1.0    INTRODUCTION

1.1. Purpose
The purpose of this effort is to identify support required as part of the F-16 Integrated Logistics
Support effort. This effort provides F-16 sustainment support for F-16 programs at various
geographical locations and in many diverse functional areas.

1.2. Scope
This effort is to provide professional technical and logistics support and expertise in the
following areas: Technical Order (all types) Support, Configuration Management Support, Flight
Manuals Management, Central Technical Order Control Unit Coordination and Management,
Technical Order Digitization, Interim Digital Technical Order Distribution System Coordination
and Management, FMS/EPAF Logistics Support, Engineering Support, Equipment Specialist
Support, Program Management Support, Item Management Support, Overseas Depot Technical
Order Distribution Support, and Electronic Technical Manual File and Electronic Technical
Order Viewer Bed Down. Work on this effort will be accomplished at, but not limited to, Hill
Air Force Base, UT., Fort Worth TX., and Tucson AZ., with possible TDY requirements
worldwide.
This task order will also consolidate support currently provided on multiple task orders/contracts,
thereby reducing the administrative burden associated with monitoring multiple contracts.

1.3. Background
The F-16 fighter is a multi-billion-dollar weapon system employed worldwide by the United
States Air Force and numerous foreign governments. The acquisition and sustainment of this
multi-national fighter weapon system demands a wide range of technical and logistics support
and expertise. The F-16 is flown by the USAF, EPAF and FMS customer. The F-16 program is
managed by 508 ASW.

3.0    CONTRACTOR TASKING/REQUIREMENTS
During the base period, the Contractor shall perform tasks as outlined in section 3.10 only for a
period of about 6.5 months (Sep 2008-Mar 2009) and provide the requisite skills to perform
those tasks. The scope of the base period includes the services of Mechanical Systems
Equipment Specialists in support of F-16 Sustainment, from 16 Sep 08 through 31 Mar 09. The
Government estimates equivalent positions for three equipment specialists.
Throughout the contract, the Contractor shall provide professional engineering and technical
services as described below. All of these tasks identified below (with the exception of the base
period tasks associated with Para 3.10) are Additional Tasks.

3.1. Technical Order (TO) Management
3.1.1 Provide support for TO oversight functions as follows: 1) Approve requisition and
distribution changes received from Technical Order Distribution Offices (TODO); 2) Assign TO
numbers as required to support new equipment/software; 3) Provide assistance to F-16 users on
TO discrepancies; 4) Assist TO users in managing printing and distribution requirements for
revisions/changes; and, 5) Participate as a member of the Central Technical Order Management
(CTOM) team.
3.1.2 Assist TOMA in digital Combined Air Force Technical Order Plan/Technical Order
Requirements Plan (CAFTOP/TORP) and Technical Order Currency Index (TOCI) as follows:
1) Review and populate the Technical Order Information Spreadsheet (TOIS); 2) Prepare the
TORP on an annual basis; 3) Participate in the Logistical Support Requirements (LSR) to
determine TO requirements; and 4) Assist TOMA in determining and executing TO sustainment
funding requirements.
3.1.3 Provide support for government computer systems to include, but not limited to, TDMS,
JCALS, ETIMS, SATODS DAPS, TO Library and various CoPs. This will include defining
requirements and workflows within all computer systems, indexing current TO into JCALS,
printing shipping labels for distribution to the field, distributing TOs to F-16 customers
worldwide, distributing Interim Operational and Safety Supplements (IOS/ISS) via Defense
Messaging System (DMS) and performing daily TO customer service functions.
3.1.4 Monitor stock for future TO orders requirements to include shipping, billing and release-
ability.

3.2. CAMS/REMIS and TCTO Management
3.2.1 Provide support for CAMS/REMIS to include the ability to define requirements for future
systems to insure continued support for the TCTO tracking requirements.
3.2.2 Support F-16 TOMA in the following areas: 1) TCTO program, 2) Work Unit Code
Manuals and Tables, 3) Configuration Management Tables using CAMS/REMIS data systems
and 4) Master Job Standards.
3.2.3 Develop and maintain the Defense Messaging System (DMS) address lists for
disseminating interim technical data via message for F-16 users worldwide.

