STANDARD OPERATION PROCEDURE DATE
No ____ STAFF DUTY NCO INSTRUCTIONS
1. PURPOSE: To establish the standard operating procedure (SOP) for performing staff duty
within the ____ Ordnance Company.
2. APPLICABILITY: This SOP applies to all soldiers that are assigned to the ____ Ordnance
3. REFERENCES: N/A
a. The Commander/1SG are responsible for briefing the Staff Duty NCO (SDNCO) and
Staff Duty Officer (SDO). The briefings will be conducted on weekdays at 0900 hours. During
weekends and holidays the briefing will be conducted immediately following the 1630 hours
formation on Friday. All soldiers having duty during the weekend or holiday will attend this
b. The SDNCO is responsible for:
(1). Security checks of the billet and company area
(3). Signing for and maintaining Staff Duty keys
(4). Maintaining an accurate Daily Journal (DA Form 1594)
(5). Ensuring proper use of military phones
(6). Monitoring Extra Duty personnel
(7). Notifying the SDO of any problems or emergencies
(8). Receiving Red Cross messages
(9). Maintaining Communications with Battalion SDNCO
(10). Signing soldiers in and out on leave
(11). Maintaining the SDNCO book in a neat and orderly manner
c. The SDO is responsible for:
(1). Conducting a check of the company area once prior to midnight and once
(2). Ensuring that the SDNCO is able to contact you by phone.
(3). Conducting a security check of the motor pool
A. Commanders Guidance:
As the SDNCO you are my designated representative during your tour of duty. I
expect you to strictly enforce the policies and procedures of this command. You will conduct
yourself in a professional manner and make spot corrections as necessary. Do not tolerate
insubordination, disrespect, or soldiers that fail to obey your instructions. You are to ensure that
all emergencies or incidents are reported to myself or the 1SG within 1 hour of receipt. You will
read and become thoroughly familiar with the policies and instructions contained in the SDNCO
instruction book. Failure to perform your duties or enforce the policies and procedures of this
command is punishable under the UCMJ. If you have any suggestions on how to improve the
staff duty procedures bring them to the attention of myself or the 1SG.
B. Assumption of Duties:
(1). Upon assuming duties you will receive your briefing from the 1SG at 0900
hours on weekdays and on Friday at 1630 hours if you have duty on weekends or holidays.
(2). Read and become thoroughly familiar with your staff duty instructions.
(3). Account for all keys
(4). Maintain an accurate daily journal. Ensure that all phone calls of a military
nature, problems, emergencies, and messages are logged in the daily journal. If in doubt make
(5). If there is a problem do not hesitate to contact the SDO, 1SG, XO, or myself.
(6). Your tour of duty will be from 0800- 0800 hours daily.
(7). The uniform for duty is the BDU uniform
(8). Under no circumstance are the SDNCO or SD runner authorized to leave Ray
Barracks for any reason.
(9). You will make two commo checks prior to midnight and two after midnight
with the battalion SDNCO.
(10). You will lock and unlock the motor pool gate as required by mission. Under
no circumstances will you sign out the key.
(11). All RED CROSS messages will be completely logged in the daily journal
and myself or the 1SG will be immediately notified.
(12). Myself or the 1SG will be notified by the SDO within 1 hour of receipt of
any emergencies or problems that cannot be immediately resolved. The SDO is responsible for
contacting myself or the 1SG. If you cannot reach the SDO you will immediately contact the
1SG or myself.
(13). If you have questions concerning problems or situations not covered in your
instructions do not hesitate to contact the SDO for guidance.
(14). There is absolutely no sleeping on duty. The television in the staff duty
office may be turned on after the close of the duty day.
C. Security Checks:
(1). The SDNCO will conduct an hourly check of the billet area. This check will
consist of checking all common areas to ensure that cleanliness is maintained and ensure that no
vandalism or abuse has taken place. Ensure that each telephones on each floor are operational.
Pay particular attention to loud music, excessive partying and any other blatant disregard for the
billet SOP. It is your responsibility to enforce the billet SOP. Do not use your authority to harass
soldiers in the billet. Your rule of thumb will be to ensure that good order and discipline are
(2). Write down the license plate of any car within the parking lots immediately
adjacent to the billet and company area that are on blocks, missing parts, or appear to have been
(3). During your billet check of the common areas ensure that you make a
physical check of the arms room. If a problem occurs with the alarm system during your tour of
duty you will post the SD runner outside the door to the arms as a guard and immediately notify
the commander/1SG for additional instructions.
(4). You will also check to ensure that the kitchens are clean and properly
(5). The Staff Duty Officer will conduct a security check of the motor pool.
Ensure that all unsecured vehicles are annotated in the daily journal and that the platoon sergeant
is notified to correct the problem immediately. All other deficiencies will be logged and reported
to the 1SG. During your check you will ensure that the following items are checked:
a. Ensure that all BII is secured
b. Ensure that all vehicles are secured
c. Ensure that no trash is in or around vehicles
d. Ensure that all truck and trailer beds are empty of trash, debris, and
e. Ensure that all vehicles are chocked and have a drip pan
f. Ensure that all vehicles are on line and dressed right
g. Ensure that all vehicles are clean to include windows
h. Ensure that all bumper # are IAW 3COSCOM policy
i. Ensure that all maintenance bays are locked
j. Ensure that the scrap metal and wood bins are neat and orderly.
k. Ensure that the motor pool is swept and free of trash and debris
l. Ensure that all connexes and cages are locked
m. Ensure that all oil and pol spills are cleaned up immediately
n. Ensure that vehicles do not have flat tires
(1). All soldiers must fill out a request for overnight guest. The request must be
completely filled out.
