      Delhi Police has got 15 Police Medals i.e. one Police Medal for
Gallantry, 2 President’s Police Medal for Distinguished Service and 12
Police Medal for Meritorious Service on the eve of Independence Day-2010.
Shri Sanjeev Kumar Yadav, ACP has been awarded Police Medal for
Gallantry while Shri P.N. Aggrawal, Spl. CP/Crime and Special Cell and
Inspector Raja Ram have been adjudged with President’s Police Medal for
Distinguished Service. DCP Rupinder Kumar, ACP Baljit Singh Bamel,
Inspector Rajiv Bhatnagar, W/SI Roslin Punam Minz and Constable
Surender Singh are among those who have been bestowed Police Medal
for Meritorious Service. Details of awardees are as follows:-

                     On 06.03.2006, Sh. Sanjeev Kumar Yadav, the then
                     ACP/ Special Cell, now ACP/Mehrauli led the Special
                     Cell team which cordoned Sagar Apartment and Vally
                     View Apartment, Gurgaon, Haryana to nab a notorious
                     and most desperate interstate gangster Hemant @ Sonu
                     as information was received that Hemant @ Sonu along
                     with his other dreaded associates is hiding in a flat,
                     wanted in more than 40 heinous cases in Delhi, Haryana
and UP. Hemant @ Sonu had become a challenge for Delhi Police,
particularly after broad day light double murder of an Advocate and his wife
in Bahdurgarh Haryana, a serving constable of Delhi Police in Uttam Nagar
Delhi, double murder at Najafgarh Delhi in a gym and sensational murder at
Distt. Courts Complex, Gurgaon. He was bent upon committing some more
killings of his rivals and witnesses against him, when he was zeroed in
above Apartments at Gurgaon. Hideout was identified and he challenged
them to surrender before police. They paid no heed to the lawful directions
and opened fire on the police team after hostaging a family consisting
husband-wife and two kids. A fierce encounter ensued for 7 hours and
ultimately, Hemant @ Sonu along with his equally dreaded associate
Jaswant @ Sonu and Jaiprakash @ J.P were neutralized. The hostage family
was rescued safely from the flat situated at 5th floor of Sagar apartment.
Hemant @ Sonu carried a reward of Rs.50,000/- declared by Delhi Police.
                   SHRI P. N. AGGARWAL

                   He is an IPS officer of 1981 batch and presently
                   posted as Spl. CP/Spl.Cell & Crime. He worked as a
                   Scientist at Bhabha Atomic Research Centre,
                   Bombay before joining the police service.           He
                   remained      posted      as     DCP/Central     Distt,
                   SP/Lakshadweep, DIG (CISF), Joint Commissioner
                   of Police, Anti Corruption Branch, Joint CP/Trg.
                   Joint CP/ Spl Cell. While posted as DCP/Central
Distt., in Delhi he displayed excellent skill in handling law and order to
the extent that his team succeeded in dispersing a violent crowd of
more then one lakh strong Anti Dunkel Rally at Raj Ghat without
firing a single bullet. Shri P.N. Aggarwal also handled the communal
backlash erupted in the Jama Masjid area after the demolition of Babri
Masjid without a single causality either from the public side or from the
police side. While posted as Joint Commissioner of Police, Anti
Corruption Branch in the Govt. of Delhi, he was instrumental in earthing
Excise Duty Evasion Racket on the import of liquor in Delhi resulting
into loss of massive revenue to the State. He showed lot of interest and
initiative while working as Joint CP/Spl. Cell. He started a 24x7
Special Cell Control Room, raised a small Special Weapons equipped
with more appropriate equipments. Under his leadership Spl. Cell has
arrested 24 terrorists/insurgents/left wing extremists, 24 drug
traffickers, 24 robbers/Dacoits, 68 Gangsters etc. in just 15 months of
his tenure over a year. Shri P.N. Agrawal has also been awarded
Police Medal for Meritorious Service in 1998.

                  SHRI RAJA RAM
                    He is presently posted as SHO Jama Masjid/ Central
                   Distt. He joined Delhi Police in 1979 as Sub-Inspector
                   (Exe.). He has worked in Security and Spl. Cell units.
                   He was promoted Out of turn for arresting 79 PO's
                   within a sort span of 8 months which was record in the
                   history of Delhi Police department. Police station
                   Shahdara and Jama Masjid were adjudged best police
station award during his tenure as SHO of respective police stations. He has
earned 366 Commendation with cashreward of Rs. 1,71,52/- and
Asadharan Karya Puruskar in the year 1994. He was awarded “Police
Medal for Meritorious Service” in 1998.
                    SHRI RUPINDER KUMAR

                   He is presently posted as DCP/Traffic, Central Range.
                   He was enlisted as ACP (DANIPS) in 1986 batch. He
                   remained posted as AFRRO, District HQs twice, SDPO
                   twice, Licensing Branch, PCR, Addl. DCP/North-East
                   Distt., DCP/Traffic/SR and DCP/Traffic/Central Range.
                   He also remained on deputation to Punjab Police from
1992 to 1996 and worked in various capacities including SP/HQ in Batla
Distt. His work was appreciated by the Commissioner of Police and
DGP/Punjab Police. He earned 6 appreciations during his entire service.