3.3. Configuration Management
3.3.1 Provide support for GRID, LOTUS Notes, G021, Enterprise Data Collaborative System
(EDCS), Engineering Change Proposals (ECP), and Contract Change Proposals (CCP) for
aircraft supported by the 508 ASW.
3.3.2 Provide training as necessary. Determine engineering authority and track completion
metrics for AFTO Form 22, AFTO Forms 135, and AFMC Forms 873.
3.3.3 Provide MICAP coordination to include receiving MICAP requests, developing and
coordinating MICAP packages and updating the tracking database.
3.3.4 Assist with the Organic Change Proposal website to include activating new users, setting
up meetings and updating configuration information.
3.3.5 Receive, distribute, prepare and transmit DMS messages.
3.3.6 Assist with deficiency reporting, responsibilities for all technical and administrative
actions for resolution.
3.3.6 Assist with the Material Improvement Project (MIP) Review Board and JMCCT/B (Joint
Multinational Configuration Control Team and Board) by preparing, agendas, presentations, and
meeting minutes.

3.4. Flight Manual Management
3.4.1 Manage the technical content, format and accuracy of assigned publications. Coordinate
with the Technical Order Manager (TOM) for Flight Manual Program (FMP) contracting,
funding, numbering, printing, distribution and indexing.
3.4.2 Participate in the TO Planning and Requirements Conference, Guidance Conference, In
Process Reviews, both preliminary and critical design reviews, pre-and post-publication reviews,
Flight '1'.0 Review Boards and other acquisition functions to develop and maintain technical
competence.
3.4.3 Determine requirements for new and updated FMP publications. Submit FMP
publications and updates for publishing and distribution. Ensure concurrent distribution of
changes and revisions affecting flight manuals, associated checklists and any associated manuals.
3.4.4 Coordinate with the TOM to ensure concurrent delivery of manuals and associated
checklists, supplements and TCTOs.
3.4.5 Establish and maintain a Quality Assurance program to inspect and approve reproduction
media and printed or electronic copies of publications before distribution.
3.4.6 Determine the need for, schedule and chair a FMRC for each assigned publication.

3.5. F-16 Commodities TO Management
3.5.1 Provide IT expertise for government computer systems to include, but not limited to,
JCALS, SATODS, the Air Force Master Item Identification Database D043A, and REMIS
database systems to insure the systems are meeting all business and operational requirements.
This includes defining requirements for approved TO management, systems, and workflows

within all computer systems, and providing database management support for all applicable data
management systems utilized.
3.5.2 Proving assessment/testing training in business application and operational environments
in support of JCALS software upgrades /enhancements with the prime contractor. Function
within the Commodities TO Management Office utilizing a thorough working knowledge of all
applicable TO production and distribution processes.
3.5.3 Ensure that all source data, and approved release data is accurate and properly catalogued
or indexed in JCALS prior to managing the formal distribution process. Manage the Commodity
AF Distribution and Storage process effectively maintaining the integrity and accuracy of the
database information.
3.5.4 Manage and report on the status and progress of work processes, generating metrics,
suspense actions, and JCALS background support reports as required. Check on work in progress
and review completed work to insure deadlines and quality have been met. Support
accurate/current data to the TO Information Spreadsheet (TOIS/TO Budget Submittal) as
required.
3.5.5 Provide assessment/testing/training in business application and operational environment
in support of the database computer systems. Work as the action point, screen and support point
on incoming and outgoing AFTO Form 22. AFTO Form 135, AFMC Form 202, AFMC Form
252, 00250 and DLA 339-Defense Logistics Agency/Screening Form 196, Form 761, FSR-Field
Service Report. MIPLOG-Material Improvement Projects, and Part Number Requisitions among
others.
3.5.6 Provide support over quality controls for technical order systems equipment cross-
reference data. Provide expert support with SATODS in the control measures for release and
requisition of TO for FMS customers.
3.5.7 Maintain accurate management of shipping, billing, and stock levels through monthly
reconciliation of SATODS billing reports.
3.5.8 Provide expert systems support in REMIS database on commodity part number records.
Verify all master records to validate part number records and insure new part numbers are
accurately loaded.
3.5.9 Load all commodity TCTO master records into the system and insure they are managed
to insure proper TCTO compliance reporting.

