BACKGROUND
• The Mahatma Gandhi National Rural Employment Guarantee Act (popularly known as
  NREGA) was enacted in 2005 by Parliament. It is a rights based enactment and provides
  guaranteed unskilled (manual) employment to people who demand work in rural areas
• The Act is operationalised in Maharashtra through a Scheme called Mahatma Gandhi
  National Rural Employment Guarantee Scheme. The annual expenditure under this
  scheme for 2011-12 was about 1500 crores . Scheme is implemented by Collectors and
  taluka level officials in thousand of villages.
• The Collector is in charge of the scheme. To implement the scheme the Collectors have
  engaged both regular Government officers and huge number of contract staff provided
  by outsourcing agencies.
• The State Government has also created a Society under Societies Act called Mahatma
  Gandhi National Rural Employment Guarantee Scheme State Fund Association
  (MGNREGSSFA)-Maharashtra to administer and manage the funds of the Scheme
• There is provision for engaging professionals/experts in the Society to guide and support
  field officials

 ASSIGNMENT PROFILE:
• The Society intends to engage the services of a HR Advisor to give direction, and help
  evolve a healthy, long term HR policy for both regular and contract personnel
  implementing the scheme across the State
• The Advisor is expected to advise on recruitment, appropriate compensation packages,
  training and capacity building, motivation, and other healthy HR practices and also on
  labour law related issues
• The nature of assignment is expected to go beyond routine Advisory and would include
  hand holding support in implementation by constant engagement with stakeholders and
  develop policies in an interactive way. Touring within State is to be expected , which will
  be high in initial stages and taper over time.
• To develop HR Systems for professional management of all Contract Staff
• To work as per the directions given by the State Government from time to time
CANDIDATE PROFILE;
• We expect the Advisor-HR to be a mature person, possibly retired (but active and
  energetic) with sufficient and varied experience
• Good conceptual and practical understanding of Government/semi Government milieu
• Good communication skills and able to think long term and strategically
• Help in training policy
• Must be Mumbai based to facilitate constant interaction, and must be available at short
  notice in initial period of six months
• Though not a full time assignment, must be able to give sufficient time and hand holding
  support for the first six months of assignment
• Good knowledge of Marathi is must as interaction is with State Government functionaries
  and candidates work in rural areas of State
• Small HR firms may also apply

METHOD OF SELECTION:
• Applicants would be initially short listed based on their initial submissions. The initial
  submission must bring out clearly how they meet our minimum requirements ( however,
  there is no need to enclose testimonials etc while sending email at initial stage)
• Short listed applicants would be called for an interactive session to know more about the
  nature of assignment, work load etc.
• After the interactive session, short listed applicants would be given an opportunity to
  submit a more specific application, specifying their expected remuneration and other
  terms related to assignment
• The nature of assignment may slightly vary from the indications given above after the
  interactive session etc and will be spelt out in a final contract .
