Detention/IJDAI Committee Meeting Minutes
October 18, 2007
Sue Korpai and Connie Kaiser provided an update regarding the JDAI initiative to the
Committee. The Committee was informed that Barb Shipp of DHS is now the
Chairperson of the JDAI Partners’ Group and the now retired Judge John Payne has
recently been hired to be the state IJDAI Coordinator. Connie reported to the Committee
about the Inter-Site JDAI national conference that was held in Dallas, Texas in
September. Dr. Tom Grisso spoke at the Dallas conference about the progress and perils
in the juvenile justice and mental health movement. There were also very moving
workshops and presentations that focused on family engagement and how to involve
youth and their families in developing detention alternatives and improving the justice
system. Copies of most of the presentations conducted at the inter-site conference in

There was discussion about creating a survey to distribute to committee participants to
ascertain what type of JDAI practices are utilized within their jurisdictions and the level
of support for each of the JDAI core strategies within their jurisdictions. Connie Kaiser
agreed to attempt to create and disseminate the survey prior to the December Committee
meeting. Barry Bass offered to provide assistance. The intent of this process is to attempt
to determine the degree of support for the JDAI initiative beyond the limited number of
jurisdictions that are recognized as JDAI sites in the state.
Five Illinois initiatives are coming together to host a conference on October 31, 2007
through November 2, 2007 in Springfield. The initiatives include DMC,
IBARJ,MFC,JDAI and Redeploy and the conference will bring together stakeholders
from all areas of Illinois' juvenile justice system, including judges, state's attorneys, law
enforcement, social services, education, probation, young people, etc. to learn, discuss,
share, and ultimately, develop new and innovative partnerships to positively effect youth
in Illinois. Planned by representatives of the Illinois Balanced and Restorative Justice
Initiative, Disproportionate Minority Contact, Juvenile Detentions Alternatives Initiative,
Models for Change, Redeploy Illinois, and the Illinois Department of Human Services,
this event will include six keynotes speakers, and dozens of workshops.
The committee was reminded that Erica Hughes from the Illinois Criminal Justice
Information Authority will be providing a workshop tomorrow morning at the conference
on Data Collection: A How to Guide.
The committee was informed that the Spring Conference will be held April 16 – 18,
2008 in Springfield. We once again reviewed the training topic suggestions that have
been brought up at previous meetings in an effort to determine what committee members
would like to have presented at the upcoming conferences. The list of options that were
identified included the following:
- legal liability by James Bell
- Mental Health by DHS reps
- JDC’s responsibilities by Immigration rep –
- Restraint Training
-Developing Data
-Pandemic effects
-JMIS data entry training
Sue Korpai initiated a Discussion about emergency plans for juvenile detention facilities,
particularly policy and procedure for circumstances that might warrant facility
evacuations and relocation plans for the juvenile detention population. Discussion also
focused on the need for facilities to share information and garner what they can from
other facilities in the nation that have already developed and implemented specific
working plans.
There was brief discussion about the issues that facilities have encountered associated
with having those juveniles in custody who are over seventeen, but still being processed
through juvenile courts.
The next Committee meeting is scheduled for December 13, 2007 from 10:00AM until
2:00PM. Mark Bronke agreed to look into the possibility of hosting the meeting, and an
announcement will be sent out once a final determination is made as to where the
meeting will be held.
A message was conveyed to the committee that the Executive Board has requested that
CMO’s and managers encourage their staff to be involved in IPCSA committees.
Connie again offered that Jennifer Jarvis, one of her assistants in Champaign is willing to
write articles for the newsletter if committee members provide information about what
they are doing in their counties or other newsworthy information.
Committee members commented that their staff who had attended Dr. Gene Griffin’s
workshops on Mental Health, Trauma and Suicide Prevention in Juvenile Detention in
September had acquired a great deal of helpful information and enjoyed the
presentations.
There was discussion about how best to keep the committee informed about legislative
updates. Peg offered to ask Mary Reynolds to provide the committee with either a
written update as to legislative matters relating to juvenile justice or to present at
committee meetings when possible regarding legislation.
Mark Bronke shared with the group about medical aid cards and issues he’s faced of late
associated with DHS cancelling coverage on detained juveniles. Mark offered to e-mail
Connie or Sue the information he has regarding the medical aid card issue.
Peg Robertson informed the group about upcoming AOIC training that includes a CMO
Symposium scheduled for November 14, 2007 and November 15, 2007 at Oakbrook.
Detention Basic is scheduled for November 5, 2007 through November 9, 2007 in
Springfield. There will be an additional Detention Basic held in Kane County May 12,
2008 through May 16, 2008.
