                                LGSS – 15th and 16th of June 2011

Objective of Day 1:
    To reflect of the progress achieved by the DPOs and their federation in the 11
       panchayat (project area of LGSS) and identify priority areas for action in the
       coming six months
    Sharing and learning from experiences of DPO leaders from our partner NGOs in
       Jharkhand and Bihar
    To strengthen the collaboration between local self-government, DLSA – Dist.
       Legal Service Authority and other resources in the community

Outcome Indicators: achieved during the DAP and by the partner NGOs/ DPOs in the
last 12 months
    1. Enhanced awareness on Human Rights, Entitlements, Policies and Programmes
        among 15 CBR Personnel and 1631 DPO leaders/ members
    2. 22 Human Rights issues affecting the lives of PWDs acted upon by DPOs
    3. 2 linkages developed with other DPOs/ Peoples organizations at Panchayat/
        Block/ Dist level
    4. 3 systemic changes brought about by DPO advocacy actions – achieved by the
        partner NGOs/ DPOs in the last 6 months (Last Tuesday of every month –
        Grievance day by CDPO; appointment of specialist Doctor for the Certification of
        persons with hearing impairment, mental retardation and mental illness; free
        medicines are available for persons with Mental Illness at Block level)
    5. 0 DAPs conducted at partner level independently/ DAPs planned independently
    6. 1 DAPs covered by media/ 1 DAPs planned independently

     Panchayats (9 GPs from Bhandra Block + 2 GPs from Kairo Block) and PWDs

Highlights of Day1 – 15th Jun 2011:

   1. The programme was held at Avantika Hall, Govt. owned Community Hall in
      Lohardaga Town – Refer Annexure 7 for - Schedule of Day 1 -15th Jun 11
   2. Mr. Yadav welcomed the participants and Mr. Yasin gave a brief overview of the
      day’s programme.
   3. Mr. Mahesh reviewed the “10 point advocacy action points” that was identified
      during the previous advocacy programme in Jun 2010.
   4. Mr. Samil Oraon – President of Swalambi Viklang Maha Sangha, Lohardaga
      Block DPO Federation made a presentation on the key actions undertaken by
      their federation during the last year (Jun 2010 – Jun 2011). Some of the
      highlights of his presentation are listed below, - Refer Annexure 1 for
      Achievements of the Block Federation
          a. Mr. Samil presented the Vision of the Federation and the reason for
              forming the federation. Following which he explained the actions
              undertaken by their Federation.
          b. Examples of creative action by the Federation are:
                   i. involved in tree plantation at Akhileshwar Dham – a well-known
                      place of religious workshop, facilitate the marriage of a women
                      with disability, establishing with other networks
                  ii. ‘Dignity Rally’ was organized in Kairo Block – about 150 persons
                      with disabilities from Kairo Block marched to submit a 22 point
                      memorandum with issues of persons with disabilities to BDO
                 iii. 30 members from the Federation went to Ranchi to meet the State
                      Commissioner Disabilities with a single point demand – All
                      persons with disabilities should get Disability Ration Card
          c. Strengthening of DPOs/ Federation at village level and identifying issues:
                   i. Follow-up actions by linking with ICDS, BDO, Judiciary, Health
                      Department, District Collector, Zilla Parishad, State Commissioner
                      of Disabilities