                  SHRI BALJIT SINGH BAMEL

                   He is presently posted as ACP/Land & Building ell, PHQ.
                   He was enlisted as ASI (Ministrial) in B.S.F. in 1973. He
                   was selected as SI (Steno) in BSF on 5-1-76. He joined
                   Delhi Police on deputation and subsequently absorbed
                   permanently in March 1988. On promotion to the rank of
                   Assistant Commissioner of Police he was entrusted with
the sensitive appointment of ACP (Confidential)/PHQ. He performed his
duties efficiently with impartiality alacrity duly appreciated by the senior
officers including the then Commissioner of Police, Delhi. He earned 324
commendations with cash reward of Rs. 82, 445/- and two appreciations
from CP/Delhi.

                   SHRI JAGMINDER SINGH

                  He is presently posted as ACP Ist Bn. DAP. He is an
                  outstanding wrestler and had won medals in National
                  and International championships. Arjun award was for
                  the year 1980-81 also awarded to him. He was enlisted
                  as Sub-Inspector (Exe) in Delhi Police in 1976. He
                  remained posted in various DAP Bns. He is presently
attached with C.W.G.-2010 AS Chief Coach of Indian wrestling team. He
earned 83 commendations with cash reward of Rs. 30,920/- .
                    SHRI HARI SHINGH BISHT

                    He is presently posted as ACP DE Cell. He was
                    enlisted as HC(Min.) in 1974 and later selected as
                    Sub-Inspector (Exe) in 1980. In May 1988 he
                    accompanied the then L.G./Delhi during a serious fire in
                    13 storey Ansal Bhawan, and processed demand of the
trapped victims to the L.G. had called Air Force Helocopter “Chopper” for
rescuing about 250 victims trapped on roof top. While posted in FRRO he
detected 26 cases of cheating & Passport forgeries and also recovered 9.320
Kg. smack (Heroin). He earned 165 commendations with cash reward of Rs.
44,965/- and 6 appreciations during his entire service.


                   He is presently posted as ACP Parliament Street. He was
                   enlisted as Sub-Inspector (Exe) in Delhi Police in 1975.
                   He has served in various Distt./units of Delhi Police. He
                   remained on deputation to Union Terrtory Chandigarh in
                   the year 1984. He was posted as SHO/Parliament Street,
                   Trilok Puri, Mandawali, Kamla Market also. While he
                   was posted as SH/Kamla Market he rescued around 350
minor girls from different Kothas and sent to Home state for reintegration in
the society. He earned 128 commendations with cash reward of Rs. 48,125/-
during his entire service.

                  SHRI RAJ KUMAR SINGH

                 He is presently posted as Inspr./Special Cell (Now
                 promoted to the rank of ACP). He was enlisted as Sub-
                 Inspector (Exe) in Delhi Police in 1978. During his
                 service he has served in various Distt./Units of Delhi
                 Police. His work against interstate gangsters, kidnappers
and mafia dons, murderers and robbers was highly appreciable. He played a
pivotal role in nabbing a Pakistani spy (Md. Muzaffar Ali) and a
Bangladeshi national (working as agent). He also played a important role in
arresting eight dreaded terrorist of Babbar Khalsa International and
recovered huge consignment of arms and ammunition. He earned 125
commendations with cash reward of RS. 1,45,413/- during his entire service.

                   SHRI RAJIV BHATNAGAR

                    He is presently posted as Inspector DE Cell. He was
                    enlisted as Sub-Inspector in Delhi Police in 1979.
                    During his service he remained posted in various
                    distt./units of Delhi Police. While posted in Special
                    Branch he was attached with Political section and Lok
                    Sabha Election Section. He effectively supervised the
                    working of BDS and Dog Squad during posting in
Crime Branch. He earned 194 commendations with cash Reward of Rs.
41,380/- during his entire service.

