               Committee (SEAC), Karnataka held on 21st November, 2009

      The Chairman welcomed the members present for the meeting.

Agenda-1: Confirmation of Proceedings of the 45th SEAC Meeting.

              The Committee confirmed the proceedings of the 45th SEAC meeting.

Agenda-2: (a) Action taken report on the proceedings of 44th SEAC
              Meeting.

              Action taken report was taken note of and accepted.

            (b) Submission of Site Inspection report of M/s. Astro Builders & Developers,
               Sy.No.67/1, 59, Doddakannalli & Kaikondanahalli Village, Varthur Hobli,
               Sarjapur Road, Bangalore East Taluk. (SEIAA 183 CON 2008)

              Site inspection report is awaited.

Agenda-3: Consideration of the Projects for Appraisal.

1) Projects which have been discussed in the Previous Meetings of SEAC and additional
   information/Clarification has been sought:

   1) Construction Project “Blue Horizon” at Bilekahalli Villaghe, Begur Hobli,
       Bangalore South Taluk, Bangalore of M/s. Blue Horizon Hotel Pvt. Ltd. (SEIAA
       256 CON 2008)

          It is a proposal for construction of Mall and Hotel building with site area of
      18,666.0 m2 and built up area of 1,21,620.00 m2. Water requirement is 1244.96 KLD,
      car parking is for 1036 cars and the investment is Rs. 508.50 Crores. The proposed
      project consists of 2 blocks, Hotel block with 5 Basement + GF + MF + Service floor
      + 6 floors and Mall block with 5 Basement + GF + 6 floors.

           The subject was placed in the 34th SEAC meeting held on 15.05.2009, the
        proponent has presented and explained about the project. The Committee had
        decided to obtain the following information/clarifications from the proponent.


                1. Due diligence report for the demolition of the old construction.
                2. Order of Land conversion for residential purpose and records pertaining
                    to the ownership of the land.
                3. Contour plan and Topographical Plan of the site where the extra
                    excavated earth is proposed to be dumped.
                4. Evaluate the capacity of the UGD as the excess 333 KLD of sewage water
                    is let into the UGD.
                5. Details of additional Car parking.
                6. Evaluation of other projects in the locality.
                7. Evaluation of Emission of D.G. set and the air quality modeling.
                8. Revised STP plan.
                9. Impact on traffic scenario and plan for its mitigation.
                10. Water sample analysis shall be re-done and submitted with laboratory
                    reports.

             After deliberation, the committee decided to consider the proposal after the
       receipt of the above information.

             The proponent has submitted the above details on 22.08.2009, 24.09.2009 and
       09.11.2009.

             The Committee verified the documents submitted by the proponent and
       decided to obtain the following information.

            1. The due diligence report prepared by the expert and duly authenticated lab
               report to be furnished.
            2. Capacity of the UGD, current flow utilization of the UGD with the
               justification for the accommodating the excess flow from this project.
            3. Detailed hourly traffic flow and derivation of PCU norms (Passengers Car
               Unit Per Hour).
            4. Redo the water sample analysis and submit along with the lab report.
            5. Social Commitment plan.

             After deliberation, the Committee requested the Secretary SEAC to obtain the
       above information, scrutinise before forwarding the proposal for environmental
       clearance to SEIAA

2) New Projects / Recalled Projects for Presentation & Appraisal :

        1. Industrial Project “Manufacture of Lead sub oxide of 600 MT/A, Lead Alloy of
           6000 MT/A and Copper and Brass Alloy of 500 MT/A” at KIADB Industrial
           Area, Road No.3, 2nd Phase, Malur Taluk, Kolar District-563130 of M/s. Sri.
           Vaaru Industries. (SEIAA 21 IND 2009)

               It is a proposal for manufacture of Lead Sub Oxide of 600 MT/A, Lead/Lead
         alloy of 6000 MT/A and Copper and Brass alloy of 500 MT/A. the total plot area is
         4047 Sq.m (1.0 acres). The total water consumption is 4 KLD. The total investment
         of the project is Rs. 147 lakhs.

               The proponent presented and explained the project. The Committee decided
        to obtain the following information and it is also decided to inform SEIAA about
        the existing violation by the proponent, regarding the on-going work of the project.

            1. Details of baseline health status of the newly recruited employees for their
               future health screening
            2. Baseline data for Lead, zinc and copper present in the soil.
            3. Details of fugitive emission control.
            4. Detailed Environmental Management Plan.
            5. Details of Implementation of safe industry norms.
            6. Social commitment plan.

