on International Protection of Human Rights (University of Alcala, Madrid). Member of
the International Institute of Human Rights (Strasbourg, France). President of the Spanish
Society for International Human Rights Law (SSIHRL). Former staff member of the Office
of the UN High Commissioner for Human Rights (1982-2005). Author of 138 publica-
tions on International Human Rights Law, among them three books and 18 articles on the