                   ii. Expanding the Maha Sangh (Federation) to establish a District
                        level federation - started work to expand the work of the federation
                        from Bhandra Block to cover Kuru, Kisho and Kairo Blocks
           d. Examples of systematic changes achieved:
                    i. Last Tuesday of every month – Grievance day by CDPO of ICDS
                   ii. Lobbied through DLSA (District Legal Service Authority) and
                        District Court – whereby the DMHP (District Mental Health
                        Programme) Gumal District Programme (neighbouring district) is
                        now linked with Lohardaga District, a specialist Doctor is now
                        present for day in a month at Lohardaga district hospital for
                        issuing certificate for persons with persons with hearing
                        impairment, mental retardation and mental illness
           e. Examples of Political Actions:
                    i. Mr. Shamil Oraon with the support of Federation members –
                        contested and won the Zilla Panchayat elections from Bhandra
                        Block
                   ii. Mr. Samil met with the Dy. Chief Minister Shri. Sudesh Mahato -
                        and request him to establish a separate cell to address the issues
                        of persons with disabilities at all levels (from panchayat to state
                        level) and submitted an appeal for creating barrier free space in all
                        public spaces
   5. Following this there was an interactive session with Govt. Officials, where the
      officials highlighting their efforts to address the Rights, Needs and Issues of
      persons with disabilities. The Officials who were present were:
           a. SSA - State Coordinator,
           b. District Social Welfare Officer and
           c. Justice PK Chourasiya, Secretary - DLSA - District Legal Service
               Authority, Lohardaga – interacted with the participants highlighting their
               efforts to address the needs and issues of persons with disabilities
           d. Dy. Development Commissioner (absent)
   6. Interaction with Print and TV Journalist – Mr. Shamil Oraon, President, Swalambi
      Viklang Maha Sangha, Lohardaga Block DPO Federation, Govt. Officials, Mr.
      Yadav and Mr. Yasin from LGSS and Mr. Mahesh from CBR Forum interacted
      with the journalists and the DAP received wide coverage in Sakshi TV and
      various newspapers such as - Dainik Bhaskar, Dainik Jagaran, Hindustan and
      Prabat Khabar. Refer Annexure 2 for the Newspaper clippings
   7. The participants were grouped by their GPs and were involved in a Group
      Discussions in identifying the advocacy actions points for the coming 6 months –
      the discussions were facilitated by the CBR Coordinators and CBR Workers from
      the partner NGOs. Refer Annexure 6

Highlights of Day2 – 16th Jun 2011:

   1. Review of Day 01 of Advocacy Programme - What did we learn?
         a. If we are united we can work
         b. The presentation made by the DPO Leader was very good and we learnt
            how the DPO should function
         c. We will use the paper cutting and share it with our members
         d. We learnt to speak without fear with Govt. officials

            e. If there are more than 2-3 interface with Govt. annually this will strengthen
                our work
   2.   Presentation of Advocacy Actions undertaken by DPO Representatives from 8
        Partner NGOs during the last year
   3.   Updates on Recent Developments by C. Mahesh on the following:
            a. Human Rights Principles of Dignity, Autonomy, Participation, Inclusion &
                Accessibility, Non-Discrimination & Equality, Respect for Difference – that
                should guide our efforts
            b. New Laws on Disability – updates and that the Committee will be
                submitting the Bill to Ministry of Social Justice in Jun 2011
            c. BPL Survey – upcoming survey to be undertaken by Ministries of Rural
                Development, Urban Poverty Alleviation and the Registrar General of
                India from Jun 2011 – elaborated the criteria for identification of BPL
                families and on the lobbying that needs to be done to ensure Persons
                with Disabilities and their families from the poor are not left out in this
                survey
            d. Andhra Pradesh MGNREGA – covered some of the salient points initiated
                by Govt. of Andhra Pradesh to ensure persons with disabilities are
                meaningfully employed under MGNREGA
            e. MPLAD (Member of Parliament Local Area Development Scheme)–
                recent directive issued by the Govt. where by MPs will be allowed to
                spend up to Rs. 10 lakhs annual for providing assistance to the physically
                challenged
            f. Sharing of experiences of Advocacy in Koraput – submission of the
                memorandum to Deputy District Collector by the DPO leaders in Jun
                2011
   4.   Presentation of the issues identified by the Participants during Group

Achievements of the Block Federation – Presented by Mr. Samil Oraon – President
of Swalambi Viklang Maha Sangha, Lohardaga Block DPO - 15th Jun 11 at
Avanthika Hall, Lohardaga on the key actions undertaken by their federation
during the last year (Jun 2010 – Jun 2011).

