Executive Summary
Introduction and aim(s) of survey

Mott MacDonald Merseyside Information Service (MIS) was commissioned by St. Helens Council to
carry out a Movers Survey across the borough.
The primary aim of this survey was to enable the St. Helens Council to understand where people
occupying new built properties and vacated dwellings in St. Helens moved from and the implications
for school provision in the Borough.
Samples used and response rates of survey

There were two samples used in the Movers Survey. They were;
     1. A main sample of all St. Helens households (stratified by ward).

     2. All new build properties in the last 5 years.

In total, 1168 were returned from 3143 sent out for the main sample giving a response rate of 37.2%.
Additionally, 882 were returned from 2445 for the new build properties sample giving a response rate
of 36.1%.

Summary of survey results

The main results from the survey were found to be:

•      There were a larger average number of people living in new build households compared with the
       main sample households. This is mainly due to the most prevalent household composition
       category in the new build households being ‘adult couple with child/children’ whereas it was
       ‘adult couple’ in the main sample households.

•      In addition, over two fifths (45.8%) of respondents from new build households stated they have a
       child(ren) under 18 years of age living at their address compared with just over one quarter
       (26.8%) of respondents from the main sample who have a child(ren) under 18 years of age living
       at their address.

•      When asked what their current tenure type was, over nine tenths (93.7%) of respondents from the
       new build sample described it as ‘owner occupier’ compared with three quarters (75.8%) of
       respondents from the main sample.

•      There was a noticeable trend of movement from social to private housing seen in both the main
       and new build samples – with high proportions of respondents moving from being a ‘Council
       tenant’ or ‘Private tenant’ to becoming an ‘owner occupier’. Noticeable variations between the
       two tenure types can be seen, with a decrease of 10.1 percentage points of respondents regarding
       themselves as a ‘Council tenant’ and an increase of 25 percentage points of respondents regarding
       themselves as an ‘owner occupier’ – this could possibly be explained by respondents purchasing
       their old Council houses or by respondents moving from rented accommodation into purchasing a
       property.

•      Interestingly, there was a much greater proportion of respondents from the main sample
       describing themselves as a first time buyer (45.3%) compared with respondents from the new
       build sample (28.4%).

•      The level of satisfaction with the neighbourhoods where respondents live is highest amongst
       respondents from the new build sample (81.7%), though not significantly higher than the level of
       satisfaction of respondents from the main sample households (76.8%) with their neighbourhood.

•      When respondents were asked to name the problems in their neighbourhoods they most disliked,
       the results were almost certainly linked to the social problems prevalent in some neighbourhoods.
       Respondents from the main sample were significantly more likely to highlight ‘litter’ or ‘youths
       congregating’ as being the most serious problem in their neighbourhoods. On the other hand,
       respondents from the new build sample were more likely to highlight ‘shopping
       facilities/amenities’ as being the most serious problem in their neighbourhoods.

•      Additionally, respondents were asked to indicate what they most liked about their neighbourhood.
       The factor most mentioned by respondents from the main sample was ‘neighbours’. Respondents
       from the new build sample indicated ‘quiet area’ as what they liked the most.


•      Over three fifths (60.1%) of respondents from the new build sample stated that they had moved
       within the borough to another address. Under one in ten (8.0% of) respondents stated that they
       moved into St. Helens from outside the North West. Whereas, alternatively, Over seven tenths
       (72.2%) of respondents from the main sample stated that they had moved within the borough to
       another address. Just under one in ten (7.2% of) respondents stated that they moved into St.
       Helens from outside the North West.

•      A further difference of what the two sets of respondents most liked was highlighted with a
       possible issue of mobility arising within the comments from the respondents as to what they liked
       about their neighbourhood. A factor mentioned quite often from respondents in the main sample
       was ‘good access to public transport’ whereas respondents from the new build groups indicated
       ‘good road/motorway networks’ as being a factor they like about their neighbourhoods.

•      Similar types of issues of issues were seen when examining the reasons why respondents moved
       into the area in which they currently live. Respondents from the main sample highlighted reasons
       like ‘familiar with area’ and ‘close to family and friends’, whereas respondents from the new
       build sample highlighted reasons like ‘type of property’ and ‘affordable housing’.

•      Slightly more respondents from the main sample (10.0%) transferred their child/children to a
       different school as a result of moving into their current address in comparison with respondents
       from the new build sample (6.4%).

•      The reasons given by respondents for transferring their child(ren) when moving were very
       similar. Respondents from the new build sample indicated that ‘proximity to home’ and
       ‘academic standards’ were significant factors in influencing their choice of school location when
       they transferred their child(ren). Respondents from the main sample highlighted ‘proximity to
       home’ and ‘reputation’ as significant factors in influencing their choice of school location when
       they transferred their child(ren).

•      Significantly fewer respondents from the new build sample (26.0%) said they were not thinking
       of/could see themselves leaving their current address than respondents from the main sample
       (51.2%). Factors such as respondents’ age ranges (much lower in the new build sample),

       comparative lack of mobility, employment status and numbers of years living at current address
       can be used in explaining this difference.

•      The possibility of the main sample respondents’ comparative lack of mobility was again
       highlighted by the fact that almost three tenths (29.6%) of main respondents stated that they
       would move to the same locality that they currently live in within the borough if they were to
       move. This is compared to a much lower proportion (14.7%) of respondents from the new build
       group who would move to the same locality that they currently live in within the borough if they
       were to move. On the other hand, respondents from the main sample may have a reluctance to
       leave the area due to commitments which keep them within the locality.

•      This apparent trend of mobility between the respondents from the two samples was again shown
       by the fact that almost three fifths (55.6%) of respondents from the new build sample would
       move outside the borough if and when they moved, compared to just over one third (37.1%) from
       the main sample who would move outside the borough if and when they moved.