        2. Industrial Project “Establishment of Sponge Iron Unit of Capacity 175 and
           Captive Power Plant of 4 MW” of M/s. Gavi Metallics Pvt. Ltd. (SEIAA 96
           IND 2008)

                It is a proposal for establishment of sponge iron plant of capacity 175 TPD
            and captive power plant of capacity 4 MW. The total land area is 25 acres and
            the water consumption is 216 KLD. The total investment of the project is Rs.
            36.81 crores.

               The subject was placed in the 36th SEAC meeting held on 06.06.2009. The
            Committee has decided to give 30 days time for the submission of information
            that was sought through letters. If the information is not submitted in time, it
            was decided to close the proposal. The proponent has submitted the revised
            form 1 & land records on 07.07.2009 & 10.09.2009.

               The Project proponent presented the ToRs for EIA studies. The Committee
            decided to inspect the project site and suggested to issue the additional ToRs
            along with the model ToRs for the preparation of the EIA report. It was also
            resolved that public consultation is required for this project.

                1. Verify vicinity of the project from the reservoir highest water level.

                2. Cumulative environmental impact of all existing operating industries
                   including the proposed unit located within the 10 KM radius.
                3. Impact of air emission on the nearest village.
                4. Disposal scheme of Solid waste generated.
                5. Social commitment plan.

        3. Industrial Project Eight Lane Peripheral Ring Road Phase I to Bangalore city,
           Peripheral Ring Road Connecting Tumkur Road, Bellary Road, Old Madras
           Road and Hosur Road of Bangalore Development Authority (SEIAA 32 IND
           2009)

               The proposal is for development of eight lane peripheral ring road Phase I.
            The proposed peripheral ring road is the connect Tumkur Road, Bellary Road,
            Old Madras Road & Hosur Road. The length of the road is 65 Km. the total
            investment of the project is Rs. 2190.8 crores.

              The subject was placed in 45th SEAC meeting held on 31.10.2009 and subject
            was deferred as the project proponent was absent.

               The project proponent has presented the ToRs for EIA study. The Committee
            has decided to issue the following ToRs along the model ToRs and public
            consultation is required for this project.

                     1. Justification of the project with reference to the Environmental
                        sustainability.
                     2. Mobility with respect to land use and land use change.
                     3. Impact of the functional air pollution.
                     4. Details of land with all the Survey numbers.
                     5. Specific Social Commitment plan with name of the place/work,
                        budget allocation and time frame.
                     6. Updated spatial map indication number of village/tank coming in
                        the project area.
                     7. The air quality at the toll plaza.
                     8. Impact on hydrological characteristics of the project area.
                     9. Social commitment plan.

        4. Industrial Project “Setting up a new bulk drug manufacturing Unit” at
           Raichur Growth Centre, Industrial Area, Raichur, Raichur District of M/s. Sri
           Sai Amrutha Pharma Pvt. Ltd. (SEIAA 29 IND 2009)

               It is a proposal for establishment of bulk drugs & drug intermediates
            manufacturing industry of capacity 18.70 MT/Month. The total land area is 2
            acres. The total water consumption is 90 KLD. The total investment of the
            project is Rs. 296 lakhs.

              The subject was placed in 45th SEAC meeting held on 31.10.2009 and subject
            was deferred as the project proponent was absent.

               The subject was deferred as the project proponent was absent. The
            proponent has been absent for the second time. The Committee has decided to
            take up the proposal after fresh request from the project proponent.

        5. Industrial Project “Manufacturing of Bulk Drugs and Drugs Intermediates” at
           Raichur Growth Centre, Industrial Area, Raichur District by M/s. Vibrant
           Laboratory. (SEIAA 103 IND 2008)

                  The proposal is for establishment of bulk drugs & drug intermediates of
            47.9 MT/Month. The total land area is 2 acres. The total water consumption is
            94.5 KLD. The total investment of the project is Rs.290 lakhs.

                  The subject was placed in the 35th SEAC meeting held on 30.05.2009. The
            proponent has not provided the project details/documents to the members.
            Hence, the Committee has decided to take up this proposal in the next SEAC
            meeting after the proponent submits the project documents to the members.

                    The subject was placed in the 37th SEAC meeting held on 20.06.2009. The
            Committee has suggested to issue the following ToRs along with model ToRs
            for the preparation of the EIA report. Public hearing is exempted as it is located
            in the Industrial Area.

                     1. Details of Solvent storage and recovery scheme with inventory,
                         recovery material, mass balance, in-house solvent recovery, etc.,
                     2. Risk assessment studies with respect to process.
                     3. Water balance shall be done in detail.
                     4. Specification of boiler.
                     5. Details of the fuel used.
                     6. Details of multiple evaporators and system details of multi effect
                         evaporator.
                     7. Storage and disposal of Solid Waste and Hazardous Waste generated.
                     8. List and no. of plants proposed to be planted in the project area.
                     9. Waste Water characteristics.
                     10. Comprehensive Environment Management Plan.
                     11. Social Commitment plan.

