Process
Introduction
Requirement for a Joint Strategic Needs Assessment (JSNA) was created in 2007 in the
Local Government and Public Involvement in Health Act. The JSNA provides
information which can be used to plan, develop, & deliver health and wellbeing services
for the next 3-5 years.
Sefton Council, NHS Sefton and Sefton Council for Voluntary Services (CVS) have
worked together on this second JSNA for Sefton. The content of the JSNA was
developed by:
reviewing progress against the priorities in the first JSNA
considering the feedback from engagement with the public and professionals on the
first JSNA
appraising the findings from over thirty-five needs assessments and key documents
about Sefton
identifying the issues from consultations and engagements in Sefton on specific
topics
Planning Stage
To initiate planning for the Joint Strategic Needs Assessment 2010, a meeting was held
in March 2009 between the Director of Public Health, Strategic Director of Social Care
and Wellbeing, Director of Sefton Equalities Partnership, and a Consultant in Public
Health. The initial steps agreed were to collate information on:
1. How the 2008 JSNA had been used by NHS Sefton, Sefton Council, Sefton CVS and
others
2. Feedback on issues raised during the engagement process
3. Feedback from the 2008 JSNA highlighting areas for further work which would be
included as priority areas:
o Mental Health
o Sexual Health
o Drugs services
o Alcohol services
o Preventative services
o Well-being
4. Other planned health needs assessments or updates:
o pharmaceutical
o oral health
o prisons
o pain management
o long term conditions
o diabetes (North Mersey footprint)
o dementia
A further meeting was held on 26th November 2009 with members of the Public Health
Intelligence team. Next steps agreed were to reinstate a steering group to build on the

core planning group and to include representation from Children’s Services, Third sector,
NHS, Strategy and Service development, and the Assistant Chief Executive.
Steering Group
The steering group were to be accountable for the JSNA, decide on priority topics, and
manage production through quarterly meetings.
Document review
During January / February 2010, a small team from the Senior Public Health team and
Public Health Intelligence reviewed all relevant needs assessments and key documents
about Sefton. For each document, a summary of information was recorded on a
template.
Workshop
On 11th February 2010, a workshop was held for the steering group to review the
summary documents, and extract key messages from each.
Writing Process
The JSNA was authored by a writing group consisting of the Assistant Chief Executive,
Consultant in Public Health, and a Specialty Registrar in Public Health. The themes for
the JSNA were decided as Our People and Our Places to fit in with the themes of the
forthcoming Sefton Sustainable Community Strategy. Key messages extracted during
the workshop from over thirty-five needs assessments and documents were reviewed,
collated and mapped against these themes.
The structure of the JSNA was developed so that each section included information on
What we know (Data highlighting current issues)
What we have achieved since the last JSNA (examples)
What further work needs to be done
To further build on content, material from the draft JSNA was periodically circulated to
key contacts identified by the Steering Group for review, and to request further
information relating to specific sections as below:
April 2010: to seek information on actions that have occurred since the last JSNA in
2008
May 2010: to request review of draft to ensure inclusion of all relevant information on
priorities, needs, and outcomes, and also to strengthen the story around partnership
work and current key issues.
September 2010: to seek further information on outcomes of achievements relating
to various topics
Developing Our Priorities
The needs throughout the document were grouped into sixteen categories. There were
two focuses: priority subjects and processes. The priority subjects became the themes
within the Our Priorities section and the processes were translated into what actions are
required concerning services to improve the health of the people of Sefton.

Process
Final document and Publication
The JSNA is written on behalf of the Joint Director of Public Health, Director of Health
and Wellbeing, and the Children’s Trust Director. It is designed as a public facing
document. Supporting data are available in separate documents. The JSNA will be
presented for information to the following groups Executive Team, Clinical Executive
Team, Non-Executive Directors, Council Health and Social Care Cabinet. The final
version of the JSNA was published following the PCT Board in November 2009 and is
available to Sefton residents via ---.