(2). All guest must be at least 18 years old or accompanied by a parent or legal
guardian. If you have a doubt concerning the age of a guest you will request identification to
(3). Soldiers are responsible for the conduct of their guest. If the soldier has a
room mate the room mate must approve of the over night guest by signing the request form.
E. Military Courtesy:
(1). When the commander enters the building for the first time of the day and
leaves the building at the end of the day, the soldier observing this will call the company to
(2). When the 1SG enters the building at the beginning of the duty and leaves at
the end of the duty day. The soldier observing this will call the company to at ease.
(3). The phones will be answered in the following manner: ____ Ordnance
Company Staff Duty. Sergeant ______ speaking, this line is unsecured. May I help you.
(4). Soldiers will not use the staff duty phone as a personnel phone. All
personnel calls will be limited to no more than 3 minutes.
F. Daily Journal:
(1). The daily journal is a record of events and actions during your tour of duty. It
is extremely important that you ensure that this log is as accurate as possible. You will ensure
that the log is neat and accurate. You will avoid using the word logged in the action taken block.
In this block will note the actions you have taken.
(2). Ensure that all phone calls of a military nature, problems, request for
assistance, and messages are logged in the daily journal. If you have a doubt log the entry.
G. Sick Call:
(1). The SDNCO is responsible for logging in all sick calls and calling the TMC
for sick call appointments.
(2). Sick call hours are from: 0600-0615 hours daily.
(3). Soldiers arriving late (other than emergencies) for sick call will be directed to
(4). At 0620 hours the SDNCO will call the TMC and make appointments for all
soldiers that require sickcall. The SDNCO will ensure that all information is on sick slip and that
the soldiers are logged in the sickcall book and the daily journal. Soldiers will pick up sick slip
form the SDNCO and report back to the training office after completion of sick call.
H. Extra Duty Personnel:
(1). The 1SG will provide you with the names of soldiers on extra duty. The
daily duties and procedures for extra duty personnel are listed in the extra duty SOP. If extra
duty is given special instructions or no soldiers are on extra duty SD and runner are responsible
for cleaning the areas to standard.
(2). The SDNCO will inspect all details and areas assigned to extra duty
personnel. If the areas do not meet the standard upon inspect by the 1SG the SDNCO will be
responsible for bringing the areas up to standard.
(3). Personnel on extra duty will be allowed to eat chow from 1100-1200 hours
on weekends and holidays.
(4). SDNCO are charged with ensuring that extra duty personnel execute their
duties in an aggressive and professional manner. No malinger or conversation with other soldiers
is permitted. Soldiers will be afforded a 10 minute break every hour. It will begin exactly 10
minutes prior to the hour and end exactly on the hour. All breaks will be taken in front of the
orderly room. No exceptions.
I. Tracing Malicious, Bomb Threats:
(1). If you receive a malicious phone call or threat immediately initiate the
a. while the caller is still talking press the switch hook down firmly once,
then release, you will hear a dial tone, the caller will not
b. dial 12
c. Keep talking or listening. IMPORTANT: DO NOT HANG UP before the
caller hangs up. Fill out bomb threat report form as you listen.
(2) If caller hangs up before you can act:
a. press switch immediately, get dial tone, dial 112 (this must be within 3 seconds
of caller hanging up.
b. report to military police
(3) If the above procedures are followed, the ETS equipment will LOCK ON to the
incoming call when the switch hook is depressed and the number 12 is dialed. When both
phones are hung up the ETS equipment will print out the number of the caller's phone at the local
military dial central office. Location action from that point will be taken by the military police.
Dial 114 and report malicious call to military police.
(4). Upon notification of a bomb threat take the following action:
a. Individual receiving the bomb threat will immediately notify the responsible
CEOC (Hanau XXX-XXXX, or emergency line 114) and provide as much information as
b. Evacuation: after a credibility assessment is made, evacuate the threatened
building. SDNCO will ensure that the evacuation is conducted in an orderly manner.
c. Searches: Conduct searches under the direction of the person designated
responsible for the building or the senior person present. A complete search includes a visual
search of rooms and storage spaces noting any suspicious items.
d. Removal and Disposition of Suspected Explosive Devices: Upon discovery of
a suspected device, immediately notify the military police. Do not attempt to move or tamper
with the device.
(1). At the close of the duty day the PAC NCOIC will provide you with all the
leave forms and paperwork required to sign soldiers in and out on leave.
(2). Platoon sergeants and above are authorized to sign in and out by phone. All
other soldiers will be required to physically sign in and out on leave.
(3). Ensure that these entries are made in the log.
(4). Return all leave forms and associated paperwork to the PAC NCOIC at the
start of the duty day.