•      Over seven tenths (72.2%) of respondents stated that they had moved within the borough to
       another address. Just under one in ten (7.2% of) respondents stated that they moved into St.
       Helens from outside the North West.

•      A greater proportion of respondents from the new build sample (15.4%) stated that they will
       intend to move their children to a different school as a result of moving to a new property from
       their current address; this compares to less than one in ten (8.5%) respondents from the main
       sample. As well as the above reasons, this could be due to the fact that the children were moved
       by the main sample respondents at an earlier date (as a higher proportion of respondents from the
       main group (13.0%) indicating the reason why they moved from their previous address to their
       current was because of ‘school catchment area’. This is compared with a much lower proportion
       of respondents from the new build group (5.1%) stating this.)

•      This further backs up the main trend shown in this survey, which shows the localisation of the
       main sample respondents – being more inclined to stay in the borough/area in which they are
       currently living. This is compared to the mobility of the new build sample respondents who are
       younger professional people and who seem to be more mobile in their housing and schooling
       location decisions.

•      When examining the age groups between respondents from the main and new build samples, the
       most represented age group in the main sample was the 45-69 years of age category – with 50%
       falling into this age group. Alternatively, the new build sample (with 71.4% of respondents
       falling into the 25-44 age group) showed a much younger profile.
Conclusions of the survey
•      More respondents from the main sample moved within the borough of St. Helens compared with
       respondents from the new build sample. To further add to this, there was a greater proportion of
       respondents from the new build sample who moved from Manchester, Warrington and elsewhere
       from Cheshire than respondents from the main sample.
•      Slightly more respondents from the main sample transferred their children to a different school as
       a result of moving to their current address compared with new build sample respondents.
•      ‘Academic standards’ was the significant factor that would influence both the majority of new
       build and main sample respondents to move their children to a different school. ‘Proximity to
       home’ was also a factor mentioned on numerous occasions by both new build and main sample
       respondents.

1            Methodology and Confidence Intervals

1.1          Introduction and aim(s) of the survey

Mott MacDonald Merseyside Information Service was commissioned by St. Helens Council to carry
out a Movers Survey across the borough.

The primary aim of this survey was to enable the St. Helens Council to understand where people
occupying new built properties and vacated dwellings in St. Helens moved from and the implications
for school provision in the Borough.


1.2          Methodology and sample
The research was undertaken using a postal survey methodology, with self-completion questionnaires
sent to two separately drawn samples.

•     A main sample of all St. Helens households (stratified by ward) was the over arching feature of the
      research.

Further in-depth information was collated from a sub set of the population who were known to have
moved to/during the following:

•     All new build properties in the last 5 years

1.3          Response rate
In total, 1168 were returned from 3143 (minus 56 for postal non response purposes, e.g. gone aways)
sent out for the main sample giving a response rate of 37.2%. Some 882 were returned from 2445
(minus 329 for postal non response purposes, e.g. gone aways) new build properties sampled giving a
response rate of 36.1%.

1.4          Weighting

At the analysis stage, the data from the main sample was weighted in order to make it representative of
the Borough as a whole. This would give a profile of the number of movers within the Borough in the
last few years, with a calculable confidence level.


1.5          Confidence Intervals
The number of respondents who answered a particular question is often not the total number of overall
respondents, as not all questions apply to every respondent and some respondents did not answer all of the
questions. The results of the survey are based on a sample, which means that the figures shown in the tables
of this report may differ from those that would have been achieved had all those who were eligible answered
the survey. The sampling error for any particular percentage as presented in the tables depends on the
numbers that have answered that question and the size of the percentage itself. Table 1.1 over page gives a
general indication of the accuracy of the results presented in the report.

•     Figure 2.1 below shows that three quarters (75.6%) of respondents from the main sample stated
      that they had lived at their current address for over 5 years. In comparison, over one half (51.6%)

•                   Figure 2.11 below shows the difference between what respondents from the main sample regard
                    their previous and current tenure types to be. Noticeable variations between the two tenure types
                    can be seen, with a decrease of 10.1 percentage points of respondents regarding themselves as a
                    ‘Council tenant’ and an increase of 25 percentage points of respondents regarding themselves as
                    an ‘owner occupier’ – this could possibly be explained by respondents purchasing their old
                    Council houses.

•                   Figure 2.12 below shows the difference between what respondents from the new build sample
                    regard their previous and current tenure types to be. Noticeable variations between the two tenure
                    types can be seen with a decrease of 5.7 percentage points of respondents regarding themselves as
                    a ‘private tenant’ and an increase of 21.7 percentage points of respondents regarding themselves as
                    an ‘owner occupier’ – this could possibly be explained by respondents moving from rented
                    accommodation into purchasing a property.

     tenure type as ‘other’, almost nine tenths (89.7%) of the respondents stated that they were ‘living
     with their parents’.

    NB: The reason why the % columns sum to more than 100% for the main and new build sample is because this table
    relates to respondents stating ‘Yes’ to the factors which influence their decision to move from their previous address
    and were able to give more than one reason.

    •    Of the respondents from the new build sample who stated that they moved from their previous
         address for ‘another reason’, 15 out of 88 (17.0% of) respondents stated ‘work relocation’ as being
         the reason for moving. Other commonly mentioned reasons included; ‘be closer to family/friends’
         (13.6%) and ‘move in with a partner’ (12.5%).

    •    Of the respondents from the main sample who stated that they moved from their previous address
         for ‘another reason’, 33 out of 142 (23.5% of) respondents stated ‘home demolished/compulsory
         purchase order’ as being the reason for moving. Other commonly mentioned reasons included; ‘be
         closer to family/friends’ (15.7%), ‘work relocation’ (10.5%) and ‘wanted own place’ (10.4%).