3.6. CTOCU Support
3.6.1 Support publication change request workflow into the CTOCU and coordinate processing
through LM Aero and the appropriate Air Logistics Centers.
3.6.2 Provide support for numerous computer systems required to accomplish this task to
include JCALS/CITOMS/POMS/TPOMS. Provide expertise in digitization and networking.
3.6.3 Assist TOMA with procedures and processes for USAF print requirements and provide
F-16 CTOCU direction on government print office (GPO) deliverables.

3.7. International Tech Order Digitization (ITOD) Program Management
3.7.1 Perform duties as International Technical Orders Project Manager and team member.
3.7.2 Provide support for the acquisition of the ITOD. Responsible for USAF requirements
formalization into specifications, cost, schedule and performance of tech order digitization.
Provide expertise in SGML programming. Support and act as liaison between supporting USAF
agencies and LM Aero for all digital data issues.
3.7.3 Provide IT support for development software used to manage F-16 technical data. Assist
in determining long and short-term objectives and provide system requirements to software
developers to minimize government cost while maximizing customer's benefits. Provide support
to the F-16 TOM by providing customer assistance, determining priority/criticality of issues for
F-16 Organizational TO's and advising on distribution issues.
3.7.4 Prepare and administer briefings to System Program Director and Higher Headquarters to
support issue resolution and changing requirements.
3.7.5 Assist ITOD program manager as instructed by TOM Air Force Common Viewer
(AFCV) Integrated Product Team member. Develop and conduct field service evaluations and
procedures to record and track Post Digitization Review (PDR) data issues and manage lessons
learned database to provide insight into digitization issue and concerns for USAF, EPAF and
FMS customers.

3.8. iDTOD Program Management
3.8.1 Provide support for the acquisition of the International Tech Order Digitization (ITOD)
project. Provide requirements in terms of specifications, cost, schedule and performance of TO
digitization.
3.8.2 Provide Information Technology support to TOMA for oversight of cost, schedule and
performance of the ITOD effort for the F-16 Weapons System. Assist project manager in
analyzing data to provide accurate programmatic status of project tasks. Assist project manager
in developing procedures to record and track data to facilitate internal management reviews of
project activities, and ensure effective data flow on the project. Coordinate with appropriate
agencies on IT security requirements needed to support distribution of digital data. Coordinate
with OO-ALC/IT working group on IT infrastructure requirements to ensure ITOD meets OO-
ALC/IT working group vision. Coordinate with Country Representatives, Foreign Liaison
Officers (FLO) and Country Program Managers on IT requirements to use existing infrastructure
to meet USAF TO CONOPS end state.
3.8.3 Develop and manage procedures to record and track data on IT issues and resolutions to
support risk management/mitigation plans for infrastructure requirements.
3.8.4 Develop and manage procedures to record and track IT action items and comments
incorporation prior to release of data to fielded customers. Develop and manage lessons learned
database to provide insight into IT issues and concerns for customers. Ensure IT aspects from the
ITOD effort are incorporated into the F-16 CAFTOP and CONOPS.

3.8.5 Provide support for the F-16 TO Index Server and iDTOD websites to include
verification and validation of requirements, and the creation of databases within the server and
displays. Maintain and update the databases and the website on a daily basis to insure accuracy
and currency.
3.8.6 Provide support with the AFTO Form 873 Program and related TCTOs.

