A Team of officers of the Crime Branch led by Addl.DCP Shri Sanjay Bhatia
and consisting of ACP K.K. Sharma, Insp. Rajesh Kumar, SI Devender Kumar, HC
Jaswinder, HC Raja Ram, HC Naresh, HC Virender Singh, Cts Sushil Kumar and
Suresh under the supervision of DCP/Crime Shri S.K. Jain have worked out a
sensational blind murder case of PS Kalkaji. Two persons have been arrested and
the vehicle in which the offence was committed has been recovered.
On 24.4.2012 a dead body of a female was found lying near the road behind
MTNL Office, Nehru Place. The body was found with strangulation marks. A case
under the appropriate sections of the law was registered at PS Kalkaji. The
deceased (aged 25 years) was later on identified by her husband resident of
Sector-16, Rohini, New Delhi.
Keeping in view the sensational nature of the crime, the Crime Branch was
also roped in. Investigations revealed that on the night of 23.4.2012 her husband,
an auto rickshaw driver, had dropped her near Defence Colony round about. After
some time she called her husband and told him that she is going along with two
men in a taxi having registration number 9551. Intensive searches were
conducted for more than 100 vehicles having this registration number of Delhi,
Haryana, U.P. and Punjab. Meticulous investigation led the Crime Branch to zero in
on vehicle No. PB-01-9551. The suspicion was further strengthened by the fact
that this vehicle was attached to a Travel Agency at Nehru Place i.e. near the place
where the body was found.
The ownership of the vehicle was ascertained and it was found to be
registered in the name of Pradeep Singh R/o Ropar, Punjab. A team was sent to
Ropar, Punjab to ascertain the whereabout of Padeep Singh and it was found that
Pradeep Singh alongwith Vehicle No. PB-01-9551 had gone to Delhi. Subsequently,
on 13.5.2012 the investigators tracked him to Moti Bagh, where Pradeep Singh
(aged 30 years), s/o Bakshish Singh, r/o Ropar, Punjab alongwith his associate
Sikander Singh @ Soni (aged 28 years) s/o Darshan Singh R/o Ropar, Punjab and
presently residing at Village Moti Bagh were apprehended. The taxi having
registration No. PB-01-9551 has also been recovered.
Pradeep Singh and Sikander Singh @ Soni were subjected to intensive
interrogation. It was revealed that on the night of 23.4.2012 at around 9.40 p.m.,
they had picked up a lady from round about Defence Colony Market. They took her
to Lodhi Institutional Area with her consent and became physically intimate with
her. However, when they became aggressive, she resisted and they strangulated
After strangulating her, they went to Nehru Place and dumped the body.
Subsequently, Pradeep Singh dropped his friend Sikander Singh @ Soni at Greater
Kailash and he himself went back to Nehru Place and slept there.
1. Sikender Singh @ Soni (aged 28 years) s/o Darshan Singh R/o Ropar,
Punjab is a school drop out. He is unmarried. Since last 6-7 years he is
working as a taxi driver in Delhi.
2. Pradeep Singh (aged 30 years) S/o Bakshish Singh R/o Ropar, Punjab is also
a school drop out. He is married. He came to Delhi in 2002 and started
working as a taxi driver at Nehru Place, Delhi. Recently he purchased his own
taxi Indigo bearing No. PB-01-9551 which was used in the crime.