                   SHRI LAXMI NARAYAN MISHRA

                    He is presently posted in Traffic Unit. H was enlisted as
                    Sub-Inspector (Exe) in Delhi Police in 1979. During his
                    service he remained posted in various Distt./units of
                    Delhi Police. While posted in the Security Unit and
                    South Distt. he was associated with Romesh Sharma
case. He was posted in Crime Branch he helped in investigation of match
fixing and terrorist related cases. He also worked in POTA Review
Committee where he prepared brief for hearing by the POTA Review
Committee Bench headed by a retired Chief Justice of High ourt with two
members. He earned 261 commendations with cash reward of Rs 75,000/-
during his entire service.

                     SI NARSI DASS

                   He is presently posted in Security unit. He was
                   enlisted as Constable (Exe) in Delhi Police in 1969.
                   During his service he remained posted in various
                   Distt./Units of Delhi Police. While posted in 1st Bn.
                   DAP he performed duties in Parliament House, Boat
                   Club, Bangla Sahab Gurudwara. He earned 57
commendations with cash reward of Rs. 2,640/- and one appreciation during
his service.
                  SUB-INSPECOR KISHORI LAL

                  He is presently posted in PTC. He was enlisted as
                  Constable (Exe)in 1971. During his service he remained
                  posted in various Distt./Units. Through out his carrier he
                  has been performing his duties with a missionary zeal and
                  maintained excellent conduct.          He earned 49
                  commendations with cash reward of Rs. 2,445/- during his
entire service.


                   She is presently posted in PS/CWC, Nanak Pura. She
                   was enlisted as ASI(Exe) in the year of 1985. Through
                   out her carrier she has been performing his duties with a
                   missionary zeal and maintained excellent conduct. She
                   always volunteered to accept additional responsibility,
                   For her dedication to duty conscientiousness, hard work
                   and good performance. She earned 17 commendations
with cash reward of Rs. 1755/- during her entire service.

                     Ct. SURENDER SINGH

                     He is presently posted in West District. He was enlisted
                     as Constable (Exe)in 1986. During his service he
                     remained posted in various Distt./Units. He has earned
                     118 commendations with cash reward of Rs. 26885/-
                     during his entire service.
                                SPECIAL CELL
                              DATED 14.08.2010

      A team of Special Cell NDR/Lodhi Colony, led by Inspector S.K.Giri under
the supervision of Sh.Bhisham Singh, ACP/NDR has apprehended two operatives
of the banned KYKL (Kanglei Yawol Kanna Lup) MDF namely Longiam @
Mamocha @ Deepak@ Langonba of Imphal(East) Dist, Manipur, a self styled
project officer and Sapam Samananda Singh @ Pitru of Bishnupur Dist,
Manipur, a self styled deputy Project Officer along with two cadres namely
Maibam Radheshyam @ Foren@ Borish of Imphal East Dist, Manipur, a self
styled 2nd Lieutenant and SagolshemSamananda @ Mahesh, ThobalDist,
Manipur of PREPAK (People’s Revolutionary Party of Kangleipak), both of
them are working in project section of the banned organization. They have
been apprehended in a joint operation with Thoubal district police commando of
Manipur police and 16 Maratha LI under Red Shield Division.

       A secret input was received that one Anand, a Self Styled public relation
officer of banned terrorist outfit Kanglei Yawol Kann Lup, (KYKL) MDF
contacted the Chief Engineer and Superintending Engineer of District Imphal
West and demanded Rs. 3 lakhs. This information was developed and a case
FIR No. 38/10, under appropriate sections of law was registered and
investigation was taken up. It was learnt that the above mentioned cadres of
banned outfits were indulging in giving threatening calls and demanding money
from different people based in Manipur. The calls were followed up by shoot outs
and bomb explosions in the premises of the peoples denying their extortion
demands. It has also been revealed that the house of a Minister of Manipur had
been attacked with hand grenade in recent past, in Imphal East district. Besides
attacks on various persons who refused to comply with their extortion demands
have also been launched on their behest. On information that the terrorists are
residing in Delhi, sources were deployed to apprehend them.

      On 11.8.2010 at about 1.00 AM, on the basis of an input the above
mentioned four cadres of banned outfits KYKL (MDF) and PREPAK were arrested
from Sukhchain Singh Mehta Chowk, Shivaji Enclave, near CNG Petrol Pump in
West Delhi.

       During interrogation they revealed that they were working for KYKL (MDF)
and on the directions of their senior leaders, they have made several calls
demanding money from various Govt departments, Govt officials and
businessmen of Manipur. Among the prominent persons in this list is a Minister in
Manipur Assembly and a prominent doctor. One Smt. Nongthombam Indira Devi
(45) yrs of Imphal East District was also killed by their cadres on their direction.
They also revealed that in the year 2004 December they ambushed a Commando
Unit in Manipur in which SI Jiauddin and four Commandos of Manipur police
were killed and their weapons snatched.Their interrogation further revealed that
on their directions the following sensational acts were carried out in Manipur:

1.   On 19/20/7/2010 at about midnight, armed youths hurled one hand grenade
     into the courtyard of Dr. Aseimab Mukta Singh (56 years) s/o Hera Chandra
     Singh of Andra Bazar under Yairipok Police Station in Imphal East district.

