This work is supported by the Office of Electricity Delivery and Energy Reliability (Permitting, Siting, and Analysis Division) and the Office of Energy Efficiency and Renewable Energy (Solar Energy Technologies
Program) of the U.S. Department of Energy under Contract No. DE-AC02-05CH11231.

GENERAL NOTES
(1) This summary is intended to serve as a living document. All data are provisional and are subject to change as new or better information becomes available. Cells marked as "no data" indicate that RPS
compliance data for that year are not yet available. If apparent errors are discovered, please contact LBNL (see contact information above).
(2) RPS Obligations (MWh) represent, unless otherwise indicated, the total RPS requirement for all applicable entities and across all RPS resource tiers, inclusive of solar and distributed generation set-
asides.
(3) RPS Achievement (% of RPS Obligations) represents the sum total, across all applicable entities, of the amount of renewable energy generation or number of renewable energy certificates (RECs)*
applied towards each entity's compliance obligation in the given compliance year, divided by the RPS Obligations. These values do not represent RPS compliance, per se, as each state may define
“compliance” differently. Instead, these values are intended to present comparable information across all states. As such, a number of standard conventions are used. Specifically, the percentages: (a)
reflect the application of any available credit multipliers, (b) include previously banked RECs retired within each compliance year, (c) do not include alternative compliance payments (ACPs), (d) do not
include borrowed RECs or deferred obligations until such time as the borrowed RECs are repaid or the deferred obligations are fulfilled, and (e) do not include RECs purchased or retired in excess of any
individual entity's compliance requirement, although RECs banked in any individual year are counted in subsequent years if applied towards those years' compliance obligations. Values of "n/a" are shown
for years in which compliance obligations did not exist.
(4) For states with compliance years that begin in the middle of each calendar year (i.e., DE, IL, NJ, and PA), compliance years are mapped to the table based on the start date of each compliance year (e.g., a
compliance year beginning June 1, 2010 is identified in the table as the "2010" compliance year). This may differ from the convention used in specific states.

* Renewable energy certificates (RECs), also sometimes referred to as a "Tradable Green Certificates" or "Green Tags", are created when one megawatt-hour of renewable energy is generated, are a purely
financial product, and can be traded separately from the underlying electricity generation. In many states, retail electricity suppliers are allowed to demonstrate compliance with the RPS by purchasing
RECs in lieu of directly purchasing renewable electricity. For definitions and explanations of other RPS terminology, please refer to: Wiser, R. and G. Barbose. 2008. Renewables Portfolio Standards in the

Cells marked as "no data" indicate that
solar/distributed generation set-aside compliance data for that year are not yet available. If apparent errors are discovered, please contact LBNL (see contact information above).
(2) Solar/DG Set-Aside Obligations (MWh) represent the total solar or distributed generation (DG) set-aside requirement for all applicable entities.
(3) Solar/DG Set-Aside Achievement (% of Solar/DG Set-Aside Obligations) represents the sum total, across all applicable entities, of the amount of solar/DG energy generation or number of solar/DG
renewable energy certificates (RECs)* applied towards each entity's solar/DG RPS set-aside compliance obligation in the given compliance year, divided by the Solar/DG Set -Aside Obligations. These values
do not represent compliance, per se, as each state may define “compliance” differently. Instead, these values are intended to present comparable information across all states. As such, a number of
standard conventions are used. Specifically, the percentages: (a) reflect the application of any available credit multipliers, (b) include previously banked solar/DG RECs retired within each compliance year, (c)
do not include solar/DG alternative compliance payments (ACPs), (d) do not include borrowed solar/DG RECs or deferred obligations until such time as the borrowed RECs are repaid or the deferred
obligations are fulfilled, and (e) do not include solar/DG RECs purchased or retired in excess of any individual entity's compliance requirement, although solar/DG RECs banked in any individual year are
counted in subsequent years if applied towards those years' compliance obligations. Values of "n/a" are shown for years in which compliance obligations did not exist.
(4) For states with compliance years that begin in the middle of each calendar year (i.e., DE, IL, NJ, and PA), compliance years are mapped to the table based on the start date of each compliance year (e.g., a
compliance year beginning June 1, 2010 is identified in the table below as the "2010" compliance year).
In many states, retail electricity suppliers are allowed to demonstrate compliance with the RPS by purchasing RECs
in lieu of directly purchasing renewable electricity. For definitions and explanations of other RPS terminology, please refer to: Wiser, R. and G. Barbose. 2008. Renewables Portfolio Standards in the United
States — A Status Report with Data Through 2007. Berkeley, CA: Lawrence Berkeley National Laboratory, LBNL-154E. http://eetd.lbl.gov/ea/emp/reports/lbnl-154e-revised.pdf
