SMR 2010 ECO Review


• 2010 ECO was a major update
• Drivers for the revision included:
   – Growth of services within organizations
   – Growth of specialty areas (i.e. health services)
   – Increased globalization
   – Growth of “green” operations and increased focus on
     sustainability
• Challenge was to get the ECO to be more inclusive of
  these changes/issues, while closely examining the
  relative priority of these topics within the SMR module

  SMR 2010 ECO Review

• ECM revision required a “zero-based” look by the SMR
  committee at all of these issues, while keeping the key issues
  from the previous ECO

• Section I – Understanding the Business Environment
  represents a major change, with new content mostly not
  found in the 2009 ECO
   – Globalization/Location Issues
      • Evaluating strategic issues arising from global markets, suppliers,
        competition and partners
   – Information Requirements
      • Identifying, evaluating and prioritizing key information gained from
        environmental scanning. Factors listed represent new content
   – Sustainability
      • 3 Dimensions: Economic, Social and Environmental

• Content from Section I of the 2009 ECO (Aligning the Resources with
  the Strategic Plan) is mostly contained in Section II of 2010 ECO
  (Developing the Operations Strategy)
   – Content remaining in concept, but with quite different nomenclature,
      emphasis and layout

• Content from Section II of the 2009 ECO (Configuring and Integrating
  the Operating Processes to Support the Strategic Plan) is mostly
  contained in Section III of 2010 ECO (Implementing the Operations
  Strategy)
   – Content remaining in concept, but with quite different nomenclature,
      emphasis and layout
   – Section IIB of the 2009 ECO (Emerging Concepts and the Supply
      Chain) was mostly integrated into Sections I and II

• Content from Section III of the 2009 ECO (Monitoring
  Performance and Implementing Change) is mostly
  contained in Section III of 2010 ECO (Implementing the
  Operations Strategy)
   – Content remaining in concept, but with quite different
     nomenclature, emphasis and layout
   – Content in the 2009 SMR ECO about the tactical tools
     (i.e. PERT, Gantt, MS Project) of change
     management have been removed in the 2010 SMR
     ECO, which now focuses on the strategic aspects of
     project management.