2.   On 03/08/2010 at about 6 am one hand grenade was thrown in the house of
     Hon’ble Minister of Panchyati Raj & Rural Development & OBC at Kiyamgai
     Awang Leikai in Imphal East District.

3.   On 26/07/2010 at about 2300 hrs four armed youths shot dead one Smt.
     Nongthombam Indira Devi (45) yrs. w/o N. Tomba Singh of Sabungkhok
     Mayai Leikai under Lamlai Police Station in Imphal East District, at her

      Maibam Radheshyam @ Foren disclosed that he is a trained cadre of
banned outfit PREPAK. In 2006 he threw a bomb in the premises of local MLA
Brija Bidhu. He also opened fire after explosion of bomb and was arrested by
Manipur Police. He was also detained under NSA (National Security Act). After
being released from Jail he again started working for PREPAK in their project

     On the input received from their interrogation, two cadres of KYKL(MDF)
 namely LaishramKingsonmeitai@ Bomcha and Sorokhaibam Prem Singh have
 been arrested with arms and ammunition by Thoubal dist police commandos and
 16 Maratha Light Infantry under Red Shield division in Manipur.

     Further, input provided by the arrested militants led to apprehension of one
 Ningthoujam Geetchandra @ Kalu @ Bhim ( aged 22 years) r/o Imphal East,
 Manipur who was arrested near Gate No. 2 Nehru Vihar Delhi. He also revealed
 that he is working for KYKL (MDF) and on the directions of his mentors made
 extortion demands from Govt officials, affluent businessmen other prominent
 people of Manipur. One laptop, a Mobile Phone, 10 Demand Letters of KYKL
 (MDF) has been recovered from his possession.

         Further investigation is in progress.

          With the arrest of (1) Rajesh Kumar Jha, aged 40 years s/o Narender Nath
Jha r/o Kendriya Vihar, Sector-51, Noida, UP and (2) Rahul Kumar, aged 24 years s/o
Harbans Lal r/o Vill. Kondli, Mayur Vihar Phase-III, Delhi, the Special staff of Central
District has busted a racket involved in procuring fake/blank VISAs for European
countries. Two fake blank VISAs of Germany and Schengen (VISA valid for a group
of European countries), some Passports, forged Russian invitation letter, cash Rs. 2.78
lacs and two mobile SIM cards of Russia have been recovered from their possession.

         On 12.08.10, an information was received at Special Staff, Central District
that two persons namely Rajesh Kumar Jha and Rahul Kumar who are actively
involved in Human Trafficking by procuring fake blank VISAs for European countries
would come near Mata Sundari College to deliver a blank fake visa to one Gommi.

         A team consisting of SI Yogendra, SI Rajesh Shah, HC Yadram, HC Brij Pal,
Ct Satbir and Ct Rakesh was constituted under the supervision of Inspr. Satendra
Mohan I/C Special Staff and overall supervision of Sh. N. S. Ghumman,
ACP/Operations, Central District, Delhi.

         Accordingly, a raid was immediately conducted by the police team at the
place of information and at the instance of an informer, one person was apprehended
who was identified subsequently as Rahul Kumar. On his cursory search, a blank fake
schnegen Visa and 3 suspicious passports were recovered from his possession. At the
instance of Rahul, his associate and owner namely Rajesh Kumar Jha was also
apprehended and a fake blank Visa and some Passports were also recovered from his
possession Consequently, a case was registered at PS I.P. Estate under the relevant
provisions of Passport Act and IPC. Further, the office of Rajesh Kumar Jha i.e.
Capital Travels at World Trade Centre was also raided and some passports, two mobile
SIM cards of Russia, Invitation Letters and cash Rs. 2.78 lacs which he had earned
through these deals were also recovered.

         The investigations revealed that duo would facilitate people in procuring fake
blank VISAs for European countries and used to send the people in these countries via
Moscow. They used forge Russian job invitation letters to show the genuineness to
visit a particular country. They also facilitated people by providing them mobile
connection with International Call Facility at Moscow before their departure from
India. Further, they would mostly target people who do not qualify the parameters
required to be fulfilled by the concerned Embassy but were aspiring to get European
Visa. In this whole episode, they used to manage the blank Visa through one Debi for
which they used to charge between Rs. 1 lac to Rs. 5 lacs per customer for procuring
VISA to European countries. It was further revealed that the racket had contacts in
Punjab and other states also.

