                                      EPSOM AND EWELL

Minutes of the Annual Meeting of the COUNCIL of the BOROUGH OF EPSOM AND EWELL held at
             the Town Hall, The Parade, Epsom on Tuesday, 14 May 2002 at 1900 hours.

              The Meeting was preceded by prayers led by the retiring Mayor’s Chaplain

1      ELECTION OF MAYOR. The Mayor invited nominations for the office of Mayor for the
       Municipal Year 2002/2003. It was PROPOSED by Councillor George Crawford and
       SECONDED by Councillor Jonathon Reed.

It was resolved:

       That Councillor Keith Harold Mann be elected Mayor for the Municipal Year 2002/2003.

2      DECLARATION OF ACCEPTANCE OF OFFICE OF MAYOR. Councillor Keith Mann made
       and subscribed the declaration of acceptance of office.


3      ELECTION OF DEPUTY MAYOR. It was PROPOSED by Councillor Eber Kington and
       SECONDED by Councillor Vince Romagnuolo.

It was resolved:

       That Councillor Alan Carlson be elected to the office of Deputy Mayor of the Borough.


4      DECLARATION OF ACCEPTANCE OF OFFICE OF DEPUTY MAYOR. Councillor Alan
       Carlson made and subscribed the declaration of acceptance of office.


5      MAYOR’S CHAPLAIN. The Mayor announced that he had appointed Rabbi Stanley Coten,
       Rabbi of Kingston, Surbiton and District Synagogue, to be his Chaplain for the municipal year.

6      VOTE OF THANKS TO THE EX-MAYOR. It was PROPOSED by Councillor Eber Kington
       and SECONDED by Councillor Vince Romagnuolo that a vote of thanks be recorded for the Ex-
       Mayor, Councillor Alan Carlson and the ex-Mayoress, Councillor Sheila Carlson.

It was resolved:

       That the Council place on record its high appreciation of the excellent and devoted service
       rendered by Councillors Alan and Sheila Carlson during their term of office as Mayor and
       Mayoress of the Borough.


7      EX-MAYOR’S BADGE. The Mayor on behalf of the Members of the Council presented to
       Councillor Alan Carlson an Ex-Mayor’s Badge and to Councillor Sheila Carlson an Ex-
       Mayoress’ brooch for their service. The gifts were acknowledged by Councillor Alan Carlson
       who spoke of his pleasure and privilege to have been Mayor of the Borough, thanking all those
       who had helped him during his term of office.


8      MINUTES. The Minutes of the meeting of the Council held on 23 April 2002 were confirmed as
       a true record and signed by the Mayor.


9      APOLOGIES FOR ABSENCE. Apologies for absence were received from Councillors John
       Clarke, Mike Pellatt, Charles Steer and Jean Steer and Honorary Aldermen W R Carpenter,
       Mrs D B Clark and H W Davison. The Council recorded that its best wishes be sent to
       Councillor John Clarke, who is in hospital.


10     MAYOR’S COMMUNICATIONS. The Mayor announced that he would be adopting Epsom
       and Ewell PHAB, Breakthrough Breast Cancer, The Multiple Sclerosis Society (North Surrey
       Branch) and the Epsom and Ewell Palliative Care Fund, the Butterfly Appeal as his charities for
       the year 2002/2003.


11.    ALLOCATION OF SEATS ON COMMITTEES, SUB-COMMITTEES AND ADVISORY
       PANELS ; APPOINTMENT TO COMMITTEES, SUB-COMMITTEES AND ADVISORY
       PANELS; APPOINTMENT OF CHAIRMEN AND VICE-CHAIRMEN.                               The Council
       considered a report concerning the detailed implications of the Local Government and Housing
       Act 1989 on the representation of different political groups on Committees and Sub-Committees
       proposing an allocation of seats for the Council’s Committees, Sub-Committees and Advisory
       Panels and proposing nominations to them for the Municipal Year 2002/2003.

It was resolved:

(i)    That the allocation of seats shown below be adopted by the Council for the ensuing Municipal
       Year.

It was noted that the requirements of the Local Government and Housing Act 1989 concerning the
representation of political groups had been fulfilled, except in one minor respect which had the support of
the Chairman/Leader of all groups.

(iii)   That the Emergency Committee be constituted as the Chairman and Vice Chairman of Strategy and
        Resources Committee, the Chairmen of the other 3 Policy Committees and the Leaders of the
        Minority Groups.


12      REPRESENTATION ON EXTERNAL BODIES. A report was received concerning the
        appointment of representatives of the Council to certain external bodies listed below.

It was resolved:

(i)     That the persons referred to below be appointed as representatives of the Council upon the
        respective bodies against which their names appear, such persons to hold office until the Annual
        Meeting of the Council in May 2003 unless otherwise stated.

13.         REPRESENTATION ON SCHOOL GOVERNING BODIES. A report was received
            concerning the appointment of Council Representatives to the Governing Bodies of County
            Primary, Church of England (Voluntary Controlled) Primary and Roman Catholic (Aided)
            Primary Schools in the Borough.

It was resolved:-

(i)         To re-appoint Mr Cyril Frazer to the Governing Body of Auriol County Junior School with effect
            from 1 September 2002.

(ii)        That the other continuing appointments be noted.



14.         NOMINATIONS TO EXTERNAL BODIES AS SURREY LOCAL GOVERNMENT
            ASSOCIATION (SLGA) REPRESENTATIVES. A report was received concerning the
            nomination of Councillors to certain external bodies as SLGA representatives.

It was resolved:

(i)         To nominate Councillor Jean Steer to be considered as an SLGA representative to the Southern
            and South East Arts Regional Forum.

(ii)        To delegate to the Chief Executive, in consultation with the Chairman of Strategy and Resources
            and Group Leaders, the nomination of Councillors to other vacancies advised by the SLGA