                      The project proponent has submitted the EIA report on 04.10.2009.
                The subject was placed in 45th SEAC meeting held on 31.10.2009 and subject
                was deferred as the project proponent was absent.

                       The project proponent has presented the EIA. The Committee has felt
                that the proponent has not prepared the EIA as per the ToRs issued earlier.
                The project Proponent requested more time for the presentation of the same.

                       After deliberation, the Committee decided to call the proponent to the
                SEAC meeting after obtaining the EIA report prepared according to the
                ToRs issued.

        6. Construction Project “Millenium Mall and Royal Embassy Apartment” at
           Shivally Village in Udupi CMC and District of M/s. Malpe Manipal Builders
           Pvt. Ltd. (SEIAA 1 CON 2009)

                    It is a project for construction of commercial & Residential apartment
            called Millennium Mall & Royal Embassy Apartment with site area 3.38 acres,
            built up area 79,307.83 sq.mts, Water consumption 271.35 KLD for residential
            purpose and 29.75 KLD for commercial purpose, power requirement 3.6 MW,
            car parking 408, green area 30% of site area. The proposed project consists of a
            Commercial and Residential Apartment. The project consist of 3 Basement
            floors, ground floor + 29 upper floors for residential and ground floor +1st floor
            for commercial building with investment cost of Rs. 34,50 Crores.
                  The Project proponent presented and explained the project. The
            Committee decided to consider the project after obtaining the following
            information/ clarification also decided to inspect the project site on 28.11.2009.
                         1. Revised Form 1 and Form 1 A with CDP map, satellite imaginary
                            and area statement as there were many ambiguities in the area
                            mentioned visa vice the actual area.
                         2. Details of green belt and rainwater harvesting.
                         3. Waste water treatment and disposal.
                         4. Evaluation of the traffic scenario.
                         5. The proposed activity is in a seismologic zone III, and the details
                            of the precautionary measures to be adopted while designing the
                            project.
                         6. Percentage of glass utility in the proposed building with visual
                            plan and details.
                         7. FIR of the proposed building covered based on the approval of the
                            local municipal authority to be furnished.
                         8. Social Commitment plan.

        7. Construction Project “Narayan’s Aries” at Jakkur Village, Yelahanka Hobli,
           Bangalore North Taluk of M/s. Narayan Enterprises. (SEIAA 22 CON 2009)

                  It is a project consisting of the construction for residential apartments
            "Narayan’s Aries" at Sy.No. 66/7, Jakkur Village, Yelahanka Hobli, Bangalore
            North Taluk, with site area 12615.66 Sqm, built up area 36262.17 Sqm, Fresh
            Water requirement 123 m3/Day, with 182 flats and investment of Rs. 43.2 crores.

                  The Project proponent presented and explained the project. The
            Committee decided to consider the project after obtaining the following
            information/ clarification.
                     1. Latest satellite imaginary of the project area.
                     2. Explore the possibility of the increasing the green belt to 33% of the
                        total area.
                     3. Water balance chart to be redone.
                     4. Ground water availability with authenticated analysis report
                     5. Source of water and disposal of excess treated water.
                     6. Specific social commitment plan with name of the place/work, budget
                        allocation and time frame.
                     7. Details of traffic management studies.
                     8. Details of disposal of solid waste.
                     9. Social Commitment plan under (SCR).

        8. Construction Project “Embassy Pristine” at Iblur Village, Begur Hobli,
           Bangalore South Taluk of M/s. Dynasty Developers Private Limited. (SEIAA
           147 CON 2008)

               The project is a proposal for construction of Residential Building. The Total
        land area is 59,589.96 Sq.mtr, Build up area is 1,75,161.03 Sq.mtr, water requirement
        is 366 KLD and the total investment of the project is Rs. 638.76 Crores. The
        proposed project consists of 5 Blocks each consisting of 2 Basement + Ground + 9
        upper floors + 2 pent house.