          Further investigation is in progress to unearth other possible links of the

  1. Two fake Blank VISAs of Germany and Schengen (VISA valid for a group of
     European countries)
  2. Some Passports
  3. Forged Russian invitation letter
  4. Cash Rs. 2.78 lacs
  5. Two mobile SIM card of Russia

(1)     Rajesh Kumar Jha s/o Narender Nath Jha r/o Kendriya Vihar, Sector-51,
Noida, UP is 40 years old who has done MBA and is presently running a Tour & Travel
business at World Trade Centre, Connaught Place, Delhi. In order to earn quick
money, he started this racket alongwith Rahul.

(2)       Rahul Kumar s/o Harbans Lal r/o Village Kondli, Mayur Vihar, Phase-III,
Delhi is 24 years and is a matriculate. He is an employee of Rajesh Kumar Jha and on
the instructions from him, accused Rahul used to deliver blank fake VISAs. He also
used to arrange the customers/aspirants for European VISA.

             With the arrest of Kishan Singh, Bindapur police has
 worked out case of murder in which one blue line conductor was
 murdered in the intervening night of 11/12-08-2010. The facts of the
 case are that in the intervening night of 11-12/08/2010 at about
 01.05AM a PCR call regarding friend is lying in unconscious state in
 the room was received in police station Bindapur. SHO alongwith
 staff rushed to the spot i.e Chanakya Palace part-I where dead body
 of one Rajkumar@Raju@Ganja aged 40 years found on the wooden
 takhat, in his rented room. The deceased had head injuries
 apparently seemed inflicted from a blunt object. One blood stained
 small gas cylinder was found lying near the wooden takhat. Blood
 was spattered on the floor of the room. On this a case of murder was
 registered Suo moto on DD No.7-A at police station Bindapur and
 investigation taken up.

      During course of investigation it was revealed that the call was
 made by accused Kishan. The deceased and Kishan were room
 mates and used to reside in the same room after sharing equal rent.
On the night of incident the duo took liquor together and started
arguments over the payment of rent. Kishan had to take rent amount
from the deceased. The arguments turned into serious altercation.
Kishan got infuriate and assaulted the deceased with the small gas
cylinder lying/available in the room. Subsequently assailant Kishan
tried to give the colours to the incident and made a PCR call having
concocted facts to mislead the police. After sustained and sincere
efforts the police zeroed-in on Kishan after finding discrepancies in
his statement. His call details and versions of his friends gave way to
the police. Eventually Kishan confessed his guilt and arrested in the
case. The weapon of offence i.e small gas cylinder has been seized.
Further investigation is being carried out.

Two members of a gang committing burglaries/thefts in ‘Barsaties’ of
Govt. flats arrested. Two stolen lap tops, cell phones, etc. recovered.

       With the arrest of two persons, namely i) Mohd. Bablu Islam, aged 21 years
resident of Vill. Kadom Tuli, P.S. Manekechal, Distt. Dubri, Assam; and ii) Alamgir,
aged 26 years resident of Assam, both presently putting up near railway Station
Nizamuddin, Delhi, the South District police has busted a gang who were committing
burglaries and theft incidents in Barsaties in Govt. flats. With their arrest two stolen
laptops of Lenova and compac make and one cell phone has so far been recovered. 8
incidents of burglaries and thefts committed in Barsaties have also been solved.


       During the last few months a few incidents of thefts and burglaries were reported
from the Barsaties of government flats and the electronic items and cash etc. of students
putting up on rent in these Barsaties had mostly been targeted by the criminals. On
22.7.10 the criminals burgled the Barsati( H.No. 15/250 Lodhi Colony) of Sh. Vishal
Kumar Sharma, an executive in HSBC bank and stole his two laptops, cell phones,
documents, cash etc. Similarly another incident of burglary took place at the house of Sh.
Vijay Kumar(15/250 Lodhi Colony) working in govt. department, in which the criminals
had burgled his Barsati. Some more incidents of similar nature and particularly in
evening time reported from other areas of Lodhi Colony, and adjoining colonies of
Sarojini Nagar, Kotla, Nijamuddin and Tuglak Road by the members of this ‘Barsati
gang’. Many teams were formed to lay traps and bust the gang involved in these


