                            Reminder-YEC Meeting This Thursday
Young Executive Council Chairman Anthony Seravalli has scheduled the next YEC Meeting for this Thursday,
March 3, 2011 at 5:45 p.m. in the CAEP Office followed by Cocktails Hors D’oeuvres at Mahogany on Walnut
at 6:45 p.m. The speaker for the meeting is James Hanrahan from Conner Strong. The topic is “How to Make
Sure Your Insurance and Surety Programs are Providing Your Company with a Competitive Advantage”. If you are

                                         CAEP/ASHE Members
The next ASHE Dinner meeting will be held on Wednesday, March 16, 2011 at the Radisson Hotel Valley
Forge, 1106 First Avenue, King of Prussia, PA 19406. The social begins at 6:00 p.m., the dinner at 7:00 p.m.
followed by the meeting at 8:00 p.m. The speakers for the evening will be Chuck Sublett, P.E., Sr. Bridge
Engineer (Urban Eng.), Jeff Kashuba, P.E. Project Engineer-Highway (Urban Eng.), and Jeff York, Sr.
Environmental Scientist (A.D. Marble). The topic will be the PA Turnpike- Roadway & Bridge Reconstruction from

                        APC/PennDOT District 6-0 Liaison Meeting
The APC/PennDOT District 6-0 Liaison Meeting will be held on April 1, 2011 from 8:30 am to 12 noon at the
PennDOT District 6-0 Office, 7000 Geerdes Blvd., King of Prussia, PA 19406. The cost is $10. District Liaison
Meetings provide an open forum for the public and private sectors to address district and statewide issues relative
to the Commonwealth’s highway construction industry. The main objective of these meetings is to facilitate
communication between APC members and the department’s district and central offices in order to improve the
quality of design and construction on the state’s road and bridge network. If you have any questions regarding

           PennDOT’s February Construction Lettings = $119 Million
The state Department of Transportation (PennDOT) bid out just over $119 million in projects in February bringing
the year-to-date total to $185.6 million. PennDOT finished the 2010 calendar year with approximately $2.2 billion
in lettings but has forecast that 2011 will only see $1.7 billion, which was the level of the program back in 2006-
2007. The department said this decrease is largely due to the expiration of the federal Economic Stimulus
payments as well as a decrease in state funding and stagnet federal funding. To put into perspective, PennDOT’s
lettings were $2.8 billion in 2009 due to the billion dollars in economic stimulus funds.

CAEP SAFETY NEWS
         Quick Action By OSHA Inspector Helps Avert Worker Injuries
                            In Trench Collapse
When a compliance safety and health officer from OSHA's Chicago North Area Office arrived at a jobsite in
January to conduct a trench inspection, he observed an employee working in an unprotected six-foot deep trench
that had undermined sections. The compliance officer identified the hazards to the employer who voluntarily
removed the worker from the trench. Within minutes, the undermined section collapsed directly onto the area
where the employee had been working. Detailed information on excavation safety is available on OSHA's

   Alliance Program Roundtable Meets to Promote Construction Worker
                          Safety and Health
The OSHA Alliance Program Construction Roundtable met Feb. 17 at Department of Labor headquarters in
Washington, D.C., to share information about OSHA initiatives and the agency's direction. OSHA Assistant
Secretary David Michaels addressed 21 representatives from 14 Alliances about subjects including OSHA's 40th
anniversary, Regulatory Agenda and FY 2012 Budget Request*. The group also received overviews of OSHA's
most frequently cited standards, as well as updates on topics including distracted driving, injury and illness
prevention programs, cranes and derricks, residential fall protection, and the Severe Violator Enforcement
Program. The group provided feedback on new Roundtable-developed Construction Safety Design Solutions that
focus on preventing falls in the construction industry. The Roundtable members previously developed a variety of
free compliance assistance materials for workers and employers, as well as Construction Safety Design Solutions
that OSHA is considering as the possible basis for OSHA compliance assistance products.

                                  OSHA 300 Log Summary Sheets
The OSHA 300 Log Summary Sheets must be posted in a conspicuous location on February 1, 2011. The
Summary Sheets need to be kept posted until April 30, 2011. If you have any questions regarding this important

                                   Training and Prep Course
This training is designed to assist the individual or group in developing their own “in house” training, 1926.1428
[a] [2] option (2). This training will follow requirements of the new standards for Qualified Signal Persons and
assist the employer with their need to identify Qualified Riggers. This course may also be used as a prep course
to help employees prepare for written and practical certification examinations on these topics!
