1. This invitation for bids follows the General Procurement Notice (GPN) for this
   project which was published in the UNDB online on 20th December 2005 and
   updated on June 18, 2010.

2. The Government of Andhra Pradesh through the Government of India has received
   a loan from the International Bank for Reconstruction and Development (IBRD)
   towards the cost of the Andhra Pradesh Road Sector Project, and it intends to apply
   part of the proceeds of this loan to payments under the contract for Widening and
   Strengthening of Pedana –Nuzvid – Vissannapet road from Km. 7/0 to Km.
   58/920 in Krishna district, A.P, Package No: APRDC/APRSP/ICB/PNV-08.
   The Chief Engineer (R&B) Core Road Network & Managing Director, Andhra
   Pradesh Road Development Corporation, Hyderabad now invites sealed bids from
   eligible bidders for the following work.

   The road works consist of widening and strengthening of existing Intermediate/
   two lanes to standard 2-Lane + 1.5 m Paved shoulders + 1.0 m earthen
   shoulders(ES) with longitudinal drain on both sides and new construction in
   realigned sections roadway. The cross drainage works include reconstruction and
   widening of culverts and bridges. Some new structures may also be constructed
   based on requirement. The items of work include Earthworks, Granular Sub-base,
   Wet Mix Macadam, Dense Bituminous Macadam, Bituminous Concrete, Plain/
   Reinforced Cement Concrete, Well foundations, Protection works, Concrete Lined
   Drains, Road Furniture and other miscellaneous works. Miscellaneous works
   includes provision of protection measures for cut slope, construction of retaining
   walls, breast walls and wing walls, road furniture, etc. Environmental and Social
   management aspects also form a component of the project. The construction period
   is 30 months.

3. Bidding will be conducted through the International Competitive Bidding (ICB)
   procedures specified in the World Bank’s Guidelines: Procurement under IBRD
   Loans and IDA Credits, May 2004 revised October 2006 & May 2010, and is open
   to bidders from all countries as defined in the guidelines.

4. Bidders are advised to note the minimum qualification criteria specified in Section
   III of bidding documents to qualify for award of the contracts.

5. Interested eligible bidders may obtain further information from and inspect the
   bidding documents at the Office of the Chief Engineer (R&B) CRN & Managing
   Director, A.P. Road Development Corporation, 5th floor, R&B complex, Mahavir
   Marg, A.C.Guards, Hyderabad, Andhra Pradesh, India, from 10:30 A.M to 5:00
   P.M, on working days from 16-02-2012 to 02-04-2012. A complete set of
   bidding documents (and additional copies) in English may be purchased by
   interested eligible bidders on the submission of a written application to the address
   given below and upon payment of a non refundable fee through two separate
   DD/Banker’s cheque, one for Rs.25,000/- or US $ 560 in favour of PAO, (W&P),
   Hyderabad, towards cost of bid document and another towards sales tax (VAT) @
   10.3% (Rs.2575/- or US $ 60) drawn in favour of CTO, Khairatabad,
   Hyderabad. This mode of payment shall be in the form of DD for domestic
   bidders and in the form of Banker’s cheque in case of foreign bidders. Bidding
   documents requested by mail will be dispatched by registered/speed post/courier on
   payment of an extra amount of Rs.1,000/- for domestic shipping and Rs.5,000/- or
   US$ 115 for overseas shipping per each document through a DD/Banker’s cheque
   drawn in favour of Chief Engineer (R&B) CRN & Managing Director, APRDC,
   payable at Hyderabad. The Chief Engineer (R&B) CRN & Managing Director,
   APRDC will not be held responsible for the postal/courier delay, if any, in the
   delivery of the documents or non-receipt of the same.

6. Bids must be delivered in sealed envelopes to the address below on or before 12:30
   P.M on 03-04-2012. All bids must be accompanied by a Bid Security of Rupees
   (INR) 1,94,00,000 or USD 388,000. Late bids will be rejected. Bids will be
   opened at 1:00 PM in the presence of bidder’s representatives who wish to attend
   the opening of bids at the address below.

7. A pre-bid meeting will be held on 07-03-2012 at 11:30 A.M at the Office of The
   Chief Engineer (R&B) CRN & Managing Director, A.P.R.D.C. 5th floor, R&B
   complex, Mahavir Marg, A.C.Guards, Hyderabad, Andhra Pradesh, India, to
      clarify the issues and to answer questions on any matter that may be raised at that
      stage as stated in Clause 7.4 of ‘Instructions to Bidders’ of the bidding

   8. Other details can be seen in the bidding documents. Copies of the bidding
      documents are also available for reference at the office of the Project Director at
      the address given below.