               The subject was placed in the 27th SEAC meeting held on 17.01.2009. The
        SEAC members inspected this site on 08.02.2009 and decided to obtain the
        following additional information from the proponent vide this office letter dated
        1.4.2009:

            1. Sy. Nos of the residential zone at about 1 Km surroundings of the proposed
               project.
            2. Exact lake boundary in the project site should be obtained from the
               competent authority.
            3. Boundary of the project should be 30 mtrs away from the HFL line. This area
               should be earmarked as no development zone. Further the proponent should
               explore the possibility of leaving additional area as no development one.
            4. Proponent shall submit the revised building plan in this regard.
            5. Zoning of the area should be submitted.
            6. Temporary sanitary facilities should be provided at U/S of the lake.
            7. Contribution towards the development of the lake to the lake development.
            8. Natural drainage should not be disturbed.
            9. Location of the STP should be as for as away from the lake boundary.
               Efficient pumping mechanism with stand by pump facility.

            10. Drains for the storm water should be of adequate capacity for draining of
                entire water.
            11. Any solid/liquid waste should not be let into the lake and to ensure that
                there should not be disposed into the lake.
            12. Sy. Nos should incorporate in the CDP.

              In the meanwhile vide this office letter dated :12.2.2009 issued TOR for
        preparation of the EIA report .

                The Project proponent has submitted reply in response to 12.2.2009 letter of
        this office stating that they are enclosing the revised TOR only. This office has not
        received any EIA report .The EIA was to be prepared by the PP for the above 12
        points in addition to the already issued TOR vide this office letter dated: 12.2.2009
        which has not been done so for .

                The Committee felt that the proponent has not prepared the EIA as per the
        letter dated:12.2.2009 and 1.4.2009 of this office and hence decided to obtain from
        the PP a comprehensive EIA according to the above two letters of this office.

        9. Construction Project “Welworth City” at Kadatanamale Village,
           Doddaballapur Road, Bangalore of M/s. Puravankara Constructions. (SEIAA
           246 CON 2008)

                   It is a proposal for construction of Residential Apartments with land area
            of 1,73,912.33 M2, built up area of 4,17,491.20 M2 and Water consumption is
            3196.80 KLD. Car parking is 2894 numbers, two wheeler parking is 1547
            numbers. The total investment of the project is Rs.447.02 Crores. The proposed
            project consists of 4736 flats.
                 The subject was placed in the 31st SEAC meeting held on 21.03.2009. The
            Committee has suggested to issue the following additional ToRs along with
            Model ToRs for the preparation of EIA report.
                     1. Source of power and impact on use of power on the competitive users.
                        Evaluate the alternate source of power.
                     2. Source of water and impact of use of water on the competitive users.
                        Evaluate the plan for de-salinization of water for use in the project.
                     3. Revised Water Balance Chart.
                     4. Scientific traffic studies covering the impact of the project on traffic
                        and the traffic management plan.
                     5. Existing flora and fauna in the site.
                     6. Details of service facilities proposed like hospital, school, bank, post
                        office and other infrastructures.
                     7. Management plan for handling Bio-medical waste.
                     8. Impact of the project on other infrastructure in the locality such as
                        theatres, home industries, transport, etc.,

                     9. Air quality modeling study.
                     10. Comprehensive baseline Environmental status in respect of water, air,
                         noise and soil parameters.
                     11. Specific Social Commitment Plan.
               ToRs has been issued to PP on 18.04. 2009. PP has submitted the REIA report
            on 05.09.2009 & 12.10.2009.
                   The Project proponent presented the EIA. The Committee decided to
            obtain the following information/ clarification.
                1. Resubmit the realistic STP design.
                2. Make a phase wise occupancy commitment as stated in the meeting
                3. Specific social commitment plan with name of the work/place, budget
                   allocation and time frame.
                4. Management and disposal of biomedical waste.
                5. If treated wastewater would be supplied to the agriculture users then
                   submit MoU entered with users. Further treat the wastewater to the
                   urban reuse standard.
                6. MoU entered with water users who are to use excess treated water to
                   dispose the solid waste generated.

                   On submission on the above points the committee decided to recall the
            PP for further presentation.

        10. Construction Project “Janadhar-Attibele Project” at Medahalli Village,
            Attibele Hobli, Anekal Taluk, Bangalore Urban District of M/s. Janadhar
            Construction Pvt. Ltd. (SEIAA 257 CON 2008)

                   It is a proposal for construction of 1312 apartments. The total land area is
            43,705 M2, built up area for residential purpose is 54,328.56 m2, Commercial
            purpose is 4,630 M2, Water consumption is 766 KLD and the investment is Rs.72
            Crores.

                   The subject was placed in the 32nd SEAC meeting held on 04.04.2009.
            The subject was deferred at the request of the proponent.

                   The subject was placed in the 37th & 41st SEAC meetings held on
            20.06.2009 and 20.08.2009. The Committee has decided to call the proponent to
            present the following information along with earlier informations which were
            asked in the letter dated 08.07.2009.
                1. Comprehensive baseline Environmental status in respect of water, air,
                   noise and soil parameters with original lab reports.
                2. Scientific ground water recharge structures, if water is drawn from the
                   ground.
                3. Impact of use of water on the competitive users.

