FISCAL COURT MEETING: Woodford County Courthouse,
Tuesday, September 14, 2010 at 5:30 p.m.

REPORTS AND UPDATES
Treasurer’s Report (Rebecca Wilson) – Treasurer Wilson reported the financial status through
today with the total cash amount of $2,073,780.88, less the bill list of $180,104.75, less the
certificate of deposit of $400,000.00, leaving an adjusted money market checking account balance
of $1,493,676.13.

Department Heads
Recycling Director, Wade Johnson informed the court he is now in the position to purchase the
horizontal baler at an approximate cost of $105,000.00 using the grant funding that was recently
awarded. Johnson further stated that based on conversations he has had with the company that
makes this particular baler, there are no other companies that make this kind of side eject baler,
which will be documented by written verification from this company. Since this baler is a single
source supply, Johnson wanted the court to be aware he was further informed by the State it will
not be necessary to go through the standard bidding process.
Johnson stated that he will be incurring a $250.00 expense for the Annual Employee Appreciation
Dinner that is hosted by the City of Versailles and the county and asked if he should expend this
amount from his budget or make some other arrangement. The court directed Johnson to make this
expenditure from his budget.
Regarding the recent approval of contract with Semones Heating and Air, LLC to install a
completely new heating and cooling system in the Woodford County Recycling Center, Johnson
recommended that the contractual amount of $4,770.00, that is included in the bill list and before
the court at this time, not be approved. Maintenance Director, David Long agreed that despite the
several attempts of working with this contractor to correct the installation problems, the cooling
system is still not adequately cooling the office located in the back portion of the building. As a
precautionary measure, Long contacted a heating engineer to inspect the installation at this phase of
the project for any recommendations that may need to be made prior to completion, at which time,
Long will report back to the court with this engineer’s findings.
Long also informed the court there is no insulation above the office located in the back portion of
the Recycling Center, and that he had received a bid of $850.00 for it to be totally insulated and
repair some of the ceiling tiles.
1. A motion was made by Jackie Brown and seconded by Ellen Gormley to approve an
$850.00 expenditure recommended by Maintenance Director, David Long for the purchase
of insulation to be placed above the office located in the back portion of the Recycling
Center.

County Road Engineer, Buan Smith asked for direction regarding the court’s preference to either
repair the damaged courthouse weathervane or replace it with one of the two that he found that was
most like the weathervane that was originally installed when the courthouse was built.
2. A motion was made by Charles “Bones” Webber and seconded by Larry Craig to approve
Buan Smith purchasing a new copper 48 inch (horse) weathervane for $280.00 to replace
the damaged weathervane that was originally installed when the courthouse was built.

Director of Jack Jouett House, Joel Meador informed the court the current website for the Jack
Jouett House is in need of being updated to be more functional. Meador stated this new website
would enable them to sell tickets online for their upcoming events and also provide an exhibit page.
The quote Meador received was from Richard Gatewood at Computer Surgeons for approximately
$800.00. No action was taken by the court at this time because this amount is allocated in his
operating budget.

from the August 24, 2010 regular fiscal court meeting.

4. A motion was made by Geoffrey Reid and seconded by Jackie Brown to approve the
transfers from the September 14, 2010 regular fiscal court meeting.

5. A motion was made by Geoffrey Reid and seconded by Steve Barnett to approve paying
the expenditures on the bill list totaling $180,104.75, with the exception of Check No.

OLD BUSINESS
Discussion of Woodford County Dead Animal Removal Program: On behalf of the Dead
Animal Removal Program Committee, Squire Gormley requested that the court set aside $7,500 to
supplement this program, which is to be matched by the Conservation District and the AG
Development Council. Additionally, the local farm groups such as Kentucky Farm Bureau, the
Cattleman’s Association, and various other agencies are to contribute at least $1,000, for a total
amount of $23,500 to start this program that will be in effect from October 1, 2010 through the end
of this fiscal year, June 30, 2011.
6. A motion was made by Ellen Gormley and seconded by Larry Craig to approve the
following terms and conditions of the Woodford County Dead Animal Removal Program,
which includes the removal of cattle, sheep, goats, and horses:
a. the Woodford County Fiscal Court will make a one time disbursement of $7,500.00
for this program that is to be matched by the Woodford County Conservation District
and the AG Development Council;
b. the local farm groups such as Kentucky Farm Bureau, the Cattleman’s Association,
and various other agencies are to contribute at least $1,000, for a total amount of
$23,500 to start this program that will be in effect from October 1, 2010 through the
end of this fiscal year, June 30, 2011. In the event this $23,500 is depleted before the
end of the budget cycle, the farmer will pay 100% and not receive any cost share;
c. farmers have the option of using any of the pre-approved certified pickup businesses
and the farmer will receive a maximum reimbursement of $66.00 when their receipt
is submitted to the Woodford County Conservation District. Consequently, if that
pickup business charges less than $66.00, they will only be reimbursed for the
amount that was paid; and
d. in the event there is a balance remaining of the allocated $23,500 for this Dead
Animal Removal Program at the end of this fiscal year, that amount would be
returned to each contributor on a prorata basis. Further, a separate account is to be
set up and managed by the Woodford County Conservation District.
Judge/Executive Coyle expressed his appreciation to all members that served on the committee that
diligently worked to accomplish amicable terms and conditions to make this program possible for
Woodford County.
Approval of the Second Reading of Budget Amendment No. 2 for fiscal year 2010-2011

