REQUEST FOR PROPOSAL (RFP)

Dear Sir/Madam,
Re: Request for proposal for implementation of 25 Shelters (two rooms) in
Shashpool Returnee Settlement, Bamyan Province
You are invited to submit a proposal for implementation of 25 shelters in the locations
indicated (all units with khar wood roofing) as per UNHCR 2012 shelter guidelines,
To enable you to submit a proposal, please find enclosed:
a) Annex I: Standard Formats for Sub-Project Description and Work Plan;
b) Annex IV: Guidelines for developing your submission.
Manner of Submission
Your proposal should be prepared in English.
Your proposal shall comprise the following documents:
a) Narrative component (project description),
b) Technical component,
c) Price component (budget), and
d) Work Plan component
Your proposal, in original, shall be submitted in a sealed envelope marked:
Proposal for [DESCRIPTION OF SERVICE]
UNHCR SOK
The envelope shall also indicate your organization’s name, address and contact number.
Non-profit organizations are invited to hand-deliver their proposals to the
Programme Unit of UNHCR SO Kabul by 12.00 hours on Sunday 29th April 2012.
On 19th April at 10:30am, UNHCR field office Bamyan will organize a pre-proposal
meeting to clarify any possible query in relation to the submission. NGOs interested in
submitting their proposal, are kindly requested to send an email with the name of
participant/s on behalf of their organization by 18 April to Mr.Ali Mohamad Mohaqiq, Field
associate.

Any proposal delivered to UNHCR after 12.00 hours on Sunday 29th April 2012 will not be
considered.
You are requested to hold your proposal valid for 45 days from the deadline of
submission.
Please be advised that every NGO submitting a proposal will have to bear any cost
involved in the preparation and submission of the document.
Any requests for clarification prior to the 19th April meeting, will have to be addressed to
either Mr. Ali Mohamad Mohaqiq, (0791990084) or Mr. Ahmad Najeeb Nooryar
(0791990016) of the UNHCR FO Bamyan and Sub office Kabul. Their email addresses
are: MOHAQIQ@unhcr.org & NOORYAR@unhcr.org respectively. UNHCR may, at its
discretion, copy any reply to a particular question to all other invited organizations.
Content of Proposal:
Technical Component:
The technical component of your proposal should be concisely presented and structured
in the following order to include, but not necessarily be limited to, the following
information:
a) Description of the Organization and the Organizations’ qualifications
A brief description of your organization and an outline of recent experience or
projects of a similar nature. You should also provide references and any information
that will facilitate our evaluation of your organization’s substantive reliability and
financial and managerial capacity to provide the services.
b) Understanding of the Requirements for Services, including Assumptions
Include any assumptions as well as comments on the data as indicated in the
GUIDELINES, or as you may otherwise believe to be necessary.
c) Proposed Approach, Methodology, Timing and Outputs
Any comments or suggestions on the GUIDELINES, as well as your detailed
description of the manner in which your organization would respond to the
GUIDELINES. You should include the implementation schedules (work plan).
d) Proposed personnel to carry out the assignment
The composition of the team you propose to provide, with their qualifications and
experience, to be accompanied by their curriculum vitae.
Budget
Your separate price component must contain an overall quotation in US Dollars. In
addition, the price component must cover all the services to be provided (All costs should
have a detailed breakdown).
Evaluation of Proposals
A pointing system will be used in evaluating the proposals. The number of points
assigned to each component will be determined in advance of the opening of proposals.
The technical component will be evaluated using the following criteria:

a) The organization’s general reliability as well as experience and capacity in the
specific field of the assignment;
b) The approach and methodology in implementation of shelter project and responding
to your prepared work plan
c) The qualifications and competence of the personnel proposed for the assignment.
The price proposal will be taken into account in the following manner:
The maximum number of points will be allotted to the lowest price proposal that is
opened and compared among those invited organizations. All other price proposals will
receive points in inverse proportion to the lowest price; e.g., [total Price Component] x
[US$ lowest] \ [US$ other] = points for other organization’s Price Component.
Please note that UNHCR is not bound to select any of the organizations submitting
proposals. Furthermore, since an agreement will be awarded in respect of the proposal
which is considered most responsive to the needs of the project concerned, due
consideration being given to UNHCR’s general principles, including economy and
efficiency. UNHCR does not bind itself in any way to select the organization/institution
offering the lowest price.