        A team of police station Lodhi Colony consisting of SI Paramjeet, ASI Anand
Prakash, HCs Sushil Kumar, Suresh, Randhawa, Satender, Tara chand, Sachin, Consts.
Asgar, Rajesh, Mumtyaj Ali and Kauslender was formed under the supervision of Inspr.
Rajender Singh, SHO/P.S. Lodhi Colony and Sh. Mehar Chand, ACP/Defence Colony.
The team laid traps at affected time in the affected areas and had been able to nab
one of the members of the gang namely Alamgir when he was trying to escape after
committing an incident in the Barsati of H.No.15/250 Lodhi Colony last week. The
criminal was later identified as Alamgir, a notorious burglar. On his interrogation
the police collected information regarding the hideouts of other members and
property of many cases disposed off by them. The efforts bore fruits and Mohd.
Bablu Islam was arrested in the evening of 13.8.2010 when he was trying to commit
crime in D-5 flats of Lodhi Colony and at his instance property stolen from various
Barsaties including two laptops, cell phones, documents and cloth etc.were
recovered from his hide outs in Nijamuddin. They both have been arrested in both the
cases of burglaries reported in Lodhi Colony registered vide FIRs No. 104 and 106 and in
other similar incidents of thefts and burglaries reported from Barsaties in and around the
area of Lodhi Colony.


        On sustained interrogation the arrested criminals have confessed to have
committed incidents of burglaries in Barsaties of government flats. They would prefer to
target houses around 5-6 PM when there are brisk movements in flats area. They would
pose themselves as Plumber and would reach to the roof of the flats and break open
the Barsati and take away electronic articles including lap tops etc. and also remove
purses and clothes when the tenant is outside of his house. One person would
commit crime whereas other would stay back in staircase to make a signal if
somebody comes towards Barsati. In most of these Barsaties, Students and
Executives of private companies put up.

        The gang consisted of more than 10 members and frequently changed their place
of targets. They all are presently residing in the area of Nijamuddin Jhuggi clusters and
loiter around Railway Station Nizamuddin. Most of them consume drugs and due to
impending need of money they scattered over the surrounding areas of government
colonies and targetted poorly guarded Barsaties and articles lying outside. They would
dispose of all these articles to their known persons in very nominal rates to get money to
purchase drugs. The gang would target Barsati as extra floor locks etc. are not put
there. It is difficult to enter in proper flats at Ist and 2nd floor due to grill door, floor
lock and inbuilt door lock whereas Barsaties are kept shut only with one hanging
lock which can be easily removed with the simple implements which they carry with
themselves. For the past few months there were a number of incidents of thefts in
Barsati area and people were a little scared of the activities of this “Barsati Gang”.
       Efforts are being made to arrest the rest of the members of the gang and to recover
stolen property of other cases. All the concerned police stations are being informed
regarding the arrest of these criminals.

               Special Staff of East District along with the police of PS Farsh Bazaar
has arrested the criminal involved in sensational murder of a loan agent committed at
Vishwas Nagar, Farsh Bazaar. The name of the arrested person is:

   1. Ramesh Kumar s/o Gur Dayal r/o H. No. 613, Moti Nagar, Near Railway Station,
       Unnao, UP.


               On 04.08.10, information was received in PS Farsh Bazaar reg. brutal
murder of a loan agent and factory worker namely Sattu Prasad aged 40 years at H. No.
500/20/17C, Gali No. 15, Vishwas Nagar, Delhi. On reaching the spot, the local police
officers found the victim with 18 stab wounds and dead on the spot. The dead body had
started decomposing, which meant that the murder was committed more than 36 hours
back . Deceased, Sh. Sattu Prasad, was a private loan agent and also worked in a
factory at Mandoli, Delhi. Case FIR No. 172/10, u/s 302 IPC, PS Farsh Bazaar, Delhi,
was registered in this regard. On local enquiry, Ramesh, the deceased’s brother in law,
was found missing. Several teams were formed to trace him.


             Taking into account the gravity of the case the Special Staff of East Distt.
along with police of PS Farsh Bazaar was assigned the task to nab the culprits. A team
under the leadership of Insp. Rohitas Kumar I/C Spl. Staff East and Insp. Ramavtar,
SHO Frash Bazaar, comprising of SI Vinay Yadav, SI Satendra Khari, ASI Sukhbir, ASI
Satpal, HC Manoj Kumar, HC Praveen, HC Dharmender, HC Umesh, HC Jitender, HC
Sirmohar, Ct. Jagsoran, Ct. Haider, Ct. Yashpal, Ct. Pradeep, Ct. Lokender, Ct. Sudhir
and Ct. Praveen under the close supervision of Sh. D.L Negi ACP/Operation was
constituted and investigation was taken up. The team worked relentlessly for several
days. The focus was shifted on to the brother-in-law of the deceased who was
absconding. It came to notice that Ramesh (brother-in- law) is a resident of H. No. 613,
Moti Nagar, Near Railway Station, Unnao (UP). Raids were conducted at his village
where it was found that Ramesh visited his house on 03/08/10 and along with his brother
and the father is absconding. After that raids were conducted in Loni area and found
that Ramesh and his family members have fled to Ludhiana on 07.08.10. His hideouts
at Ludhiana were got traced and raids were conducted at Ludhiana ( Punjab) but they
shifted again to Delhi. After this hard work of several days and through inputs, Ramesh
was apprehended on 13.08.10 from Jagdamba Colony, Johri Pur, Delhi. Ramesh
disclosed his involvement in the brutal murder and was arrested in case FIR No. 172/10,
u/s 302 IPC, PS Farsh Bazaar, Delhi.


