To fulfill these initiatives, the following measures were taken: dissolution of agencies that had achieved their goals and outlived their usefulness (e.g. US Joint Forces Command and the DoD's Business Transformation Agency); reductions in the number of general/flag officers and senior executive service members; and examination, restructuring, and consolidation of DoD-wide intelligence and information technology structures. To plant the seeds of a more cost-conscious culture, and to help get us moving in that direction, the Secretary directed three things: a cost estimate must be performed for all new programs or policy changes within DoD; every report and study in DoD must include the preparation cost on the cover of each document; and anyone in DoD planning to host or attend a conference or other sponsored event must first estimate the costs of doing so.