Mr. Samil started the presentation by presenting the Vision of the Federation and the
reason for forming the federation. Following which he explained the actions undertaken
by their Federation.

Vision of the Swalambi Viklang Maha Sangha, Lohardaga Block DPO Federation –
Create a society in which all persons with disabilities can live like any other person with
respect and dignity

Why Federation?
  1. The person facing the difficulty must be the leader in addressing the issue
  2. Build leadership capacity among persons with disabilities
  3. DPO/ Federation makes it possible to advocate the issues of persons with
     disabilities from the village to state
  4. DPO/ Federation able to disseminate information to all its members
  5. We are able to establish our identity in the community
  6. Opportunity to enjoy the rights through self-advocacy
  7. Establish a Social, Economic and Political identity
  8. Influence policy and programmes
  9. Sustain the initiatives after the withdrawal of the NGO

Creative action:

   1. 9 Aug 2010 – DPO involved in tree plantation at Akhileshwar Dham – a well-

   3. Establishing with other networks – the process of linking up with Jharkhand
      Viklang Manch is underway

Role of federation:
   1. Organize persons with disabilities as DPOs in 44 village level DPOs with 527
       members
   2. Identify the issues of persons with disabilities – at village/ GP/ Block/ District level
   3. Appropriate follow-up actions of the identified issues by linking with ICDS, BDO,
       Judiciary, Health Department, District Collector, Zilla Parishad, State
       Commissioner of Disabilities

Systematic changes achieved:
   1. Last Tuesday of every month – Grievance day by CDPO of ICDS – to address
      issues related to - Disability certification, pension, aids and appliances, marriage,
      domestic violence). The CDPO office in Bhandra Block now calls on the
      federation – 1 day before the Grievance Day and asks them if there are any
      issues to be addressed.
   2. 8 Aug 2010 – All DPO members (around 50) gathered in the PHC – when the
      Civil Surgeon was present – renewed demand for Disability Certificate for
      persons with hearing impairment, mental retardation and mental illness – Civil
      Surgeon committed to address this issue
   3. 1 – 10th Oct 2010 – Mental Health Week – DLSA (District Legal Service
      Authority) requested LGSS/ Federation to organize this event. The Federation
      refused to organize the Mental Health Week as the promises made during the
      previous programme were not fulfilled. The federation submitted a memorandum
      to the District Judge asking for the appointment of specialist Doctor for the
      Certification of persons with hearing impairment, mental retardation and mental
      illness. As a result DMHP (District Mental Health Programme) Gumal District
      Programme (neighbouring district) is linked with Lohardaga District, a specialist
      Doctor is now present for day in a month at Lohardaga district hospital for issuing
      certificate to the above mentioned groups. And free medicines are available for
      persons with Mental Illness. Earlier these medicines were available only at
      Ranchi, the State Capital and people had to travel 100 kms one way.
   4. 13 Jan 2011 – ‘Dignity Rally’ was organized in Kairo Block – about 150 persons
      with disabilities from Kairo Block marched to submit a 22 point memorandum with
      issues of persons with disabilities to BDO. BDO was asked to come out of his
      office and the member garlanded the BDO with 1 of the issue written on the
      garland. Following this the BDO offered to appoint persons with disabilities as
      ‘Meth’ (supervisor) under MGNREGA (Gandhi Giri style of lobbying)
   5. 9 Jun 2011 – 30 members from the Federation went to Ranchi to meet the State
      Commissioner Disabilities with a single point demand – All persons with
      disabilities should get Disability Ration Card. (The reason was - BPL/ APL card is
      being issues for all people in Lohardaga District). The Commissioner has written
      a letter to the concerned Secretary and Chief Secretary – requesting them to
      issue a letter to all DCs asking them to issue Disability Ration Card to all persons
      disabilities.
   6. The above 22 point memorandum was submitted to BOD at Kisko Block
   7. A child with hearing impairment was going to upper primary school in Pajhari
      School in Bhandra Bock, she was studying in the school for 3 years however the
      headmaster had not formally enrolled her. In order for her to get the Disability
      Certificate, the headmaster had to sign her application form – however as she
      was not enrolled – the headmaster was not signing her application and she was
      not getting her Disability Certificate. The Federation spoke with the Headmaster
      and also discussed with the School Inspector. Following which she was formally
      enrolled in school. (The headmaster was not enrolling her – as he felt that she
      would not pass in her 10th examination – therefore bring a bad name to the
      school)
   8. Kisan Credit Card was not given to persons with disabilities. Mr. Samil fought
      with the Bank of India Bhandra Branch and got the KCC – this gives access to
      agriculture loans and the rate of interest is less

