                TRANSACTION ADVISORY SERVICES FOR THE
        DEVELOPMENT OF PUBLIC POST OFFICE IN THE STATE OF KUWAIT

The Partnerships Technical Bureau (PTB), in corporation with the Ministry of Communication
MOC has decided to procure the transaction advisory services for the Development of Public
Post Office in the State of Kuwait, in terms of the public private partnership (PPP) law (law no
7 of 2008).

The PTB invites the interested transaction advisory firms to participate in the Qualification
process. The Transaction Advisor shall consist of such consortia. The consortium shall cover all
required aspects including Financial, Technical, Environmental and Legal.

Qualifications required from the Transaction Advisor include, at a minimum:

    -    Experience in similar relevant transaction in advising on Public Post Office facilities
         and Services transaction Structuring and procurement in the past 5 years.
    -    Experience in PPPs or similar relevant transactions in the past 5 years.
    -   Experience in projects finance transactions in the past 5 years preferably in MENA
        Region.
    -   Experience in the technical issues including planning, designing, cost effective
        structuring.

    -   Procurement and implementation of Public Post Office facilities and Services projects
        in the past 5 years.
    -   Experience in environmental impact assessment for Public Post Office facilities and
        Services or similar projects in the past 5 years.
    -   Experience in legal issues especially in Public Post Office facilities and services or
        similar projects and contractual framework in the past0 5 years.

The interested transaction advisor must prove his ability to meet the above qualifications by
proving the necessary information as follows:

    In addition, the potential transaction advisors shall provide the following information to
    accept their qualification:

The Partnerships Technical Bureau (PTB), in corporation with the Ministry of Communication
MOC has decided to procure the transaction advisory services for the Development of
Communication Network and telecommunication Services for the Ministry of Communication,
in terms of the public private partnership (PPP) law (law no 7 of 2008).

The PTB invites the interested transaction advisory firms to participate in the Qualification
process. The Transaction Advisor shall consist of such consortia. The consortium shall cover all
required aspects including Financial, Technical, Environmental and Legal.

Qualifications required from the Transaction Advisor include, at a minimum:

    -   Experience in similar relevant transaction in advising on Communication Network and
        telecommunication Services transaction Structuring and procurement in the past 5
        years.
    -   Experience in PPPs or similar relevant transactions in the past 5 years.
    -   Experience in projects finance transactions in the past 5 years preferably in MENA
        Region.
    -   Experience in the technical issues including planning, designing, cost effective
        structuring.
    -   Procurement and implementation of Communication Network and telecommunication
        Services projects in the past 5 years.
    -   Experience in environmental impact assessment for Communication Network and
        telecommunication Services or similar projects, and contractual framework in the the
        past 5 years.

Submittals:

The interested transaction advisor must prove his ability to meet the above qualifications by
proving the necessary information as follows:

    -   The document for the Request for Qualification (RFQ) can be downloaded from
        www.ptb.gov.kw under Guidance Section. All required information should be duly
        completed as instructed in the RFQ document.
    In addition, the potential transaction advisors shall provide the following information to
    accept their qualification:

    -   Company / companies organizational chart.
    -   Companies broachers comprising information about the firm such as no. of employees
        and portfolio for similar projects.