3.9.    Logistics Support
3.9.1 Provide technical oversight of the validation and verification aspects of the development
and fielding of various Government and commercial publications and serve as the Subject Matter
Expert (SME) to the Technical Publications TODA, assisting the Base TODO with one complete
hard copy library and assigned digital Technical Manuals.
3.9.2 Develop, establish, and update as required a technical review process to ensure the
various Government and commercial publications are consistent with USAF standards and
suitable for their intended use. This process will include monitoring contractor digital publication
development, production, and the validation/verification efforts via joint Government and
contractor in-process review teams. These in-process reviews shall be conducted at the
contractor and USG facilities or other designated deployed locations,
3.9.3 Provide initial and follow-on verification/prototype of Intermediate and Organizational
level Time Compliance Technical Orders (TCTO's). Recommend and provide input for possible
one time inspections (OTI's) and/or cross-tells when problems are noted during the
validation/verification process. Follow on tasks include verification and accuracy of hard copy
and digital Technical Manuals and serving as the focal point for accomplishment of Technical
Manual changes.
3.9.4 Provide monthly and quarterly program status reports as required, install updated
revisions and monitor serviceability of assigned laptop computers, insure base server updates are
accomplished, provide limited training to users, and provide budget recommendations and
coordinate shipments as required for computer repair and replacement. Perform verification task
for the following; Intermediate Depot level GE 132 Engine, Hush House Facility, General
Purpose Intermediate Avionics Test Equipment (GPIATE), and Aerospace Ground Equipment.
3.9.5 Provide Aircraft Logistics Maintenance Support for the aircraft Test, Measurement and
Diagnostics Equipment (TDME) and Precision Measurement Equipment Laboratory (PMEL).
3.9.6 Provide Aircraft Logistics Maintenance Support for aircraft to include evaluation of
database systems to help determine problem areas.
3.9.7 Provide, maintain, store and manage assigned equipment for assigned aircraft. Provide
eTool management and control.
3.9.8 Provide Information Technology (IT) support for the Aircraft Logistics Maintenance
Support.

3.10. Equipment Specialist (ES) Support
3.10.1 The contractor shall assist in the preparation of technical feasibility studies, assemble
pertinent data, coordinate technical features in conjunction with applicable engineers and system
equipment specialists, and shall finalize related documentation/information for presentation. The
contractor shall prepare AFMC Forms 873 for the purpose of Technical Order
Changes/Corrections and other related forms and processes required to maintain assigned
Technical Orders and Technical Data. This includes review and correction of parts list for
modification kit requirements.
3.10. 2 The contractor shall interface with D043, ITODS, FIN, JEDMICS, Haystack and other
databases relating to the aircraft and it’s systems to help determine problem areas on assigned
systems and items. The contractor will also be responsible for recommending and developing
executable programs to be considered for use in ensuring the operation and evaluation of
assigned systems.
3.10.3 The contractor shall assist government equipment specialists and logistics functions in
conducting special research projects assigned to the aircraft sustainment organization. The
contractor shall also perform other related duties as assigned by the USAF program manager
related to this effort such as part number requisitions, item/system research and evaluations etc.
3.10.4 The contractor shall accomplish spares provisioning as required, and shall interface with
appropriate inventory managers located within a variety of DoD agencies. The contractor shall
ensure that spares requirements are identified and shall support the coordination of programming
the requisite funding to meet the identified requirements. This includes research of technical
data packages and recommended level of maintenance for source maintenance and repair codes.
3.10.5 The contractor shall support trial installations, kit proofs and TCTO/tech data
verification. Related findings, kit issues, corrective actions and recommendations shall be
reported to the responsible modification manager or program manager.
3.10.6 The contractor shall attend and support coordination meetings as requested. The
contractor will be required to support program management meetings and program review
meetings as required.

3.11. Equipment Management Support
3.11.1 The contractor shall provide technical/logistics support services for F-16 systems,
subsystems and programs in the areas of avionics, mechanical systems and structures. The
contractor shall prepare documents and plans utilizing MS Excel, Project, PowerPoint, Word,
etc. Tasks shall include all actions required to monitor/track and prepare Time Compliance
Technical Orders (TCTOs) necessary in correcting deficiencies such as operating instructions,
overhaul or repair procedures, and/or modifications to the aircraft.
3.11.2 The contractor shall assist in the preparation of technical feasibility studies, assemble
pertinent data, coordinate technical features in conjunction with applicable engineers and system
Equipment Specialist, and shall finalize related documentation/information for presentation to
the Modification Review Board. The contractor shall prepare AFMC form 873 for the purpose of
Technical Order changes/correction, AFTO Form 135 for SMR code change requests, AFMC

