                                Scholarships 2012-13

   The Open Society Foundations and the University of Essex invite applications for the
   above scholarships at the Centre for Human Rights. Applicants will be expected to be
   both nationals of and resident in Tajikistan. The following taught postgraduate
   programs are available:
                MSc International Strategy and Economics
                MLitt Middle East and Central Asian Security Studies
                MLitt Peace and Conflict Studies
                MSc Sustainable Development
       Applicants should have outstanding academic qualifications and good
          English.
       Each scholarship provides one year’s tuition fees at the University of St
          Andrews, a stipend to cover living costs (for one person only), and return air
          travel from the scholar’s home country.
       On completion of the scholarship scholars are expected to return to their
          home country to resume their studies or work there.

                2.   SCHOLARSHIPS FOR MASTERS DEGREES IN HUMAN RIGHTS 2012-2013

 The Open Society Foundation and the University of Essex invite applications for the above scholarships at the
 Centre for Human Rights. The scholarships will enable suitably qualified students to pursue the following taught
 postgraduate programmes within the Human Rights Centre at the University of Essex:

 MA in the Theory and Practice of Human Rights
 MA in Human Rights and Cultural Diversity
 LLM in International Human Rights Law
 LLM in International Human Rights and Humanitarian Law

 Applicants will be expected to be both nationals of and resident in Tajikistan. Each award will provide for payment
 of academic tuition fees, examination fees, a monthly stipend for living expenses sufficient for a single student, and
 other agreed allowances including one return economy airfare. On completion of the scholarship, scholars are
 expected to return to their home country to resume their studies or work there.

 Eligibility:
     will normally be expected to be both nationals of and resident in Tajikistan; applicants who are temporarily out
 of the
       country (for a total period of less than three consecutive months) may be treated as being resident;
     display intellectual ability and leadership potential;
     already hold (or expect to hold by the time of taking up the award) a relevant first degree of an equivalent
 standard to a
       good UK second-class Honours degree;
     have passed an IELTS test at an appropriate level (this must be at least 7.0 overall with no individual band
 less than
       6.5) at the time of taking up the award;
      previous relevant practical experience will be considered;
      return to their home country at the end of their scholarship period to continue their studies / work there.

                            Deadline of the application form is January 16, 2012 till 16:00.

1. Title: Programme Officer
Organization: CARHAP in Tajikistan

Location: Dushanbe, with travel within Tajikistan and Central Asia region a1
Reports to: National Coordinator and Regional Programme Director (RPD)

Central Asia Regional HIV/AIDS Programme (CARHAP) funded by UKaid from the Department for
International Development (DFID) is targeting at the most vulnerable populations while also contributing
at scale-up and strengthening of quality harm reduction programmes.

CARHAP in Tajikistan contributes to national efforts on preventing transmission of HIV among the most
at-risk populations, in particular injecting drug users, sex workers and men having sex with men.
Programme interventions include support for direct provision of harm reduction and HIV prevention
services, capacity building of local AIDS-service organizations, improving monitoring and evaluation of
harm reduction and HIV prevention activities at project and national level as well as facilitating
establishment of political environment favourable for harm reduction.

Position Objective:

Provide programmatic technical assistance and support to CARHAP programme in Tajikistan.

Responsibilities:

      Assist to the National Coordinator in overall management and coordination of the planning and
       implementation of Programme Outputs 1, 2, 3 and 4 including drawing up costed work plans and
       budgets, monitoring and reporting against the Log frame and Programme indicators.
      Participate in design, preparation, implementation and evaluation of capacity building activities to
       enhance CARHAP partners’ skills and knowledge on HIV prevention and harm reduction;
      Coach and mentor staff in local Harm Reduction Service Organisations (HRSOs) in order to
       increase coverage and quality of services via regular field visits to CARHAP partner HRSOs and
       online, provide recommendations and follow up on previously raised issues;
      Assist Tajik CARHAP team in overseeing and coordinating work of external consultants, and
       follow-up implementation of consultants’ recommendations;
      Draft regular programme reports;
      Take part in monitoring and evaluation of CARHAP activities including operation of MIS
       database in collaboration with CARHAP M&E Coordinator;
      Take active part in analysis and documentation of the lessons learned as well as in the
       implementation of the CARHAP knowledge management strategy;
      Keep up to date with best practice within HIV prevention and harm reduction areas;
      Any other tasks as reasonably requested by the RPD in order to fulfil the work plan in Tajikistan
       and to assist the Tajik CARHAP team.

Qualification requirements:

      University degree in public health, social sciences or other related fields;
      Minimum two years of experience in public health programmes, preferably in HIV prevention
       area;

      Good analytical and drafting skills;
      Computer skills (MS Office);
      Ability to learn quickly;
      Working knowledge of English, Russian and Tajik.

POSITION: Communications and Administration Assistant

The USAID Productive Agriculture Project is a five-year value chain project, implemented by
ACDI/VOCA and IFDC, designed to enhance investment and income in the commercial agriculture

sector. The project has three major components: 1-To intensify farm productivity to increase both yield
and income of farms 2- To increase access to financial services to meet farm demand for production
credit as well as the working capital, equipment, and infrastructure financing needed by agribusiness
and 3- To strengthen private sector capacity to market improved agricultural products.

POSITION SUMMARY: The Communications and Administration Assistant will be responsible for
translating spoken and written English/Tajik/Russian, implementing basic communications
responsibilities, and supporting the management of day-to-day finance and administrative activities.

QUALIFICATIONS AND EXPERIENCE REQUIRED

The Project seeks a highly motivated individual with the desire to contribute to a fast-paced professional
environment. The candidate must be able to manage multiple tasks, have excellent attention to detail,
and be a team player.
Requirements

   1. Minimum of a Bachelors degree
   2. Minimum of 2 years experience working in a professional environment, particularly in
      translation/communication/finance areas. Experience with an international organization a plus. A
      masters degree can be substituted for professional experience.
   3. Excellent oral and written communication skills.
   4. Skills in multi media presentation, including photos, videos, etc. or a strong interest in developing
      those skills.
   5. Highly organized and detail oriented.
   6. Willingness to travel to the field on a regular basis.
   7. Fluency in oral and written English/Tajik/Russian a must.
   8. Experience managing administrative processes, such as travel coordination.
   9. Experience in basic finance support a plus.

Additional beneficial experience

   1.   Experience with translation in the agriculture sector
   2.   USAID experience
   3.   Masters degree in a relevant subject
   4.   Additional certification/training