Expansion of the Maha Sangh
   1. Expanding the Maha Sangh (Federation) to establish a District level federation –
      started work to expand the work of the federation from Bhandra Block to cover
      Kuru, Kisho and Kairo Blocks

Political Actions
   1. The leaders of village level DPOs met and decided to contest in PRI election that
       was being held in Jharkhand after a gap of 32 years. Mr. Samil Oraon was
       selected to be nominated as the Mukhya of a GP, however the DPO leaders
       urged Mr. Samil to contest in the Zilla Panchayat elections from Bhandra Block.
       The DPO members pledged to support Mr. Samil out of their free will and with no
       expectation of monetary benefits.
   2. DPO members participated in the election campaign – where the members
       asked the each family in the village to contribute – not their money – but votes.
       Banners of the work of the federations and newspaper clippings of their success
       were shown to the people as the experience of Mr. Samil and his supporters.
       There were 12 others nominees who contested the election along with Mr. Samil.
       All of them were senior and wealthy. Mr. Samil was the youngest person, 30
       years and an amputee (one leg)
   3. Mr. Samil won the election with 5200 votes, 1200 more than the 2nd candidate
   4. After winning the elections, Mr. Samil met with the Dy. Chief Minister Shri.
       Sudesh Mahato – and request him that at levels from panchayat to state level –
       there should be a separate cell established for addressing the issues of persons
       with disabilities (just like Women’s cell); political reservation of seats for persons
       with disabilities at all levels
   5. Mr. Samil has presented the issues of persons with disabilities in all District Level
       meet and requested for the creation of barrier free space in all public spaces

Common Advocacy Plans of Partner NGO for the next 6 Months:

 1.    Disability certificate for persons with hearing impairment – appointment of
       medical board at District Level
 2.    Make a list of persons with disabilities who should be included in the BPL list and
       submit the same to Circle Office (CO) at Block Level
 3.    Relocate Bank to ground floor or Bank’s set up temporary counter in ground floor
       on specified day/s of the month for disbursement of Disability Pension/ Opening/
       for bank transactions – DPO to submit written application to Bank Manager/ Lead
       Bank Manager/ Regional Head Quarter of the Bank/ Dist. Collector
 4.    Federation/ DPOs to ensure all eligible persons with disabilities get Job card and
       ensure persons with disabilities apply for Jobs under MNREGA
 5.    Under Total Sanitation Programme – lobby to ensure toilets are accessible and
       meets the individual needs of persons with disabilities
 6.    DPO Federation to follow-up on the reply given by the Commissioner Disability
       on the 22 issues – by using RTI and contacting DLSA
 7.    Enrolment of Children with Disabilities in school
 8.    Ensure persons with disabilities have access the aids and appliances from BDO
       office
 9.    DPOs participate actively in Grama Sabha meeting
 10.   Ensure BDO has the monthly meeting with persons with disabilities

           Concept Note on Future plans of Block DPO and Role of LGSS

Promoting District Level Advocacy of the PWD in Lohardaga district of Jharkhand

Project Background:

Lohardaga Gram Swarajya Sansthan (LGSS) has been implementing the CBR program
for the Person with Disability in Bhandara Block of Lahardaga district since 2003. We are
in 5th phase of this project and by 30th September 2011 the project will be phased out.
With the guideline of Mr. Vekentesh Reddy, Senior program officer, CBR forum
Bangalore, we have formed 44 DPO (Disable Person Organization) and Mr.
Chandrashekhar Mahesh, Advocacy Officer CBR forum, Bangalore provided continuous
and valuable inputs and guidelines to strengthen the DPOs since last three years. He
visited in every six month and facilitated Block Level Disability Program (TDAP) by the
heart and soul. Representatives from Three organizations from Bihar and six
organization from Jharkhand along with DPO leader participated in TDAP.

This programme has been emerged as a unique and unrivaled programme for PDWs in
Lohadaga district. It has created a lot of impacts in the field of Advocacy of PDWs. The
member of DPO selected their representative to fight in Panchayat election for the post
of Zila Parisad member. And finally Mr. Samil Oraon, the leader of DPO elected
panchayat election against 12 contested with 1294 for Zila parisad member. It shows
the strength of DPO.

Similarly, the memorandum of 22 demands submitted to BDO of Bhandara Block,
Deputy Commissioner and State Disability Commissioner. The voice of PDWs has been
raised for demanding the rights of PWDs regularly by the DPOs and TDAP which shows
the steps towards empowering the PDWs.

On basis of our learning and experience of working with PWDs in Lohardaga district we
realized that the DPOs are newly formed, they are in growing stage, they need to be
more strengthened, they need proper guidance and support for their capacity building.
They require regular follow-up and monitoring support till their ability to organize and
manage their affairs themselves.

Future Intervention:

In order to facilitate and promote lobby and advocacy on the issues of PDWs and
mainstreaming of PWDs in local self-governance requires more strength in coverage as
well as capacity of DPOs. It also requires a sustainable structure and guideline to
facilitate the process of lobby and advocacy at district as well as state level. We desire to
intervene in two area s like to promote advocacy and self-governance in future.

Objective
    To facilitate mainstreaming of persons with disabilities in village decision making
       process and local governance.
    To facilitate movement of PWDs as means of empowerment and to promote self-
       governance.

Strategy:

Following strategies will be followed in future intervention:
     At present we are working in one Block, which will be extended in 2 other blocks
       namely Kairo and Kuru Block of Lohardaga district.
     DPOs at village and Panchayat level will be promoted at both Blocks.
     Gram Panchayat level DPO will consist three members from village level DPO
     TDAP will be promoted at all three blocks
     One district level forum will be formed where 3 representatives from each Block
       level TDAP will be the member of district level forum.
     Rest four Blocks of Lohardaga district will also be covered and 3 selected PDWs
       member from 4 block will be the members of District level forum.
     This district level forum will be more powerful and it will be the structured
       plateform of DWDs to raise the voice of PWDs.
     Regular capacity building programs will be carryout to make them strengthen.
     Regular follow-up on PWDs issues will be carried out by the DPOs, TDAP and
       District level forum.


Proposed Activities:
   1. Formation and strengthening of Village and Gram Panchayat level DPO
   2. Strengthening of exiting TDAP
   3. Formation of District level Forum of PDWs.
   4. Capacity building of TDAP and district level forum on Lobby and advocacy.
   5. Organizing special events on important day.
   6. Facilitating Lobby and Advocacy process on issues of PWDs.
   7. Organizing Block and district level workshop on PWDs issues

Education
    1. Enroll all children with disabilities (above 6 years) who have been left out in school
    2. Ensure all enrolled children with disabilities are going to school
    3. Ensure children with disabilities in class 5 – 10 get scholarships
Health
    1. Ensure all persons with disabilities have Health Card