SOUTH EAST DISTT
A gang of auto-lifters active in NCR busted.
South East Delhi Police has arrested four auto lifters who were indulged
in theft of M/Cycles and Cars in NCR region in a well organized and
coordinated manner. Total six M/Cycles have been recovered till now and some
more cases of theft are expected to be solved as they have disclosed their
commission of theft of M/Cycles and cars. All members of gang are in the age
group of 20-30 and used to pause working as carpenters/welders getting the
opportunity to inspect the area and target the vehicles. A case vide FIR No.
60/12, u/s 411/34 has been registered at PS Greater Kailash for initial
recovery of a Bajaj Pulser M/Cycle stolen from the Area of PS Jamia which was
reported to be stolen vide FIR No. 263/12 of PS Jamia, New Delhi.
In order to check M.V. thefts, it was instructed to depute teams to collect
intelligence and to work on that. In this pursuance, a team was constituted
comprising of SI Sandeep Panwar, ASI Ramdev and Ct. Satbir Bhati who
gathered information about auto lifters indulged in MV thefts in the area of
South East District by activating their informers and links.
In the evening of 6th May, Ct. Satbir Bhati got the specific input that two
auto-lifters were to pass through the area of PS Greater Kailash on a stolen
M/Cycle for disposing the same. Accordingly, a team was immediately
constituted comprising ASI Ramdev, H. Ct. Sanjay Nagar, Ct, Satbir Bhati and
Ct. Joginder Singh to intercept the stolen M/Cycle at E Block Picket, Greater
Kailash-1, New Delhi. The whole operation was supervised by Sh. Vijay Kr.
Singh, Inspector (Investigation) in person.
At about 6:25 PM, two persons riding on a red Bajaj pulsar were
intercepted on the instance of informer. Identity of the duo was revealed as
Yaseen Ali S/o Sh. Nawab Saifi, R/o Village Haroda, Distt Panchsheel Nagar,
UP and Gufran Ali S/o Yunus Ali R/o Village Jogipura, Distt. Panchsheel
Nagar, U.P. The riders could not produce any ownership documents of the
M/Cycle which was found to be stolen from the area of Police Station Jamia
Nagar on 08.04.12.
On sustained interrogation, accused persons disclosed that two more
members of their group were to dispose another stolen m/cycle near Metro
Station Gurgaon. Accordingly, on the instance of apprehended, Yaseen and
Gufran, another trap was laid by the team near Virat Cinema, Ambedkar
Nagar. Two young boys riding on M/Cycle Hero Hona Black Colour were
stopped. On confrontation with the already apprehended Yaseen and Gufran,
they immediately admitted their guilt. Their identity was revealed as Taufiq S/o
Mohd. Shabbir R/o Vill & PO Upada, Distt. Panchseel Nagar, U.P and Salman
S/o Sh. Mustaq R/o Village Jogipura, Distt. Panchsheel Nagar, U.P. and the
M/Cycle in their possession was found to be stolen from Gurgaon.
Further interrogation and their confrontation with each other revealed
that they belong to the nearby villages and known to each other since long. All
of them belong to the families of carpenters and generally perform part time
jobs of carpenters in Delhi, Noida and Gurgaon. While on their job of
carpenter, they used to look for the possibilities of M/Cycle or car theft from
the area. The dexterity in dealing with tools and instruments as a carpenter
makes it a handiwork for them to make keys and unlock the vehicle. After
targeting the vehicle where they work, generally they themselves do not steal
the vehicle but call other members to execute the plan. The vehicle stolen from
Noida and Gurgaon are parked in Delhi and the vehicles stolen from Delhi are
parked in Noida for some time at crowded places before final disposal. They
do not sell the vehicles to unknown person but to certain persons who are
already known to them and have proven their trustworthiness in dealing. It has
also been disclosed by them that Yaseen and Gufran are more experienced in
the line and are known to be expert of stealing the vehicle whereas Taufiq and
Salman are new entrants who are being used for transporting the stolen
vehicles as a first lesson in the trade. However, some time they are given
opportunity for hands on practice on very easy targets for their confidence
building. They have their involvement in theft of M/Cycles and Cars in some
more cases which aspect is being investigated.
All the four accused persons were produced before the court. Accused
Yaseen and Gufran were taken on Police Custody Remand for further
investigation whereas accused Taufiq and Salman were sent to Judicial
Custody who have been arrested by Gurgaon Police for their involvement in
theft of M/Cycle which is registered vide FIR No.56/12, PS Sector-56, Gurgaon.
During the further course of custody, some more vehicles have been

PROFILE OF ACCUSED :
Accused Yaseen Ali, aged 23 Years, has studied upto 7th class from his
village. His father was a carpenter in village, so he learnt the work of carpenter
as his family trade and later on did the work of welders at different places. He
came in contact with persons of the locality who had been involved in criminal
activities. He was arrested in MV Theft case in the year 2011 in PS Simbhaoli,
UP in FIR No. 47/11. He is the leader of the gang and generally steals the
vehicles from the spot and park the same at some distance to be looked after
for other members who transport it to the next destination decided by Yaseen.
Accused Gufran, aged 21 years, studied upto 10th class and he has also
been working as carpenter in different places with other gang members. His
father remains sick and he is the person who earn money for the family.
Accused Salman, aged 19 years has studied upto 8th class and he is
nephew of Gufran and generally remains with Gufran in all the works.
Accused Taufiq Saifi, aged 30 years, He is the eldest among two brothers
and one sister and was doing part time welding work. All the accused know
each other very well and remain in contact of each other for any potential
target wherever they get any job. The busting of this active gang is supposed to
show some sign of respite in the incidents of auto lifting in South Delhi, Noida
Further investigation is into progress. The team, who developed the
information and worked on it, is being rewarded suitably.