Form 252 for request for technical order change and other forms required to maintain assigned
Technical Orders and Technical Data. This includes review and correction of parts lists for
modification kit requirements.
3.11.3 The contractor shall evaluate D04l, D043, G02l, Haystack and other databases relating to
the aircraft and it's systems to help determine problem areas on assigned systems/items. The
contractor shall conduct data reviews of AFTO-22 (change requests), Deficiency Reports and
suggestions and shall take action to resolve problems revealed through the analysis of related
data. The contractor shall also be responsible for recommending and developing executable
programs to be considered for use in ensuring the operation and evaluation of assigned systems.
3.11.4 The contractor shall assist government Equipment Specialist and logistics functions in
conducting special research projects assigned to the aircraft sustainment organization. The
contractor shall also perform other related duties as assigned by the USAF program manager
related to this effort such as part number requisitions, item/system research and evaluations etc.
The contractor will support F-16 System Program Office, major command, squadron, unit or
other air force/contractor personnel with questions by e-mail, phone or letter on assigned
systems.
3.11.5 The contractor shall accomplish spares provisioning as required, and shall interface with
appropriate Item Managers located within a variety of DoD agencies. The contractor shall ensure
that F-16 spares requirements are identified and shall support the coordination of programming
the requisite funding to meet the identified requirements. This includes research of technical data
packages and recommended level of maintenance for source maintenance and repair codes.
3.11.6 The contractor shall support trial installations, kit proofing and TCTO/tech data
verification. Related findings, kit issues, corrective actions and recommendations shall be
reported to the responsible mod manager or program manager.
3.11.7 Provide Engine Equipment Specialist. Provide Equipment Specialist support in
propulsion systems including F-16 Pratt & Whitney and General Electric engines. Provide
Technical Order inputs for the F-16 Power Plant, Engine Start and Accessory Drive Gearbox,
and Emergency Power System. Have overall responsibility to develop, plan and manage all
engine related systems for the F-16 Weapons System. Assist field unit in resolving unusual
engine related maintenance problems not covered in Tech Data.

3.12. F-16 Overseas Depot TODO Support
3.12.1 Provide Technical Order Distribution Office support for USAF overseas contracted depot
facilities and operations.
3.12.2 Provide Quality Assurance support for the Technical Order Distribution Office for the
USAF overseas contract depot facilities and operations.

3.13. F-16 Commodity Documentation Digitization
3.13.1 Provide document digitization support for the F-16 legacy documents currently held in
hard copy as directed by the USAF.

3.13.2 Provide format and indexing options to meet USAF mission needs for document use and
preservation.

3.14. ETM File and ETO Viewer Bed Down USAF/EPAF/FMS
3.14.1 Provide USAF, EPAF and/or FMS F-16 ETM File and ETO Viewer Bed Down support
as necessary.
3.14.2 Perform site surveys to determine current network architecture.
3.14.3 Develop and provide concept of implementations for the ETM File and ETO Viewer to
include connection to ETM and iDTOD servers.
3.14.4 Oversee the procurement and installation of required hardware and software prior to
installation of the ETM File and the ETO Viewer.
3.14.5 Provide initial and follow-on training, sustainment and operations support for each F-16
customer as required.

3.15. Technical Program Management
3.15.1 The contractor shall provide Program Management support services for F-16 systems,
subsystems and programs in the areas of avionics, mechanical systems and structures.
3.15.2 The contractor shall create and revise program management documents and plans
utilizing MS Excel, MS Project, MS PowerPoint, MS Word, etc.
3.15.3 The contractor shall accomplish a diverse set of tasks to ensure balanced program
execution and proper management of cost, schedule, and performance of F-16 sustainment
programs.

3.16. General Requirements
3.16.1 Contractor shall provide a monthly status report.

4.2. Delivery Schedule
Contractor shall provide monthly and annual status reports that include in-progress reviews and
written summaries of major accomplishments, funds expended for the previous reporting period
and project to-date, and issues and/or concerns.

4.3.     Government Inspection and Acceptance of Deliverables

The Government Program Manager will have the right to reject or require correction of any
deficiencies found in deliverables. In the event of rejection of any deliverable, the Contractor
will be notified in writing by the Government Program Manager of the specific reasons why the
deliverable was rejected. The Contractor shall have 10 workdays from the time of notification to
correct the rejected deliverable and resubmit to the Government Program Manager for re-
inspection. If no comments are provided by the Government Program Manager within 10
workdays of deliverable receipt, the deliverable will be deemed to have been accepted by the
Government.

