Initial Comments relative to the new PURPA Standards currently being considered by Talquin
Electric Cooperative, Inc.
Preface to Initial Comments:
The following comments reflect my direct involvement as a retail customer of Talquin Electric
Cooperative and to some extent may apply to Seminole Electric Cooperative, Inc. Some
comments may, however, apply appropriately to both.
Comments relative to:
Standard #1 Integrated Resource Planning. Section 532. Utility Energy Efficiency Programs.
(a) (16) & (17)
The current and future demands for clean energy production and distribution require joint action
by Seminole and Talquin, as well as by the Consumers.
Talquin’s role as a facilitator in helping residential customers participate in clean energy savings
activities is essential.
The effectiveness of Talquin’s free Home Energy Audit Program would be substantially
enhanced through the added provision of comprehensive educational programs and supporting
fiscal incentives similar, but not limited, to those currently provided by the City of Tallahassee.
Cost equity among retail customers of the Cooperative could be achieved by offering low interest
loans which would support residential investments in the installation of Solar Panels, Solar Hot
Water Heaters, Ground Loop AC Systems, Energy Star Appliances, Etc.