7. A motion was made by Jackie Brown and seconded by Geoffrey Reid to approve the
Annual Budget and Amendment thereof and have a SECOND READING of a proposed
ordinance amending the Woodford County budget for fiscal year 2010-2011 to include
unanticipated receipts from the Transportation and KIA Grants in the amount of
$345,128.00 and increase the receipts of the Road and State Grant Funds. (Attachment)

NEW BUSINESS
Discussion of the 2010 Tax Rates of the (1) Logan Helm Woodford County Library; (2) the
Woodford County Fire District; and (3) the Woodford County Extension District Board.
8. A motion was made by Larry Craig and seconded by Geoffrey Reid to accept the 2010 tax
rates of the (1) Logan Helm Woodford County Library; (2) the Woodford County Fire
District; and (3) the Woodford County Extension District Board.

Approval of Informational Sheet for 2010 Tax Rates for Real Estate and Tangible Personal
Property.
9. A motion was made by Jackie Brown and seconded by Steve Barnett to authorize
Judge/Executive Coyle to execute the Informational Sheet for 2010 Tax Rates for Real
Estate and Tangible Personal Property.

Request from Linda Combs, City of Versailles, for additional allocation for the Christmas
Parade: On behalf of the City of Versailles, Linda Combs came before the fiscal court to request
funding for the 2010 Christmas Parade in addition to the $500.00 that was previously allocated.
After Ms. Combs explained to the court how she has experienced an increase in many of the
expenses that are affiliated with producing a parade and Christmas festivities of the caliber that we
have all grown accustom to, the court agreed to appropriate $500.00 to pay for the Kentucky State
Band to perform in the parade to promote tourism for all of Woodford County.
10. A motion was made by Larry Craig and seconded by Geoffrey Reid to approve a one time
expenditure of $500.00 to pay for the Kentucky State Band’s performance in the 2010
Christmas Parade to promote tourism for all of Woodford County.

Discussion from residents of KY 169. The spokesperson for the residents of KY 169, Mary
Hinkle, presented a petition to the court signed by residents of Woodford County and members of
the Clear Creek Baptist Church asking the county to enforce the laws regarding nuisance and weed
control on the lot at the corner of Highway 33 and 169. Ms. Hinkle stated that many homeowners
and concerned citizens of Woodford County have complained to members of the church about the
unsightly appearance of weeds, unmowed grass, repair of fences, and various junk that has been
placed on the property. Some other concerns conveyed to the court were the mice infestation, the
delay in the fence repair, and the possibility of there being hazardous material in the tanks located
on the property. The general consensus of opinion from the citizens that attended fiscal court was
that it appears that some of the Codes and Ordinances are not being enforced in regard to the
property previously mentioned, which is zoned A-1, Agriculture. Ms. Hinkle stated that according
to the deed filed in the Woodford County Clerk’s Office, this lot belongs to Charles Bradley Fister
and it is being leased by Mr. Griebe. When Judge/Executive Coyle was made aware of these
complaints through a conversation he had with Ms. Hinkle, he discussed this issue with Planning
and Zoning and was told the existing use of this lot was acceptable as it is presently zoned.
County Attorney Alan George explained the process that is required to enforce an ordinance that is
zoning-related in the event a landowner is in violation of a zoning ordinance. The Enforcement
Administrator of Planning and Zoning has to agree there is a violation of an existing ordinance, put
the landowner on notice of their violation by issuing a Notice to Abate, and if that landowner does
not abate within the timeframe set forth in either an ordinance or regulation, it is deemed that
person is aware of the violation and refuses to act upon it.
Communications
Squire Dotson – stated that he has recently received inquiries as to whether transportation would
be provided for the attendees of the 2010 Equestrian Games that are staying at Bed and Breakfasts
in Woodford County. The possibility of using the buses provided for the Senior Citizen’s Center
to transport attendees from Woodford County to the Horse Park was discussed; no action was taken
at this time.

Judge/Executive John Coyle stated that a formal request from the Safety Committee was
presented to the court requesting a letter be sent to the Woodford County Parks and Recreation
Center Director, Rich Pictor, and all the members of the board regarding a health and wellness
program for all county employees. The purpose of this letter is to request the board’s consideration
to offer a reduced membership to all county employees to Falling Springs Recreation Center as part
of the county’s health and wellness program.
11. A motion was made by Larry Craig and seconded by Geoffrey Reid to authorize
Judge/Executive Coyle to send a letter on behalf of the fiscal court to the Woodford
County Parks and Recreation Center Director, Rich Pictor, and all the members of the
board to request their consideration to offer a reduced membership to all county employees
to Falling Springs Recreation Center.