ONE FAKE CUSTOM OFFICER ARRESTED
One accused namely Daman Khurana (age-53 year) S/o Suraj Bal Khurana R/o
25/139, G.F. Shakti Nagar, Malka Ganj, New Delhi arrested.
Partial recovery of cheated money.
The cell phone used for making calls and sending SMSs to complainant recovered.
A complaint was received at PS South Rohini from Sh. Anil Sharma S/o Sh. D.D Sharma R/o
45, Pocket A-2,Sector-3,Rohini,Delhi regarding cheating of his hard-earned money by one Pradeep
Chug. The complainant alleged in his complaint that on 6th Jan 2012, where he was travelling to
Chandigarh in AC Chair Car of Janshatabdi Express he met a person age around 50 years, during
the journey, the said person got befriended with the complainant and introduced himself as Pradeep
Chug from Customs Department at IGI Airport New Delhi. Thereafter, the said Pradeep Chug used to
call the complainant on his cell phone for exchange of routine wishes and for friendly conversations
.During these conversations, the said Pradeep Chug offered to give the complainant a 32” LED T.V,
Apple-I Phone and Sony Vio Laptop purportedly confiscated by customs, at a net price of Rs
65,000/- against the market value of Approx Rs 1,50,000/- . Accordingly the complainant paid Rs
65,000/- in three installments to the said Pradeep Chug. Later on the said Pradeep Chug started
buying time from the complainant and also started to avoid him on one or the other pretext .On
pressing hard for the delivery of the said items by the complainant, Pradeep Chug also delivered SMS
on one occasion to the complainant regarding the delivery of goods from the warehouse of the
customs very shortly. In the due course of time, the said Pradeep Chug switched off all his contacts
and also changed his mobile numbers and went into hiding.
During the course of enquiry of the complaint continuous efforts were made by the team
consisting of S.I Laxmi Narayan,HC Harjeet Singh and HC Baney Singh of P.S South Rohini under the
leadership of Rajendra Prasad Meena, IPS (U.T.), (presently looking after the work of SHO/S.Rohini)
and under the guidance of Sh. Vedpraksh, ACP/Rohini. CDRs of the mobile phones used by the said
Pradeep Chug were obtained and IEMI of the cell phone handsets were got scrutinized. After tracing
his new mobile number, he was given a missed call and in the same modus operandi he was got
befriended by the staff of police personnel. He started to allure the police personnel to provide them
the confiscated items by the customs. Lastly on the pretext of meeting, he was apprehended and was
identified as Daman Khurana S/O Suraj Bal Khurana r/o 25/139, G.F. Shakti Nagar, Malka Ganj ,
New Delhi .The case regarding cheating and impersonation was registered and the accused was
arrested. Partial recovery of cheated money has been made. Efforts are continue for recovery of the
remaining amount cheated by him from the complainant and also to trace the more victims cheated
by the accused if any, with the same modus operandi.

IPL T-20 cricket match between Delhi Daredevils and Kings XI Punjab will be
played at Ferozeshah Kotla Ground on 15th May 2012 from 8.00 p.m. to 12.00 midnight.
Delhi Traffic Police has made elaborate traffic arrangements for parking of vehicles,
traffic circulation, pedestrians’ movement and safety of the visitors in and around the
There is very limited parking for labelled vehicles in the proximity of the
Stadium. There is no parking for general vehicles in the proximity of the Stadium.
No vehicle shall be allowed to be parked on Bahadurshah Zafar Marg,
Jawaharlal Nehru Marg (both the carriageways) on the match day. Vehicles parked on
these roads shall be towed away and action will be taken as per law.
PARK & RIDE FACILITY
For spectators park and ride facility has been created at following places:-
1. Mata Sundari Parking. 2. Shanti Van Parking.
All the spectators coming in their vehicles shall reach these Park & Ride sites,
alight there and avail either “Park & Ride” facility or walk down to the stadium. After the
conclusion of match, spectators are advised to reach park and ride places through
shuttle service or walking down.
Car parking label holders are advised to take Ring Road, JLN Marg, Asaf Ali Road
or Bahadurshah Zafar Marg. ‘U’ turn at Delhi Gate is allowed. Entry to parking labels P1,
P1A, P2, P3, P4, are from Bahadurshah Zafar Marg only.
DTC and DDCA will run special connecting services from Pragati Maidan & New
Delhi Metro Stations.
ACCESS TO THE STADIUM
(I) Gate Nos. 1,2,3,4,5,6 and 7 are located on the Southern Side of the Stadium and
entry to these enclosures are from Bahardurshah Zafar Marg.
(II) Gate Nos. 8,9,10,11,12,13,14, and 15 are located on the Eastern side of the
stadium on the road and entry is from J.L.N. Marg next to Ambedkar Stadium
(III) Gate Nos. 16, 17 and 18 are located on the Western side of the stadium and
entry is from BSZ Marg next to Petrol Pump.
No diversion has been planned for B.S.Z. Marg or J.L.N. Marg. However general
public is advised to avoid following roads from 6.00 p.m. to 12.30 in night.