                  On sustained interrogation, Ramesh disclosed that in 1986, his sister
Usha, got married to Sattu Prasad. In the year 2009, his sister died in mysterious
circumstances. Ramesh thought that his sister had been killed by Sattu Prasad. Sattu,
after the death of his wife, lived alone in the house since they were childless. Meanwhile,
Ramesh started living with him. He saw that Ramesh’s father and brothers had not visited
him in Delhi for the last 9-10 months. He planned that if he killed him and disposed his
dead body then no will suspect him and he will became the owner of the house. A few
days back, he told in the colony that he is going to Unnao, so that neighbors will give
statement that he had gone to Unnao. On the intervening night of 02/03.08.10, he came
and when Sattu Prasad had gone to sleep, he stabbed him 18 times with a knife. Due to
the multiple stab wounds, Sattu died. After this he tried to remove the dead body on his
rickshaw (rehri) but an aged neighbor was awake and he did get a chance to remove the
dead body. He ran away from the spot and went to the house of a lady of Bhikam Singh
Colony, who was known to him, at about 02.45 AM. He borrowed Rs. 950/- from her and
made a telephone call from her phone to his father at Unnao that Sattu had died.
After this he reached Unnao. By now the police started searching for him. He came to
know this fact and told his father and the brother that he had killed Sattu Prasad. All of
them absconded from there and reached Loni. From there they went to Ludhiana and
when they came to know that police might raid in Ludhiana, again on 13.08.10 shifted to
Jagdamba Colony, Johri pur, Delhi, and were finally arrested from there.

    1. Ramesh Kumar s/o Gur Dayal r/o H. No. 613, Moti Nagar, Near Railway Station,
       Unnao, UP. Aged 32 years, works as juice vendor on rehri, Tenth Pass.

The Special Staff team of East Delhi and the staff of PS Farsh Bazaar which has done a
commendable job in working out this sensational case is being suitably rewarded.

        With the arrest of 1. Sameer @ Bunty @ Nain Sukh @ Andhaa s/o Mohd. Anis r/o
14/174, Saifi Manzil, Hospital Road, Near Sindhi Bazaar, Agra (UP) aged about 26 years 2.
Tahir s/o Mohd. Irshad r/o C-461, Gali No. 23, Mullah Colony, New Ashok Nagar, Delhi
aged about 26 years and 3. Yogesh Malhotra s/o Late Sh. Pindi Das r/o H No. 77, Kishan
Kunj, Laxmi Nagar, Delhi aged about 32 years, Special Staff of North East District recovered
stolen 1 Wagon-R Car, one English Pistol of 7.65 bore with five live cartridges, one stolen lap
top, 1 motorcycle used in the commission of the crimes and solved 3 cases of house theft and 6
cases of Motor Vehicle Theft.


        A team consisting of SI Jai Bhagwan, SI Ajay Singh Negi, ASI Pratap Singh, ASI Bhram
Pal, HC Upender, HC Azad, Ct. Jitender and Ct. Deepak was constituted under the close
supervision of Sh. S.S. Hassan, ACP/Operation Cell/North-East District, Delhi to apprehend this
desperate criminals wanted in several cases.

