of the 10
additional Dispatchers' personnel costs effective July 1,2011.