(2) J.L.N. Marg from R/A Kamla Market to Raj Ghat,
(3) Asaf Ali Road from Turkman Gate to Delhi Gate,

Display of car parking label on windscreen is mandatory. Vehicle number must
be written on the parking label. Those who do not display parking label with vehicle
number will not be allowed in the proximity of the stadium.
Do not bring electronic items like Laptop, Camera/Video Camera, Transistor,
Digital Diary, Remote controlled Car-keys, etc.
Do not bring eatables, food packets, water bottles, cigarette lighter, match boxes,
knives, arms, etc.

Whereas a large number of complaints are being received that people purchasing liquor from
liquor vends often start consuming the same in front of the liquor vends itself or at other public places.
Vendors selling eatables and juices, at times, also station themselves unauthorizedly outside liquor
vends which further facilitates this undesirable activity. Sometimes, ‘Baratis’ of marriage processions
also openly drink liquor etc. on the roads while the Barats are moving. Drinking in public is a nuisance
with a serious potential to result in brawls and quarrels causing serious injuries/death and damage to
public and private property. This affects the peace and tranquility of the area and creates problems in
maintaining law and order. It is also a punishable offence under section 40 of the Delhi Excise Act,
2009 (Delhi Act 10 of 2010).
1. And whereas it is necessary to take speedy measures in this regard to prevent danger to human
life or safety and to thwart/prevent un-toward incidents which may affect the peace and tranquility
of the area.
2. Now, therefore, in exercise of the powers conferred upon me by the virtue of Section 144 of the
Criminal Procedure Code, 1973 read with Govt. of India, Ministry of Home Affairs, New Delhi’s
Notification No. U-11036/1/2008 UTL, dated 26/11/2008 I, RAI SINGH KHATRI, Asstt.
Commissioner of Police of the Sub Division Connaught Place of New Delhi District do
hereby make this written order to do the following, for strict compliance by the owners of such
liquor vends in the area of Sub- Division Connaught Place, New Delhi District, New Delhi.
1. Install CCTV with sufficient number of cameras and recording system with play back facility, to
cover up to 50 meters area in front of the shop. The CCTV should monitor anyone consuming
liquor or facilitating consumption of liquor or any unauthorized vendor stationed in the coverage
2. The recording system shall preserve a digital record of CCTV coverage for not less than 10 days.
3. The vend owner or his agent shall cause to copy the CCTV coverage on a CD and hand over to
the police whenever demanded.
4. Before starting sales for the day, the Manager of the liquor vend should ensure that the CCTV
system is in proper working order and in case any defect is noticed, immediate action to get it
rectified should be taken. An entry should be made in the register and intimation in writing should
be sent to the Police Station simultaneously to be got duly received from the Duty Officer of the
Police Station mentioning Daily Dairy Number on the intimation.
5. During the course of monitoring of the CCTV System, the Manager or anyone specifically
designated by the Manager for real time monitoring of the CCTV shall immediately inform the
Police Control Room at telephone No. 100 and also the nearest Police Station in case any illegal
drinking in public or unauthorized vendor is noticed in the CCTV coverage area.
6. The vend owner shall display prominently at least two bilingual sign boards mentioning that
drinking in public places is an offence and standing of unauthorized vendor outside the liquor
shop is strictly prohibited. Telephone number of nearest Police Station shall also be mentioned on
the sign boards.
3. This order shall come into force with effect from 15.05.2012 and shall remain in force for a period
of 60 days i.e. 13.07.2012 (both days inclusive) unless withdrawn earlier.
4. Any person contravening this order shall be punishable under section 188 of the Indian Penal
5. As the notice cannot be served individually on all concerned, the order is hereby passed ‘Ex-
Parte’. It shall be published for the information of public through Press and by affixing copies on
the notice boards of the offices of all District DCsP, Addl. DCsP, ACsP, Tehsil Offices, all Police
Stations concerned and the offices of the NDMC and MCD.
