6615.04 - Responsibility

       2. Redelegation Limits. Authority to approve information technology (IT) acquisitions
up to $50,000 is redelegated to the RMRS Director, Information Resources Management (Fort
Collins Service Center) and to the Region 4 Director, Information Systems and Technology
(Ogden Service Center). Technical approval requests shall be submitted to the appropriate
Service Center using form RMRS-6600-1, revised February 2002.

Management Team: Authority to approve IT acquisitions up to $2,500 for hardware upgrades,
hardware maintenance, new software, upgrades to software, and software maintenance is
redelegated to Assistant Station Directors, Program Managers, Project Leaders, and Group
Leaders. This authority is subject to restrictions listed in parent text 6615.04, 6615.04 Exhibit
01, 6615.01, and 6615.03, and compliance with annual Capital Planning and Investment Control
Process (CPIC) reporting requirements. All units shall maintain records of purchases for
reporting purposes.

This authority may be used to obtain automated data processing services, equipment, equipment
maintenance, supplies, and software to meet Forest Service needs in the most economical and
efficient manner within budget limitations while applying good management practices. This
authority includes:

    Hardware upgrades to existing personal computers, laptops, printers, and other IT
    equipment. This may include but is not limited to:
              a) Memory
              b) Hard Drives
              c) Video Cards
              d) Network Cards
              e) Modems
              f) CD Writers
              g) Zip Drives
              h) Personal Digital Assistants (PDA)
              i) Portable Printers for Laptops


    Maintenance of existing personal computers, software, printers, monitors, and other IT
    equipment.

    New software and upgrades to software which do not duplicate the functionality of software
    already available on the IBM contract. This includes:
              a) Computer Aided Design
              b) Photo/Graphic Editing
              c) HTML Authoring
              d) Scientific
              e) Statistical Analysis
              f) Project Management
              g) Computer Based Training


Items not falling into the above category must be approved by the RMRS Director, Information
Resources Management (Fort Collins Service Center) or the Region 4 Director, Information
Systems and Technology (Ogden Service Center). Submit form RMRS-6600-1 (2/02) Request
for Approval of ADP Purchase for purchases not covered above explaining why equipment on
the IBM contract is not adequate to meet the unit's needs.


Examples of software or hardware not included in this delegation of authority include but are not
limited to:
              a) Office Automation Suites
              b) Word Processors
              c) Spreadsheet/Budget Tracking Software
              d) Database Software
              e) X Emulators
              f) Operating Systems
              g) Mail Client Software
              h) Personal Computers