            The project proponent has submitted the above information on 09.10.2009 with
        reference to this office letter dated 24.09.2009.


            The Project proponent has presented and explained the information/
        clarification asked. Because of lack of clarity the pp may need to submit the
        following information.
            1. Plan of action for protection of the nalla.
            2. Scientific assessment of the ground water availability.
            3. NoC from the Central Ground Water Authority.
            4. Impact of use of water on the competitive users.
            5. Alternative source of water & work out the details with the relevant
               documents.
            6. Social Commitment plan.

           After deliberation, the Committee has decided to re consider the project after
        obtaining above information.


        11. Mining Project “S.M.Block Iron Ore Mine” at Narayanpur Village, Sandur
            Taluk, Bellary District of M/s. M. Hanumantha Rao. (SEIAA 27 MIN 2007)

                  The project is proposed for expansion of iron ore production from 3
            LTPA to 5 LTPA in an area of 40.47 ha of forestland. Mining is by mechanized
            open cast method.

                  The Subject was placed in the 10th SEAC meeting held on 29.02.2008 and
            the committee has decided to issue the ToRs with public consultation. The ToRs
            has been issued to the proponent on 25.03.2008 for preparation of EIA.

                  The Project proponent has submitted the EIA on 04.09.2009 with
            proceedings of the public consultation held on 11.11.2008.

                   The project proponent has obtained forest clearance only for 17 ha. But,
            the total area of the proposed project is 40.47 ha. After deliberation, the
            Committee has decided to consider the project after obtaining the Forest
            clearance for the remaining area.

        12. Construction Project SMK Nagar Residential Layout at Sankenahalli for
            Hassan Urban Development Authority. (SEIAA 52 CON 2009)

                  It is a proposal for residential layout at Sankenahalli, S.M. Krishna Nagar,
            Hassan with a plot area of 453 acres, total water requirement 8000 KLD, and
            investment of Rs. 133.62 Crores.

                   The subject was deferred as the project proponent has not circulated the
            project documents to the members in advance and to take up this subject in the
            next SEAC meeting.


Agenda-4: Discussion on closing of the following files:

    i. Construction Project “Satyam Development Center” at KIADB Industrial area
       Electronic City, Bangalore South Taluk of M/s. Satyam Computer Services Ltd.
       (SEIAA 225 CON 2008)

               The subject was placed in the 36th, 41st & 44th SEAC meeting held on
        06.06.2009, 20/21.08.2009 & 13.10.2009. The subject was deferred as the project
        proponent was absent. The Committee has decided to recommend the proposal to
        the SEIAA to close the file.

   ii. Industrial Project “Establishment of the 2500 TCD Sugar Factory” at Udapudi,
       Ramadurga Taluk, Belgaum District of M/s. Shree Shivsagar Sugar & Agro
       Products Ltd. (SEIAA 25 IND 2009)

               The present proposal is not covered under the EIA Notification, 2006.
        Because, the proponent has proposed to establish 2500 TCD sugar factory. After
        discussion, the Committee decided to recommend the proposal to the SEIAA to
        close the file.

Agenda-5: Site Inspections (Fixing up of date for inspection):

    1) Construction Project at Ammannikere Bellandur Village, Varthur Hobli,
       Bangalore of M/s. Puravankara Projects Limited (SEIAA 228 CON 2008)

                The Committee has decided to inspect the project site on 06.12.2009.

    2) Construction Project “Group Housing Development” at Kavoor Village,
       Mangalore of M/s. CNC Mangalore-Kavoor Project Pvt. Ltd. (SEIAA 38 CON
       2009)

                The Committee has decided to inspect the project site on     28.11.2009.

    3) Construction Project “ MEPL Township” at Adyaru, Nirmarga, Kannuru, Alape,
       Mangalore Taluk, Dakshina Kannada District of M/s. Mohtisham Estates Pvt.
       Ltd. (SEIAA 239 CON 2008)

                The Committee has decided to inspect the project site on 28.11.2009.

    4) Mining Project “Expansion of Limestone and Dolomite Mining” at Alagundi
       Village, Mudhol Taluk, Bagalkot District of M/s. Mahaveer Silicons Pvt. Ltd.
       (SEIAA 146 MIN 2008)

                Date of inspection to be decided in the next meeting.

Agenda-6: Any other subjects with the permission of the Chairperson.

               It was decided to convene the 47th SEAC meeting on 5th December 2009 at
        10:00 AM.