5.0    SPECIAL CONSIDERATIONS

5.1. Security
5.1.1 Contractor personnel shall not release or remove system documentation, data or reports
generated by or through use of Government systems.
5.1.2 The efforts required for this task are expected to be CLASSIFIED and require the
contract personnel to obtain a security clearance. A security clearance of SECRET is required
for all personnel having access to the classified data and a DD Form 254 will be submitted.
5.1.3 Government Program Manager will assist contractor personnel in processing the
necessary DoD forms to obtain base or area badges for access to Government facilities and
systems.
5.1.4 The contractor shall not divulge any information regarding files, data, processing
activities/functions, user ID's, passwords, or other knowledge that may be gained, to anyone who
is not authorized to have access to such information. Contractor personnel shall abide by all
Government rules, procedures and standard of conduct. Contractors requiring access to
Government Automated Information Systems (AIS) shall have background investigations and
security awareness training completed, after task order award but prior to AIS access. When the
period of performance is complete and/or contractor personnel leave work on this project, they
will have 5 days to terminate all their network user account and to return all access cards and
base identification badges.

5.2. Access to Facilities and Property
Access to Government facilities and property is limited. Therefore, the contractor shall
coordinate required access/usage times and dates through 501 ACSS/GFLC at least 15 days prior
to need date. Control of the facilities shall remain with the Government.

5.3. Government Furnished Equipment, Materials, and Software.
All products developed under this contract shall be considered Government work and shall have
no license encumbrances. All Government Furnished Equipment (GFE), Government Furnished
Software (GFS) and Government Furnished Material (GFM) shall be returned to the Government
upon completion of this contract. The Government will provide one modular work station
containing equipment necessary to complete all tasks. This equipment will be available during
normal business hours. At the end of this project, the contractor shall return the GFE to the
Government and will be required to return the GFE to its original state prior to delivery to the
Government.

5.4. Government Provided Office Space.
Services for this effort shall be performed at Hill AFB, UT 84056, LM Aero Tech Pubs Facility,
Ft Worth, TX, and the 162nd FW, Tucson, AZ. The Government shall furnish office space,
desk, chair, file cabinets, bookcases, telephone, e-mail, and Internet access for up to three
contractor personnel for the contract-furnished program between the normal working hours of
0600 and 1700, with exception of weekends. The Government shall furnish a computer with

Windows, Microsoft Office, and Microsoft Project software, and a connection to a printer on the
local area network (LAN). Weekend duty is authorized (with government approval) to meet
mission and contract requirements.

5.5. Government Program and Contract Management
5.5.1 Government Program Management. The Government Program Manager will provide the
contractor access to all technical data, directives and instructions required to perform approved
tasking. Only the Government Program Manager has authority to review and approve contract
deliverables.
5.5.2 Government Contract Management. Responsibility for contracting activities rests solely
with the Government Contracting Officer. No conversation, recommendations or direction,
whether given directly by, or implied by Government personnel, that will affect the scope,
schedule, or price of the program covered by this CET, shall be acted upon by the contractor
unless specifically approved by the Government Contracting Officer.

5.6. Safety Requirements
5.6.1 The contractor shall comply with all safety provisions, e.g., technical specifications,
technical publications, Federal Occupational Safety and Health Standards (Title 29 CFR. Part
1910). If there is no applicable Occupational Safety and Health Administration (OSHA)
standard, use other applicable nationally recognized sources of safety, health and fire prevention
standards referenced in the work requirements of this contract.
5.6.2 The contractor shall protect Government property to prevent damage during the period of
time the property is in the possession of the contractor. The contractor shall report promptly to
the Administrative Contracting Officer all available facts relating to each instance of damage to
Government property.
5.6.3 When a major mishap ($10,000 or more) involving Government property occurs, the
contractor shall immediately secure the accident scene and the damaged item until released by
the accident investigative authority.
5.6.4 If the Government elects to conduct an investigation of the accident, the contractor shall
cooperate fully and assist Government personnel until the investigation is completed.

6.0    TRAVEL REQUIREMENTS
Travel will be required in support of the above requirements. Budgets for travel will be
developed for each period of performance and funded separately. Travel will be at the discretion
of the Government. The contractor may be required to travel to support the objectives of this
CET. The contractor shall obtain approval from the Government Program Manager in advance
before traveling. Per Diem costs shall be billed IAW Joint Travel Regulations. The contractor is
responsible for making all necessary travel arrangements.
