"The commonality," he says, "is they're both stakeholder-driven processes," and that's the idea behind the Texas Watershed Stewards program - to prepare stakeholders to take matters into their own hands. "We've found that it's really the local people, those people live, work and recreate in those watersheds, who drive the local action. They tend to know the watershed best and it's up to them to get things done."
