An e-service from the Bureau of Internal Revenue that
allows gives taxpayers a paperless tax filing experience
and convenient payment of tax dues utilizing the power of
the Internet
          What is the eFPS?

e-Filing uses BIR-supplied validation and
computation rules to efficiently check for
completeness and correctness of taxpayer input.

e-Payment is the online payment and
confirmation process between the eFPS and the
participating banks (through an Internet-enabled
Banking system).

 By the end of this module, you will:
  • know how to access eFPS from the Internet
    using your Internet browser on your
    computer

         Open your internet
         browser by double
        clicking the “Internet
          Explorer” icon (or
      Netscape Navigator Icon)
           on your desktop

         Access the BIR Website by typing
         in “http://www.bir.gov.ph” in
          the address bar of your browser
              and press the enter key

eFPS Enrollment
           Module Objectives

 By the end of this module, you will:
  • know how to enroll user accounts in eFPS for
    Individual taxpayers
  • know how to enroll user accounts in eFPS for
    Corporate taxpayers
  • know how to enroll additional user accounts
    in eFPS for Corporate taxpayers
  • know what to expect after successful
    submission of enrollment requests on eFPS

                 On the eFPS homepage,
                 click on the “Filing and
                Payment” icon to access
                 the eFPS login screen

        OR, you can also click on the
        “eFPS Login” link to access
          the eFPS login screen

             A Security Alert message
               may appear to inform
             you that all data that you
             enter and transmit at this
             point will be secured and
                    encrypted.




                     Click “OK”
                     to proceed

                         The eFPS

           Once inside the eFPS login
           page, click on the “Enroll
                 to eFPS” link

             Then, supply information on
             the following fields:
              Taxpayer Identification
               Number
              Registered Name
              Taxpayer’s Name
              Date of Birth / Incorporation
              Taxpayer’s address
              Taxpayer’s contact number
              Taxpayer’s email address
              Preferred username and
               password
              Preferred challenge question
               and answer
       eFPS Enrollment Form

 It is important for you to remember
  your username and password, as well
  as the correct answer to the
  challenge question
 Keep your password and challenge
  question answer to yourself. Do not
  make it easy to guess, nor write it
  down.

                       Once enrollment form is
                    accomplished, click “SUBMIT”

                           Once enrollment for a
                             CORPORATE user
                           account is successfully
                           accepted by eFPS, this
                           message box appears




                      Click “OK” if you want to
                    enroll more users for this TIN
         Enrolling More Users

 Clicking “OK” will clear the enrollment
  form and allow you to submit a new
  enrollment form for another account for
  the same TIN
 Multiple users per TIN is only allowed on
  corporate enrollees – maximum number of
  accounts is three (3)
 You can also choose to enroll more users
  at a later time
              After Enrollment

 After submitting the accomplished enrollment
  form, the application is investigated and
  processed by BIR personnel
 BIR then sends an e-mail to the enrollee (within
  3 to 10 days) indicating the status of his
  application: whether the application has been
  activated or rejected.
 Activated enrollees may logon to eFPS using
  their TIN, Username and Password supplied in
  the Enrollment Form to proceed to eFiling/Pay.
       Module Four:

  • know what to do in case you forget your eFPS
    login password before you log-in to eFPS

             There may be instances

            forgotten your password.
              In case this happens,
             access the eFPS login

                                Then, click “SUBMIT”

            correct, the Password

            eFPS will automatically
            generate a new password
            and send it to you via
            email (using the email
            address you supplied
            during enrollment). Check
            your email to see the
            newly generated password
            and use that to login to
            eFPS again.
        Module Five:
Changing User Information

    address and email notification preferences
  • know how to change your preferred challenge
    question and answer

    the same corporate taxpayer TIN

   The eFPS User Menu Screen also allows corporate
taxpayers to enroll additional user accounts for the same
TIN, in case this is not done during the initial enrollment

                       form that are
                      grayed-out and
                     already pre-filled

              However, the rest of the
              fields either need to be
              filled up, or can be
              automatically computed.

                      Most of the forms have
                      common functions which are
                      accessible at the bottom of
                      each online form

                               Click on the “Add

                          Validating the Tax Return
                          Form is necessary before
                          the taxpayer submits the
                         form. Validation computes
                            and validates entries in
                               the form after the
                           taxpayer has completed
                             all mandatory fields
                              required by the Tax
                                 Return Form.




                          To do this, click on the
                            “Validate” button
Online eFiling – Validating the Form

                              After clicking on
                         “Validate” messages will
                          appear to prompt you of
                            erroneous or invalid
                         entries on the form. Once
                         validation is successful, a
                         window with the following
                            message will pop up
                           “Validation Successful.
                          Click on Edit if you wish
                           to modify your entry.”