         On 11-08-2010, secret information was received that Sameer @ Bunty @ Nain Sukh @
Andhaa above, who is a resident of Agra (UP), will come in the area of PS Jyoti Nagar in stolen
silver colour Wagon-R car. Accordingly, a trap was laid down and special vehicle checking was
started in several places in the area of PS Jyoti Nagar by the above mentioned team members.
During the checking near Ambedkar Collage, a person was found coming in a silver colour
Wagon-R car. A direction was given to the driver to stop for checking, but he tried to flee away
from the spot with car. The car was intercepted and on verification of the record, it was found
stolen from the area of PS Seelam Pur vide FIR No. 168/10 u/s 379 IPC. Sameer @ Bunty @
Nain Sukh @ Andhaa was arrested and during interrogation, he revealed that he had stolen this
car with his associate Tahir. He further revealed that Tahir is a notorious auto lifter involved in
more than 40 such cases of Delhi and UP. Sources were deployed to apprehend Tahir.
        On 12-08-2010 at about 06.10 PM, on a secret information, Tahir was also apprehended
from near IHBHAS Hospital Delhi. One red colour pulsar motorcycle was recovered from his
possession. During his casual search, one sophisticated pistol of 7.65 bore loaded with 5
cartridges was also found from his possession. During interrogation, Tahir revealed that he was
released from Dasna jail, UP in January 2010 and since his release, he along with his associates
Amit, Deepak, Anis, Rashid and others is committing auto thefts, burglary, house theft and other
crimes. He further revealed that he is disposing the stolen vehicles to one Sameer at a through
away price of 20,000/- to 25,000/-. Tahir also revealed that they had sold the stolen gold to
Pawan Malhotra, a jeweler of Jama Masjid, Delhi. During the course of investigation, Pawan
Malhotra was also arrested.
       Further investigation / interrogation are in progress and efforts are being made to recover
case properties.

            During the course of investigation, it was revealed that Tahir was firstly apprehended
in 2002 and several stolen vehicles were recovered from him at that time. After that Tahir was
again arrested by the UP police in 2007 and several cases of auto lifting and house theft of
District Gautam Budh Nagar were solved from his arrest at that time. He remained in jail for
almost 3 years and in the jail, he formed a new gang consisting of first time offenders. Amit r/o
Sangam Vihar, Delhi, Deepak r/o Sangam Vihar, Delhi, Anis r/o New Ashok Nagar, Delhi and
Rashid r/o Trilok Puri, Delhi joined his gang. Tahir came out of the jail in

January 2010 and started stealing vehicles from Delhi. He used to dispose these vehicles to one
Saleem r/o Agra (UP). He used this money to get his gang members released on bail. About 4
months back, Saleem along with one Sudhir Chaudhary was apprehended by Delhi Police but
Tahir could not be apprehended at that time. After the arrest of Saleem, Tahir started selling
stolen vehicles to Sameer. During interrogation, he revealed that he had sold about 11-12 luxuries
stolen vehicles to Sameer. Simultaneously, this gang also started house theft in Trans Yamuna
area. They stole one Indigo car from the area of PS Ashok Vihar, Delhi and got prepared the
forged documents of the car through Sameer. He also revealed that they had committed several
house thefts in the area of Delhi and on 1-08-2010, when they went to commit house theft in the
area of PS Saket, Delhi and public apprehended Deepak who managed to escape. They all ran
away from the spot in the Indigo car and in a hurry, left the car abandoned in the area of Pushp
Vihar, Delhi. He further revealed that in a hurry, they also left their arms and ammunition in the
said car. Later, the car was found abandoned by the Saket police and 11 cartridges and one
country made pistol was found inside the car. After this incident, all his gang members left Delhi,
but he continued his criminal activities in Delhi with Sameer. Tahir also revealed that he had sold
all the stolen gold to Yogesh Malhotra, a jeweler of Jama Masjid, Delhi.

           On interrogation Sameer revealed that he earlier used to work for Saleem, but after the
arrest of Saleem he started his own network of receiving stolen vehicles. Further investigation in
this regard is under progress. Yogesh Malhotra during interrogation revealed that he had
knowingly purchased the stolen gold from Tahir and his associates through Imtiaz, a resident of
Jama Masjid, Delhi. Efforts are continue to apprehend Imtiaz and to recover stolen property.


    1.   One English pistol of 7.65 bore with 5 live cartridges of 7.65 bore.
    2.   One Motor Cycle.
    3.   One stolen Wagon R car.
    4.   One stolen laptop.

1. Sameer @ Bunty @ Nain Sukh @ Andhaa s/o Mohd. Anis r/o 14/174, Saifi Manzil,
   Hospital Road, Near Sindhi Bazaar, Agra (UP) is aged about 26 years. He is married and
   is having one son. He is graduate with diploma in computer software. He is running a
   mobile shop in Agra but his actual profession is of a receiver of stolen vehicles. He is
   master in preparing forged documents of stolen vehicles and used to sell these stolen
   vehicles in Bihar, Jharkhand, MP and other states.
2. Tahir s/o Mohd. Irshad r/o C-461, Gali No. 23, Mullah Colony, New Ashok Nagar, Delhi
   is aged about 26 years. He is unmarried and previously involved in about more than 40
   cases of auto lifting and house theft.
3. Yogesh Malhotra s/o Late Sh. Pindi Das r/o H No. 77, Kishan Kunj, Laxmi Nagar, Delhi
   is aged about 32 years. He is married and is having a jewelry shop in the area of Jama
   Masjid, Delhi. He is receiving stolen properties since last one year.
