The AbilityOne Program -- a federal purchasing program that enables people who are blind or severely disabled to work for federal and commercial customers -- forged a partnership with the US Department of Defense to provide job opportunities in contract management support (CMS) services for National Industries for the Blind's (NIB) candidates who are blind. Through the Defense Department's Defense Acquisition University, NIB clients received initial CMS online training, which is a prehire qualification. However, those candidates selected for employment required additional training in contract management closeout services. NIB determined that specialized training was necessary for its candidates to effectively close contracts for the Department of Defense.