      REMEMBER:
   A form needs to be

                                is generated by eFPS. This
                               means that the form has been
                                successfully submitted and

                                  paying the tax dues after

                                 Tax Return Form, click on

    You can also pay for your tax dues later
    after you perform a later inquiry for the
    form you have just filed

                     Also enter the appropriate

                     Then click “OK”



NOTE: Required data for the return period
(e.g. month, day and/or year) may differ
depending on the form you are filing
Off-line eFiling

              In a moment, the system will
       generate the form you have chosen to
         file offline. You will know that this is
        finished when the name of the file to
         be downloaded is already on screen



            Click on the file name to start
               the downloading process
Off-line eFiling
            The “File Download” window
           will appear to ask whether you
           want to Open or Save the file


                      Clicking on “Save”
                      will prompt you for
                      the location of the
                      folder in your hard
                      disk where the file
                          will be saved

                  Clicking on “Open” will
                   open the file without
                   saving it first on your
                   computer’s hard drive
                Off-line eFiling

 Important Notes:
  • The return form file you have downloaded is in
    Microsoft Excel format (.xls)
  • However, to conserve on space and on bandwidth,
    and also to make downloading faster, the file is
    compressed in ZIP format (.zip)
  • To uncompress the file, you need to install WinZIP or
    WinRAR first on your computer
  • Once the file is uncompressed, you can now open the
    file in Microsoft Excel
                     Off-line eFiling
                                        After downloading, uncompressing
                                         and saving the file, open it using
                                                 Microsoft Excel

                                                   Once you open the file in
                                                      Microsoft Excel, this
                                                    window pops up to ask
                                                     whether you want to
                                                   Disable or Enable Macros



                                            Clicking on “Enable Macros”

IMPORTANT NOTE: Macros should be
enabled for the form to work properly
                     Off-line eFiling
 You can now start filling up the form in Microsoft Excel, even without an
Internet connection. You can even edit and save the file on your computer
         multiple times before you upload the form for submission

                                                 As with, the online form,
                                                    note that there are
                                                  fields on the form that
                                                    are grayed-out and
                                                      already pre-filled


                                                However, the rest of the
                                                fields either need to be
                                                filled up, or can be
                                                automatically computed.
                Off-line eFiling
 After filling-up the form in Microsoft Excel, you can
  choose to submit it by clicking on the “Upload”
  button, located at the bottom-most portion of the
  form
 Before clicking on the “Upload” button, make sure
  that you have an active internet connection
 Clicking on the Upload Button will validate if all
  mandatory fields are filled out. Error messages will
  appear to prompt you of invalid entries.
 Once validation is successful, you will automatically
  be connected to the eFPS internet website.
Off-line eFiling
                  Your Internet browser will
            automatically open, redirecting you to
             the eFPS website, more specifically,
                 the Form Upload Screen.




  Click “OK” to Proceed

 To login, enter your TIN,

Tax Return Inquiry
           Module Objectives

 By the end of this module, you will:
  • know how to inquire / view your previously e-
    filed returns
  • know how to print out a previously e-filed
    return
  • know how to view payment details of
    previously e-filed returns
  • know how to view attachments of previously
    e-filed returns

The “Tax Return Search Search Result” screen appears for the chosen
 form, if you have made more than one (1) filing you have made for the
 period you have chosen. If search result yields only one (1) record, the
     details of the single tax return record is displayed immediately.

             Module Objectives

 By the end of this module, you will:
  • know how to perform e-payment via bank
    transfer using Accredited Agent Bank's
    facilities for online e-payment, after:
     – immediately and successfully filing a return
     – successfully inquiring or viewing a previously filed
       return
  • know how to perform e-payment via tax debit
    memo
                  ePayment

 ePayment is a function within eFPS wherein the
  taxpayer can pay for the tax dues on a particular
  efiled tax return using the online payment
  facilities of Accredited Agent Banks or AABs
 ePayment can only be done after the taxpayer
  has immediately and successfully e-filed a tax
  return online
 ePayment can also be done after the taxpayer
  has successfully inquired or viewed a previously
  e-filed tax return.

 Note that it is necessary to enroll and avail of the online
  payment facilities of your chosen AABs separately,
  before you can perform e-payment in eFPS.
 The participating banks will do the necessary procedures
  to validate and process the taxpayer’s account
  enrollment. Taxpayers who enrolled with the banks will
  be given corresponding usernames/IDs and passwords
  (this depends on the standard policy of the participating
  bank) for authentication.
 The account and taxpayer profile will be used when the
  taxpayer will proceed to E-Pay/ pay online through eFPS
  after a successful E-Filing transaction.

            Remember that eFPS generates the Filing
      Confirmation screen with the filing reference number
        immediately after eFPS receives an eFiled return

                         means that the form has been
                          successfully submitted and
                                received by eFPS

                    inquired or viewed a previously filed return

         perform e-payment

       After clicking on “Proceed to
      Payment” the eFPS Payment
      Form is displayed with default
      payment information retrieved
       from the eFiled return. You
          cannot edit these fields


        There are two (2) possible
          mode of payments for
          efiled returns: Fund
          Transfer, or via Tax
              Debit Memo
ePayment via Fund Transfer
           If you choose to e-Pay via fund transfer,
            click on the Fund Transfer checkbox

          Select the Transacting Bank (your chosen
              AAB where you have enrolled for
           ePayment) from the drop down list box




                                  Enter the amount
                                   you are paying



                   Then click “Submit”
      ePayment via Fund Transfer
 At this point, eFPS will send your tax return and
  payment instruction details to your chosen AAB’s
  online payment facility
 You will then be redirected to the AAB’s online
  payment facility website
 Depending on the AAB’s online payment facility,
  you may be asked to enter your username and
  password, and/or account number to access the
  payment facility
 From hereon, the AAB’s procedure for ePayment
  is followed – this may be different per AAB
       ePayment via Fund Transfer
 The AAB’s online ePayment facility will validate the tax
  payment instruction and generate a Confirmation
  Number to be sent to the taxpayer and to eFPS,
  together with the other payment details. This is usually
  displayed by the AAB’s ePayment facility along with your
  filing reference number, TIN, name, account number,
  and amount paid.
 The generated Confirmation Number refers to the
  control number issued by the AAB to the taxpayer and
  the BIR to indicate that your account has been
  successfully debited electronically in payment of your tax
  liability. This is equivalent of the bank-validation and
  Official Receipt issued by the AAB
           ePayment via Fund Transfer
eFPS will display a confirmation screen stating that your AAB has successfully
received and confirmed to eFPS the receipt of the payment instruction only if
 the payment for your tax dues has successfully been debited electronically.

                         Terminology
 Authentication
   • Process of validating user before accessing services of a specific
     system.
 Back-end
   • Processing in server that is not transparent to taxpayer.
 Browser
   • Tool for opening html files such as Internet Explorer or Netscape
     Navigator.
 Challenge Question
   • Second level of security specific to each taxpayer. This is asked after
     the taxpayer has successfully logged on to the eFPS.
 Checksum
   • An encrypted field value that contains a record stamp that is used to
     determine whether or not a record has been tampered.
                         Terminology
 Confirmation Number
   • Number given by a transacting bank to a tax return payment
     transaction once the amount payable has been debited from the
     taxpayer's account.
 Form
   • Browser page containing information input fields for the user to fill up.
     An example of this page is the Tax Return Form.
 e-Filing
   • Application that handles filing of tax return over the web using a
     browser.
 e-Payment
   • Application that handles payment of tax return over the web using a
     browser.
 Internet Banking
   • System that handles bank transactions like debit and credit over the
     internet.
                        Terminology
 Enrollment
   • Application process for acquiring eFPS services
 Post Enrollment
   • Process of investigating the taxpayer's application for eFPS services,
     which requires the use of the Post Enrollment web-intranet application
     for displaying an enrollee's investigative information and
     activating/rejecting the application.
 Reference Number
   • Number given by eFPS filing to taxpayer once the tax return form field
     information have been successfully appended to the transaction tables.
 Request
   • Mechanism by which a client module can send a request for the
     execution of a server module.
 Response
   • Mechanism by which a server module can send information back to its
     client.
                        Terminology
 Submit
   • Transmission of form content to eFPS web host for processing such as
     appending a record to eFPS database.
 System
   • Composed of several automated functions/services and manual
     procedural aspects that are integrated to accomplish a specific major
     function.
 Transaction
   • eFPS accepts two types of transactions: either Filing or Payment.
 Transacting Bank
   • Transacting bank is responsible for receiving the payment instruction
     sent by eFPS. It debits the specified amount from the taxpayer's
     existing account that is related to the TIN and produces a confirmation
     number to be sent back to eFPS.
                         Terminology
 Transaction File
   • Transaction file can either be a RPS transaction file that contains the
     transaction records gathered from eFPS filing service, or a CBR
     transaction file that contains transaction records gathered from eFPS
     payment service.
 Upload
   • The process of appending records extracted from a batch or an input
     file into a database table.
 User
   • Taxpayer or BIR authorized personnel depending on eFPS service
     accessed
 Validation/Validate
   • Process of checking the taxpayer's entries in the electronic tax return
